Governments are affected by an unprecedented technological acceleration that is transforming societies. Most technologies unfold in complex and unpredictable ways. Unfolding technologies have been both a source of societal and environmental challenges as well as a possible response to address them. This complexity challenges the ability of policy makers to recognize the systemic dimension of innovation and to learn from stakeholders engagement. For these reasons, sustainable transitions have progressively become a policy discourse on how to guide innovation trajectories. In this paper, we argue that a system innovation approach has great potential for governments to improve their policy design for sustainable transitions. This participatory approach requires a more systemic understanding of technological change and a better organization of stakeholder engagement than most traditional practices (e.g. an evidence-driven, technocratic or an idealistic, consensus approach) can offer. How can a participatory policy design tool with a strong emphasis on sustainable transitions be developed? In this paper, we applied a reflexive understanding of knowledge creation in stakeholder networks to develop such a tool in accordance with a system innovation approach.

Policymaking during a pandemic can be extremely challenging. As COVID-19 is a new disease and its global impacts are unprecedented, decisions are taken in a highly uncertain, complex, and rapidly changing environment. In such a context, in which human lives and the economy are at stake, we argue that using ideas and constructs from modern decision theory, even informally, will make policymaking a more responsible and transparent process.

Informed by the OECD’s well-being framework, this Working Paper considers how the experience of civic engagement and governance is being transformed and explores how governments can harness the potential of digital technologies and data to develop better outcomes for better lives. The paper proposes that in order to maximise the relationship between digital government activity and citizen well-being, government focus should be on benefits that are not only material in terms of the quality of services, but that reflect the intellectual and emotional benefits derived from a different approach to government interactions with its constituents. The paper suggests that the relationship between digital government and citizen well-being is best encapsulated by the outcomes which follow from a government that is responsive, protective and trustworthy.

This compendium, prepared by the Division for Public Institutions and Digital Government (DPIDG) of the United Nations Department of Economic and Social Affairs (UN DESA), aims to capture emerging trends in digital responses of UN Member States against the COVID-19 pandemic, and provide a preliminary analysis of their main features. These cases are shared for exchange of information so that Member States can learn from each other and possibly create new partnerships. The initiatives listed in this compendium were submitted by Member States in response to a call for inputs launched by UN DESA/DPIDG in April/May 2020. The compendium lists selected initiatives according to major categories of action areas of: 1.Information sharing, 2. E-participation, 3. E-health, 4. E-business, 5. Contact tracing, 6. Social distancing and virus tracking, 7. Working and learning from home 8. Digital policy 9. Partnerships.
