(1) The United Nations is an international organization founded in 1945.  It is currently made up of 193 Member States.  The UN also provides a forum for its members to express their views in the General Assembly, the Security Council, the Economic and Social Council, and other bodies and committees. The UN's Chief Administrative Officer is the Secretary-General. This year, 2015, marks the 70th anniversary of the United Nations. (2) The United Nations Department of Economic and Social Affairs (UNDESA) works closely with governments and stakeholders to help countries around the world meet their economic, social and environmental goals. As the Secretariat entity responsible for the development pillar of the United Nations, our work addresses a range of cross-cutting issues that affect peoples’ lives and livelihoods. UNDESA’s work is guided by the United Nations development agenda. Furthermore, with a focus on equitable participation by all people, the United Nations development agenda has unique, universal legitimacy.  Our vision for human progress goes beyond promoting global agreements and is fundamentally about action. Working closely with governments and other partners, DESA seeks concrete solutions. (3) The Division for Social Policy and Development (DSPD) is part of the Department of Economic and Social Affairs (DESA) of the United Nations Secretariat. The main objective of the Division for Social Policy and Development (DSPD) is to strengthen international cooperation for social development, in the context of the comprehensive and detailed framework of commitments and policies for action by Governments, intergovernmental and nongovernmental organizations provided by the Copenhagen Declaration on Social Development and Programme of Action of the World Summit for Social Development, with particular attention to the three core issues of poverty eradication, employment generation and social integration, in contributing to the creation of an international community that enables the building of secure, just, free and harmonious societies offering opportunities and higher standards of living for all. The Division’s work is vital for the social pillar of sustainable development. (4) The Economic and Social Council (ECOSOC) is the United Nations’ central platform for reflection, debate, and innovative thinking on sustainable development. Mandate - ECOSOC, one of the six main organs of the United Nations established by the UN Charter in 1946, is the principal body for coordination, policy review, policy dialogue and recommendations on economic, social and environmental issues, as well as for implementation of the internationally agreed development goals. ECOSOC serves as the central mechanism for the activities of the United Nations system and its specialized agencies, and supervises the subsidiary and expert bodies in the economic, social and environmental fields. ECOSOC has undergone reforms (A/RES/61/16, A/RES/68/1) in the last decade to strengthen the Council and its working methods, giving special attention to the integrated and coordinated implementation of, and follow-up to, the outcomes of all major United Nations conferences summits in the economic, social, environmental and related fields. Functions - ECOSOC engages a wide variety of stakeholders – policymakers, parliamentarians, academics, major groups, foundations, business sector representatives and 3,200+ registered non-governmental organizations – in a productive dialogue on sustainable development through a programmatic cycle of meetings. (5) UNSDN serves as a unique global portal for social development that: - Provides a one-stop shop that provides information and knowledge on social development; - Provides an interactive platform for stakeholders to share documents, lessons on best practices and develop joint work platforms; - Showcases new and innovative projects in social development; - Promotes capacity-building in developing countries and economies in transition by promoting knowledge and information in the area of social development; - Assists Member States to help achieve the Millennium Development Goals (MDGs). (6) The United Nations Non-Governmental Liaison Service (UN-NGLS) promotes constructive relations between the United Nations and civil society through dynamic partnerships to foster greater coherence around cross-cutting and emerging issues on the UN’s agenda and by facilitating meaningful civil society engagement in UN processes. Drawing on its inter-agency nature and UN system-wide perspective, UN-NGLS provides strategic information, analysis and support to a wide range of constituencies, using its unique convening and networking capacity to strengthen multistakeholder dialogue and alliance-building on core UN issues.

Revitalization of the work of the General Assembly


Making its work more focused, efficient and relevant


Strengthening the work of the General Assembly can help ensure that this “chief deliberative, policymaking and representative organ of the United Nations” (para. 149 of the 2005 World Summit Outcome Document) becomes a true, universal “parliament of nations”. Identified as a priority from the very outset of the Organization in 1946, (the outcomes of which are reflected, inter alia, in the annexes to the General Assembly’s Rules of Procedure) the General Assembly, at its 60th session and continuously since its 62nd session, has annually established an Ad Hoc Working Group on the revitalization of the work of the General Assembly (AHWG), in the context of which Member States consider the following broad thematic issues:

  • Role and authority of the General Assembly
  • Working methods
  • Selection and appointment of the Secretary-General and other executive heads
  • Strengthening the institutional memory of the Office of the President of the General Assembly


Starting at its 62nd session, the AHWG elaborated an Inventory Chart reflecting the status of implementation of General Assembly revitalization resolutions (A/62/952/Add.1). This chart has subsequently been updated at the 63rd, 67th and 68th sessions (see documents A/63/959, A/67/936 and A/68/951 respectively) and continues to form a basis for the membership’s deliberations under this item.


Also based on the outcomes of the Assembly’s consideration of ways to revitalize its work, the Assembly encouraged the holding of informal interactive debates on current issues of critical importance to the international community and invited the President of the General Assembly to propose themes for these interactive debates.


During the 69th session, the President has announced a series of high-level events and thematic interactive debates on various aspects of the post-2015 development agenda in line with his theme "Delivering on and Implementing a Transformative Post-2015 Development Agenda":


It has also become an established practice for the Secretary-General to brief Member States periodically, in informal meetings of the General Assembly, on his recent activities and travels. These briefings have provided a well-received opportunity for exchange between the Secretary-General and Member States.


As a result of the ongoing revitalization of its work, and pursuant to rule 30 of its rules of procedure, the General Assembly now elects its President, Vice Presidents and Chairs of the Main Committees at least three months in advance of the start of the new session in order to further strengthen coordination and preparation of work among the Main Committees and between the Committees and the Plenary. It has also come to adopt the proposed programme of work and timetable of five of its six Main Committees for the forthcoming session at the end of the main part of the session, thereby facilitating the planning and preparation of work for delegations, incoming chairs as well as the Secretariat.

The advance unedited CDP report to ECOSOC on the 17th session of the CDP Plenary, held from 23-27 March 2015 in NY, is now available. During the session, CDP members conducted the triennial review of the list of LDCs, examined the challenges for effective accountability for sustainable development in the post-2015 era and reviewed how the new financing for development landscape could contribute to the Istanbul Programme of Action (IPoA) in the post-2015 era. Additionally, the CDP monitored the graduated and graduating countries from the LDC category and continued to refine the indicators employed for the identification of LDCs, particularly on how to further strengthen the measurement of health-related structural impediments.

During the 17th session of the CDP Plenary, held from 23 - 27 March 2015 at UN headquarters in NY, CDP members conducted the triennial review of the list of LDCs, examining the eligibility for graduation and inclusion on the basis of the country's socio-economic performance vis-a-vis the LDC criteria. The data for the LDC criteria and indicators has now been released and can be viewed or downloaded on the LDC Data Retrieval page.

Global financial regulation: have post-crisis initiatives made a difference?

In a Development Policy Seminar held in New York yesterday, Nicolas Véron, Senior Fellow at Bruegel in Brussels and Visiting Fellow from the Peterson Institute for International Economics, argued that the effectiveness of post-crisis reforms in financial regulation in making global finance more stable is not so far proven. In his presentation, he showed that unintended consequences of the reforms are appearing gradually, even as their initial implementation is still unfinished. In his view, the G20 has established neither an adequate institutional infrastructure nor a consistent policy vision for a globally integrated financial system. This shortcoming justifies increasing concerns about economically harmful market fragmentation. One key aim, according to Véron, should be to make international regulatory bodies more representative of the rapidly-changing geography of global finance, not only in terms of their membership but also of their leadership and location.

Continued capacity building in Uganda

DPAD in collaboration with UNDP and the National Planning Authority in Uganda organized a training workshop on 23-27 March, 2015, in Entebbe. This activity strengthened the Government's skills to use economy-wide simulation analyses to inform the final stage of drafting of the National Development Plan II. This was part of the continued support that DPAD is providing to Uganda's Government since 2006. Other official reports that have received input from similar capacity building exercises include the Poverty Status Report 2014 and the MDG Report for Uganda 2013.

Transitioning from MDGs to SDGs: Accountability for the post-2015 era

A panel discussion organized by the Committee for Development Policy (CDP) was held on 24 March, featuring CDP Chair José Antonio Ocampo, CDP Vice Chair Sakiko Fukuda-Parr, and CDP members Stephan Klasen and Tea Petrin. The discussion centred on concrete recommendations for establishing an effective accountability framework for development in the post-2015 era. In particular, critical elements were identified on which a reformed and strengthened monitoring and accountability framework need to be built.

The World Economic Situation and Prospects 2015 forecasts global economic growth to increase marginally over the next two years at 3.1 per cent in 2015 and 3.3 per cent in 2016, compared with an estimated growth of 2.6 per cent for 2014. An expected US interest rate increase, remaining euro area fragility, a further slowdown in developing economies and geopolitical conflicts pose major concerns for the global economic outlook.

The report was launched today in Bangkok, Beirut, Geneva, Mexico and Moscow. A launch will be held in New Delhi on January 20 and Addis Ababa on January 22.

e-Discussion on the 2015 ECOSOC Theme You are cordinally invited to join the e-discussion on the 2015 ECOSOC Theme of “Managing the transition from the Millennium Development Goals to the sustainable development goals: What it will take”. The e-discussion will take place 17 February to 17 March 2015. 

The purpose of the e-discussion is to engage policymakers, experts, practitioners and stakeholder groups in a global dialogue on specific aspects of the 2015 ECOSOC theme. It consists of four concurrently running thematic windows, each led by an expert moderator. The thematic windows address: i) policy choices and mindset change for an integrated agenda;  ii) adaptation by institutions and structures; iii) partnerships for the implementation of the SDGs and the post-2015 agenda; and iv) monitoring and review.  

The e-discussion is co-ordinated and organized by the United Nations Department of Economic and Social Affairs (DESA) and the United Nations Development Programme (UNDP), in collaboration with the Sustainable Development Solutions Network (SDSN). The DESA/Office for ECOSOC Support and Coordination is leading the e-discussion for DESA, with substantive support provided by the DESA/Division for Public Administration and Development Management.

DPADM Welcomes Its New Director

Mr. Juwang Zhu has been appointed by the Secretary-General as Director of the Division for Public Administration and Development Management (DPADM) in the United Nations Department of Economic and Social Affairs effective 1 December 2014. Mr. Zhu has over twenty-five years of experience working with the United Nations intergovernmental processes on sustainable development, including major UN conferences and summits, and with the Commission on Sustainable Development. Prior to his appointment as Director of DPADM, he served as a Chief in the Division for Sustainable Development where he led a team of analysts focusing on climate change, oceans, urbanization, transport and small island developing States. Mr. Zhu has served as Chief of the Office of the Under-Secretary-General for the Department of Economic and Social Affairs, providing advice on policy and management issues, including policy and substantive advice to the Executive Office of the Secretary-General. During the United Nations Conference on Sustainable Development (Rio+20), Mr. Zhu was Special Advisor to the Secretary-General of the Conference.  In his previous assignments Mr. Zhu was also responsible for strengthening relations with business and civil society and for coordinating inter-agency affairs and partnerships for sustainable development.

UN E-Gov Survey 2014 Presented at the High-level Forum for Sustainable Development in South-Africa Mr. Vincenzo Aquaro, Chief of the e-Government Branch of the Division for Public Administration and Development Management of UNDESA, participated in the High-level Forum on South-South Cooperation for Sustainable Development. The theme of the Forum was ICT, Food Security and Sustainable Urbanization in the Post-2014 Agenda and it was held 17-18 November 2014 in Johannesburg, South Africa.  Mr. Aquaro participated in a Panel together with the Prime Minister of Lesotho, Mr. Thomas Thabane and other high-ranking officials of African countries including Permanent Representatives to the UN. Mr. Aquaro presented the UN E-Government Survey 2014 and elaborated on ICT and e-government as tools supporting sustainable development, in general, and sustainable urbanization, in particular as well as emerging trends in ICT. The Forum was organized and supported by SS-SCSD, International Organization for South-South Cooperation (IOSSC), International Telecommunication Union (ITU), United Nations Human Settlements Programme (UNHABITAT), and the Food and Agriculture Organization of the United Nations (FAO), with support from the government of the Republic of South Africa.

High-level Vietnamese Delegation Visits DPADM on Anti-corruption and Good Governance Work

On 24 November, a delegation of six Vietnamese Officials headed by Mr. Mai The Duong, Vice Chairman of the Vietnam Communist Party Inspectorate and H.E. Ambassador Nguyen Phuong Nga, Permanent Representative of the Socialist Republic of Viet Nam to the UN, paid a visit to DPADM.  A team of the Chiefs and staff members from DMB and PACB received the delegation that was accompanied by Mr. Ken Norman, an Australian anti-corruption expert.

Harvard and Duke University Professors Meet with DPADM on the UN E-Government Survey  As part of ongoing research into benchmarks, indices, and rankings in the public sector, two professors of international relations visited DPADM on 19 November 2014 to discuss the composition and impact of the indices compiled for the UN E-Government Survey. Beth Simmons of the Department of Government at Harvard University and Judith Kelley of the Sanford School of Public Policy at Duke University are investigating the influence of comparative indicators on governments' policy decisions.

Within the concerted framework of the national Access to Information (a2i) Programme Bangladesh has successfully deployed efforts to encourage interaction between citizens and their national and regional governments on social media, Mr. Chowdhury reported.

The United Nations is in the process of defining a post-2015 development agenda. This agenda will be launched at a Summit in September 2015, which is the target date for realizing the MDGs. It is currently being elaborated through informal consultations of the UN General Assembly. The President of the General Assembly has appointed two Co-facilitators to lead those informal consultations. The process of arriving at the post 2015 development agenda is Member State-led with broad participation from Major Groups and other civil society stakeholders. There has been numerous inputs to the agenda, notably a set of Sustainable Development Goals (SDGs) proposed by an open working group of the General Assembly, the report of an intergovernmental committee of experts on sustainable development financing, GA dialogues on technology facilitation and many others. The General Assembly called upon the Secretary-General to synthesize the full range of inputs and to present a synthesis report before the end of 2014 as a contribution to the intergovernmental negotiations in the lead up to the Summit. The United Nations has played a facilitating role in the global conversation on the post 2015 development agenda and supported broad consultations. It also has the responsibility of supporting Member States by providing evidence-based inputs, analytical thinking and field experience.

World Economic Situation and Prospects 2015

2014 revision of the World Urbanization Prospects

Today, 54 per cent of the world’s population lives in urban areas, a proportion that is expected to increase to 66 per cent by 2050. Projections show that urbanization combined with the overall growth of the world’s population could add another 2.5 billion people to urban populations by 2050, with close to 90 percent of the increase concentrated in Asia and Africa, according to a new United Nations report launched today. Millennium Development Goals
 

The Millennium Development Goals (MDGs) were developed as a roadmap for the implementation of the Millennium Declaration. Based on the values and principles agreed upon by Member States in the 2010 Millennium Summit, the MDGs have served as a global framework for collective action to reduce poverty and improve the lives of poor people. Across eight clear goals, the MDGs include 21 time bound targets to measure progress in poverty reduction and hunger as well as improvements in health, education, living conditions, environmental sustainability  and gender equality.

Significant progress has been made across all goals and millions of lives have been improved due to concerted global, regional, national and local efforts. Yet, much more is needed in many areas. Continued progress towards the MDGs in the remaining time is essential in order to provide a solid foundation for the post-2015 development agenda. The UN Department of Economic and Social Affairs is actively involved in measuring progress towards the MDGs and assists in monitoring and accountability.

MDG Report

The Statistics Division of UN DESA coordinates the inter-agency group on MDG indicators (IAEG) that prepares and publishes the annual MDG Report. As the principal MDG monitoring report prepared by the United Nations System, it presents the annual assessment of progress, drawing on the most updated data on the official MDG indicators. It is the most authoritative and comprehensive monitoring report, based on official data provided by national governments to the international statistical system.

Millennium Indicators

Within UN DESA the Statistics Division coordinates the preparation of data analysis to assess progress made towards the MDGs. The Division also maintains the MDG Indicators database containing the data series related to the selected indicators, as well as other background series intended to supplement the official indicators.

MDG Gap Task Force

The Secretary-General created the MDG Gap Task Force to track progress towards MDG 8, the global partnership for development.  The main purpose of the Task Force is to systematically track existing international commitments and their fulfillment at the international and country level in the areas of official development assistance, market access (trade), debt relief, access to essential medicines and new technologies. The Task Force is co-chaired by UN DESA and UNDP, and publishes  the MDG Gap Task Force Report annually.

Integrated Implementation Framework (IIF)

The Integrated Implementation Framework (IIF), proposed by the Secretary General of the United Nations, is a publicly available inter-active web portal that provides an overview of all international commitments made in direct support of the Millennium Development Goals (MDGs) since 2000. The IIF serves as a one-stop shop to monitor and track financial and policy commitments made by UN Member States, UN agencies and other multilateral organizations, the private sector, civil society and other international stakeholders towards meeting the MDGs.The IIF web portal was launched in June 2012 and is available at http://iif.un.org

MDGs in the United Nations System

United Nations Millennium Development Goals web site serves as the gateway to the United Nations System’s work on the MDGs. The web site provides insight information on the MDG Targets and Indicators, official reports, statements and statistical information related to the MDGs, and links to information on the progress of various Departments and Programmes within the United Nations System.
