South Africa’s Civil Aviation Authority (SACAA) is progressing toward an anticipated promulgation date of March 31 for remotely piloted aircraft (RPA) regulations.
PIRatE Lab's insight:

South Africa is much more nimble than the U.S. is on technology-related policy.  To be sure they have fewer airplanes in the air, but even they can figure out how to engage their stakeholders and create clear and obvious regulations

In the U.S. there's a specific license for driving a car. How about for flying a drone?

$12k!!! This is pretty extreme price to pay to fly a drone. I think you can get a private pilots license for less.

The collapse of the government could impede American operations against al-Qaeda in the country.

While we don't normally talk about military-type drones here on these pages, this is a useful example of where they pop up in the news.  This is how much of the population of the world see and conceive of unmanned systems.

 

This current story involves the political turmoil in Yemen yesterday where the country’s president, a key ally of both Saudi Arabia and the United States in the war against Al Qaeda, stepped down under violent pressure from the powerful Houthis. The Houthis are now in control.


This is a big deal because the Houthis are deeply suspicious of foreign intervention in Yemen. Saudi Arabia and the United States, meanwhile, have been deeply involved there for decades. On Friday, the US pulled some of its embassy staff out of the country. This could mean no more drone strikes and more space for Al Qaeda — which not too long ago fought a deadly insurgency in Saudi Arabia and once nearly killed a prince — to expand its power right next door. As if that isn’t enough, the Houthis are Shia, which means they are aligned with Iran. Iran is Saudi Arabia’s primary nemesis.  Oh and Saudi Arabia’s King Abdullah has just died. He was 90 years old. His brother Salman has now been crowned the new king.


So you know, nothing controversial here or high stakes about this technology.  Can you say political football?

Another treatise on UVAs that only sees these tools as weapons of war.  To be sure "war by robot" is a difficult and problematic evolution of the worst parts of humanity.  There have been much better treatments of this, though.  And works that don't rely on the New York Times as their central references.
