Rapid technological advances are making drones cheaper, more accessible and highly adaptable. Once the exclusive preserve of the world’s most advanced armed forces, unmanned platforms are now being used by civilian actors for a wide range of applications. Yet, while members of the technical community have tended to emphasize the opportunities that this technology offers, their counterparts in international relations and other fields have increasingly raised questions about the legal, ethical, humanitarian and security implications of unmanned aerial systems (UAS). Against this backdrop, ETH Global and the ISN recently hosted a one-day conference that brought together over 160 experts from the fields of robotics, environmental science, law and ethics, and international relations and security. Since ETH Zurich is considered one of the world’s leading ‘competence centers’ in the field of robotics systems and control, its activities offer a glimpse into emerging UAS technologies and their potential social impact in the future.

The real benefits with drones is safety and flexibility. Initially focusing on responding to emergencies such as fires and chemical spills but eventually rolling out to situations more similar to the clean-up after storms.

Can also be used to fly down roads where there's power lines down or trees blocking roadways, which limit access

The U.S. Geological Survey is putting remotely piloted former military planes to work in the areas of environmental and wildlife management. Earlier this month, researchers spent three days counting sage grouse in rural Colorado. Next up: a survey of pygmy rabbit habitat in Idaho.
Andrew Brinkman's insight:

Using retired Raven drones to survey the endangered Greater Sage Grouse behavior and habitat. The infrared camera is very useful to identifying these cryptic birds and can save up to 90 percent the cost of traditional surveying. The more efficient means of surveying will not replace biologists with notebooks and spotting scopes but increase the time spent with the birds observing what is necessary for their survival.

Small drones have been seen flying illegally above high-security landmarks in Paris recently. Officials say they don't pose much risk, but the city is still on edge after the Charlie Hebdo attack.

UAVs as games.  This is worrying: it seems some folks only see there entertainment value and don't regard these tools as something that could cause damager or make a car crash.

 

Oh, and wouldn't it be nice if the reporter actually knew something about drones!  You send your non-technolgy reporter to do a story and you get comments like "they call then quadracoperts."

The proposed rules are surprisingly reasonable, but there are things that need work

. . . 

One thing that is not addressed here is autonomy: can commercial drones fly themselves? The FAA rules are clearly based around human operators, but the FAA’s UAS FAQ also says that an unmanned aircraft can be flown by “a pilot via a ground control system, or autonomously through use of an on-board computer, communication links and any additional equipment that is necessary for the UA to operate safely.”

The FAA just took a huge step towards legalizing commercial drone flights

The FAA's long awaited rules for flying small drones have arrived. Up until today it was illegal to fly drones for commercial purposes unless you had a specific exemption from the FAA for testing....

Another take on the FAA's proposed rules.  People think the change won't take effect for 18 months, so we at CI need to proceed in the context of today's regulations while preparing our students to work in tomorrow's framework.
