The Middle East and North Africa is the most arid region in the world, home to 15 out of 25 of the world’s most water-scarce countries. Improved water resource management requires a better understanding of how much water is lost to the atmosphere from soil and plants, a process called evapotranspiration. But until recently, this data was not available for the MENA region.

After three consecutive years of La Niña that brought bumper crops for some and crop failures for others, we are likely heading right into an El Niño. This will make a lot of farmers happy who have been suffering these past years while shifting the agony elsewhere. The El Niño-Southern Oscillation (ENSO) is currently neutral, but it will likely not stay that way for long. According to the Climate Prediction Center of the National Oceanic and Atmospheric Administration in the US, there is a 62 percent chance for El Niño to occur as soon as during May-June-July; probabilities for a development later during the year go up to 80 percent or more. While forecasts made during this time of the year tend to be less accurate than those later in the season, there are a lot of signs suggesting that El Niño might be just around the corner.

In East Africa, conditions have improved for Belg season cereals in Ethiopia due to enhanced rains. In the south, planting of main season cereals continues under mixed conditions due to ongoing dryness in some areas with improvement in central Kenya. Mixed rainfall conditions are forecast during May to September (See Regional Outlook Pg. 6). In West Africa, planting of main season cereals is underway in the south of the subregion while harvesting of second season rice is nearing completion in the north, and conditions are generally favourable except in conflict-affected areas. In the Middle East and North Africa, wheat crops continue to develop under mixed conditions, and crops are unlikely to recover from persistent dryness in parts of Morocco, Algeria, Tunisia, Syria, and Iraq. In Southern Africa, harvesting of main season cereals is nearing completion under mixed conditions due to persisting dryness as well as the impacts of Tropical Cyclone Freddy in February and March. In Central and South Asia, there has been an ...

While international wheat, maize and vegetable oil prices registered record highs and much volatility last year, rice markets kept relatively calm in view of large global supplies. Over the past seven months, however, rice prices have been generally on a rise and in some suppliers increased by more than 25 percent. The rapid emergence of El Niño, a climate pattern that describes the unusual warming of surface waters in the eastern Pacific Ocean, combined with a positive Indian Ocean Dipole raises concerns about possible impacts on rice production in South and Southeast Asia. Much will depend on the timing and strength of El Niño, especially as to whether or not normal monsoon patterns will be affected. Over the next couple of months, these climatic developments will be closely monitored by AMIS.

The FAO Food Price Index* (FFPI) averaged 127.2 points in April 2023, up 0.8 points (0.6 percent) from March and standing 31.2 points (19.7 percent) below its value in the corresponding month last year. The slight rebound in the FFPI in April was led by a steep increase in the sugar price index, along with an upturn in the meat price index, while the cereals, dairy and vegetable oil price indices continued to drop.

At the end of April, conditions are favourable for wheat, maize, and rice, while mixed for soybeans. For wheat, conditions are generally favourable in the northern hemisphere except in parts of Europe, Ukraine, and the US. Maize is harvesting in the southern hemisphere as sowing picks up speed in the Northern Hemisphere. Rice conditions are favourable across Asia as China begins sowing the single-season crop. Soybeans as harvesting continues in the southern Hemisphere are mixed with exceptional conditions in Brazil and poor in Argentina.
