MOSCOW, January 26 (RIA Novosti) - Two amphibious assault ships bought for the Russian Navy from France in a 1.2 billion euro deal will not be able to operate in temperatures below seven degrees centigrade, Russia's Deputy Prime Minister Dmitry Rogozin admitted on Saturday, in critical comments about the contract. "It's very odd that ships for offloading a landing force, floating in our latitudes won't work in temperatures below seven degrees," said Rogozin, who has special responsibilities for the defense industry, in a meeting of the Academy of Military Science on Saturday. "Maybe they thought we’re going to undertake special operations in Africa but I doubt that’s going to happen," he added. He did not elaborate on why the ships would not work in cool temperatures. It was also unclear whether he meant plus seven degrees or minus seven, as Russian-speakers often leave out the word for minus when they assume it is clear which side of freezing they are talking about. Russia signed the 1.2 billion euro deal in June 2011 for two of the Mistral ships, which will carry helicopters to support landings by marines. The first of the ships is due for delivery in 2014. Rogozin was appointed to his current post only in December 2011. The first Mistral is due to be deployed in Russia's Pacific Fleet, based in the port of Vladivostok, which is ice-free all year round but still experiences months of severe winter cold. The second is due to be deployed with the Northern Fleet, which also has ice-free bases, due to the Gulf Stream, but also experience very cold temperatures for several months a year. It is the second time this week that the Mistral deal has come under fire from a senior defense official. On Thursday, Military-Industrial Commission Deputy Head Ivan Kharchenko described the deal to buy the ships as “absurd,” saying the deal had inflicted harm on the Russian shipbuilding industry.

Le Minsitère russe de la Défense et OSK (consortium des constructions navales russes) se sont accordés sur la construction de 3 nouvelles corvettes lance-missiles du Projet 21631 Buyan-M. Le contrat devrait être signé prochainement, et le Ministère a laissé entendre qu'il pourrait passer commande pour 2 unités supplémentaires lorsque la construction des nouvelles unités aura débuté. Le chantier naval Gorki (Zelenodolsk, Tatarstan), qui a mis sur cale les cinq premières unités de ce type, est en charge de la construction des bâtiments dont l'affectation, mer Caspienne ou mer Noire, n'a pas encore été décidée.Les corvettes du Projet 21631 mettent notamment en oeuvre les missiles de croisière de type "Kalibr" (3S14 missiles guidés). The Naval Command of the Cyprus National Guard has finally gained approval from the Ministry of Finance to proceed with the acquisition of two offshore patrol vessels (OPVs). OPVs are a long-standing Cypriot requirement, which although formally recognised was never funded in previous defense budgets, with only a nominal sum of CYP10 assigned for it. It is understood that EUR120 million has been allocated to the program.

TEMPO Interactive, Jakarta: The Indonesian Navy (TNI AL) will use C-705 missiles from China in its locally-made fast missile boats (KCR). According to plan, 16 KCR-40 warships manufactured in Batam by PT Palindo Marine will be equipped with the missiles. "The contract had been signed, the missiles are expected to arrive in 2014," First Admiral Untung Suropati, Chief of Information Center for TNI AL, told Tempo on Monday, January 28. In accordance with Law No.16/2012, the government will cooperate in technology transfer in the purchasing scheme. With the scheme, it is expected that three domestic factories: PT. Pindad, Lapan, and PT. Indonesian Aerospace, will be able to manufacture their own missiles. Earlier, the Director General of Defense Potential at the Defense Ministry, Pos Batubara, said that he was negotiating a technology transfer contract with China's manufacturers. He ascertained that local producers will be involved in the process. "We hope to be able to produce the missile ourselves," he said. Head of Defense Planning Division at the Ministry of Defense, Major General Ediwan Prabowo, said that a number of local manufacturers have started their involvement in arming KCR 40. "PT. Pindad had begun its involvement, but the percentage is still small," Ediwan stated. Without mentioning China's missile procurement contract, Ediwan said that the cost to make the KCR 40 amounts to Rp 75 billion per unit. The entire fund was sourced using a domestic lending scheme.
