Notifié à Safran Electronics & Defense par la Direction générale de l’armement [DGA] pour 330 millions d’euros en 2016, le programme «Système de drones tactiques» [SDT] prévoyait initialement de livrer quatorze drones Patroller à l’armée de Terre à partir de 2018. Mais des difficultés techniques, accrues par la perte d’un appareil due à la défaillance d’un calculateur de commandes de vol d’origine américaine, firent que l’industriel ne fut pas en mesure de tenir ce délai.

Pour autant, alors qu’aucune livraison n’avait encore été faite, la Loi de programmation militaire [LPM] 2024-30 conforta ce programme en portant à vingt-huit le nombre de Patroller commandés. Mais c’était sans compter sur les tracasseries réglementaires auxquelles ce «drone de commandement» allait être confronté pour obtenir sa certification pour évoluer dans l’espace aérien français.

Pour rappel, développé à partir du motoplaneur allemand Stemme S15, le Patroller était censé voler à 20 000 pieds d’altitude pendant 20 heures. Potentiellement, il devait emporter une boule optronique Euroflir 410, une nacelle de désignation laser, une charge de guerre électronique et un radar PicoSAR AESA, fourni par l’italien Leonardo. En outre, il allait permettre à l’armée de Terre de récupérer une capacité perdue avec le retrait du Cougar Horizon [Hélicoptère d’observation radar et d’investigation sur zone].

Quoi qu’il en soit, avec les retours d’expérience de la guerre en Ukraine et l’apparition de nouveaux drones susceptibles d’offrir des capacités similaires à un coût moindre, le Patroller a finalement été abandonné lors de l’actualisation de la LPM 2024-30.

Lors de l’examen de cette dernière par le Sénat, en mai dernier, le général Pierre Schill, alors chef d’état-major de l’armée de Terre [CEMAT, qu’il n’est plus depuis le 24 juillet], a évoqué le sort du Patroller. Le compte rendu de son audition vient juste d’être publié… alors qu’il vient de faire officiellement ses adieux aux armes.

Ainsi, pour le général Schill, l’échec du Patroller est dû en partie à… l’armée de Terre. En effet, a-t-il expliqué, celle-ci a «d’abord exprimé un besoin trop ambitieux» et Safran «a cherché à y répondre alors que les conditions industrielles n’étaient pas réunies». Et cela alors que «le rôle de médiation de la DGA n’a pas permis de suffisamment rapprocher l’expression du besoin de ce qui était effectivement réalisable».

Plus précisément, a poursuivi l’ex-CEMAT, la «principale difficulté a concerné les capacités de navigabilité» car «nous avons voulu disposer d’un drone présentant des caractéristiques proches de celles d’un petit avion, certifié pour voler automatiquement, y compris au-dessus de zones habitées». Or, comme on l’a vu par la suite, les «exigences de certification étaient donc particulièrement complexes, notamment pour un industriel qui n’était pas à l’origine un avionneur», a-t-il ensuite développé.

La certification en vol étant devenue incertaine alors que des technologies «moins coûteuses, plus efficaces et plus rapidement disponibles» venaient d’émerger, la décision s’est imposée d’elle-même. «À un moment donné, il a fallu faire le choix d’y mettre fin dans sa forme initiale», a dit le général Schill, avant d’estimer que le Patroller avait encore des chances à l’exportation.

Désormais, l’intention de l’armée de Terre est de se doter de drones tactiques lui permettant de mener des missions ISR [renseignement, surveillance, reconnaissance] dans une zone comprise entre 0 et 200 km de la zone de contact avec l’ennemi. D’où le programme ADAPT, qui a fait l’objet d’un appel d’offres émis par la DGA en avril dernier.

«Nous ne voulons pas reproduire l’erreur consistant à figer pour quinze ans le choix d’un système unique dans un domaine technologique qui évolue très rapidement. Aujourd’hui, nous disposons de tel système, parce qu’il est disponible à cet instant. Demain, nous passerons peut-être à tel autre, puis à tel autre encore, au gré de nos besoins, en faisant la balance entre coûts d’acquisition et de maintien en condition et performances au regard de nos exigences techniques», a ensuite expliqué le général Schill.

«Dix ans se sont écoulés depuis le lancement du programme SDT.», a-t-il rappelé. «Aujourd’hui, d’autres moyens sont disponibles, pour un prix inférieur. Je suis donc certain que nous disposerons des quarante systèmes de drones tactiques prévus par la Loi de programmation militaire. Seront-ils tous du même type ? Non. Seront-ils évolutifs ? Oui», a-t-il conclu.
