Quebec to impose French-language quotas on streaming giants

New legislation takes aim at services like Spotify and Netflix

Quebec Culture Minister Mathieu Lacombe tabled a bill today that would force streaming giants to add French-language content and make it more easily accessible to users.

Bill 109 has been in the works for over a year. It marks the first time that Quebec would set a "visibility quota" for French-language content on major streaming platforms such as Netflix, Disney and Spotify.

Quebec Culture Minister Mathieu Lacombe tabled a bill today that would force streaming giants to add French-language content and make it more easily accessible to users.

Bill 109, titled An Act to affirm the cultural sovereignty of Quebec and to enact the Act respecting the discoverability of French-language cultural content in the digital environment, has been in the works for over a year.

It marks the first time that Quebec would set a "visibility quota" for French-language content on major streaming platforms such as Netflix, Disney and Spotify.

The bill comes as the Canadian Radio-television and Telecommunications Commission (CRTC) undertakes a two-week public hearing on a new definition of Canadian content that started last Wednesday.

The proceeding is part of its work to implement the Online Streaming Act — and it is bringing tensions between traditional players and large foreign streamers out in the open.

Lacombe said at a news conference on Wednesday that Quebec is following the example of European Union countries' policy on streaming services by not limiting French-language content quotas to Quebec productions.

"This is the bet we are making, that is to say, to ally ourselves with the French-speaking community because [protecting French] is a common fight after all."

In an interview with Radio-Canada, Lacombe explained that making French-language content readily available to Quebecers on digital platforms is part of the Coalition Avenir Québec government's vision for protecting French.

Only 8.5 per cent of music people listen to in Quebec is in French, which is "very little," according to Lacombe. He said he wants to reverse that trend for younger generations.

"Discoverability means being able to stumble across something, to discover it when you weren't actively looking for it," Lacombe said.

Making French web interfaces the default

Bill 109 would apply to every digital platform that offers a service for watching videos or listening to music and audiobooks online, including Canadian platforms such as Illico, Crave, and Tou.tv.

It would amend the Quebec Charter of Human Rights and Freedoms to enshrine "the right to discoverability of and access to original French-language cultural content."

Big streamers argue at CRTC hearing they shouldn't have Canadian content obligations

Montreal movie producers warn Trump's foreign film tariff could devastate industry

If the bill is adopted, streaming platforms and television manufacturers would be forced to present interfaces for screening online videos in French by default.

Those interfaces would need to provide access to platforms that offer original French-language cultural content based on the government's pending criteria.

Financial penalties would be imposed on companies that don't follow the rules.

If the business models of some companies prevent them from keeping to the letter of the proposed law, companies would be allowed to enter into an agreement with the Quebec government to set out "substitute measures" to fulfil Bill 109 obligations differently.

"We don't want to exempt them. We're telling them, 'let's negotiate substitute measures,'" Lacombe told reporters.

Impact on trade relations?

Lacombe noted that the bill complies with the terms of the Canada-U.S.-Mexico Agreement (CUSMA), but acknowledged that with the tense economic context, the Trump administration might view his initiative as a way to further disrupt trade relations.

If the U.S. administration challenges the bill once it's adopted, the Quebec government plans to invoke the exception that excludes cultural property from trade agreements, Lacombe said.

"We must not fear the United States' reaction and stop ourselves from taking action," he said, noting that the Biden administration was also opposed to the cultural exception. "If we do that, we would directly contradict the principle of cultural exception [in trade agreements]. What's the point if we don't use it?"

Lacombe said he thinks the bill will show that Quebec can stand up to major digital players.

"Initially, I think many saw me as a young, naive minister who thought he could control the giants. Since then, we have demonstrated that we have the capacity to act, and we are acting," he said.

Earlier Wednesday morning, Parti Québécois MNA Joël Arseneau told reporters that the government also needs to intervene to help local productions "find their public." He said Quebec producers risk hindering the quality of their content because of the need to cut costs.

"The government has to protect not only the public and the spectators but the industry, the producers, the jobs that are generated by a very high-quality industry that is fighting against giants, and they're not having the same arms to compete," Arseneau said.

Urgent solutions for South Africa's court interpreter shortage

Urgent solutions for South Africa's court interpreter shortage

The Department of Justice and Constitutional Development (DoJCD) has acknowledged the shortage of court interpreters and is working on strategic initiatives to tackle the problem.

This comes after the South Africa Registered Court Translators & Interpreters (SARCTI) highlighted the significant shortage of interpreters — both in sign language and spoken languages — and sworn translators within the South African judiciary. They said the matter necessitates an urgent strategic overhaul.

The issue was first brought to the public’s attention back in 2022 when the Public Service Commission (PSC) commissioner Anele Gxoyiya lamented the general lack of sign language interpreters working in the government, but did not give a complete account of the issue.

The lack of court interpreters has also made headlines when cases were repeatedly delayed due to not having interpreters.

The PSC was contacted to provide an update on this, but redirected inquiries to the DoJCD.

Even Parliament has felt the need for more interpreting services as the issue was raised last year when MPs wanted interpretation services not only on request at the meetings of the portfolio committees.

WhatsApp begins testing in-app message translation in latest beta

WhatsApp begins testing in-app message translation in latest beta

Meta-owned popular messaging platform, WhatsApp, is now reportedly testing a new ‘message translation’ feature in its Android beta version 2.25.12.25. As the name suggests, this feature enables users to translate chat messages and channel updates directly within the app, according to a report by WABetaInfo.

It clearly aims to enhance cross-language communication while maintaining user privacy. Speaking of the working process, translations are processed locally on the user’s device, ensuring that message data is not sent to external servers.

To use this feature, users must download specific language packs – supported languages currently include Spanish, Arabic, Portuguese (Brazil), Hindi, and Russian. Even an optional language pack is also available for automatic detection of the message language, which is particularly useful in multilingual group chats.

Interestingly, users can activate the translation feature on a per-chat basis through the chat settings, allowing for automatic translation of incoming messages. Alternatively, individual messages can be translated manually by selecting the ‘Translate’ option.

By placing an emphasis on intersectionality, the 6th edition of this Colloquium in Barcelona proposes to overcome traditional approaches to gender as a monolithic entity, to embrace more nuanced understandings of gender as a multidimensional category that necessarily intersects with other layers of oppression and discrimination such as race, ethnicity, sexuality, (dis)ability, age, class or religion, to name a few.

Interior Ministry - Czech Republic wants to use AI translations in asylum proceedings

The Interior Ministry - Czech Republic is preparing an amendment to the foreigners’ law that would allow the authorities to use AI instead of human interpreters in asylum proceedings.

Interpreters have protested against the idea, warning of the uncertain quality of such tools, but refugee aid organizations welcome the change, saying that it promises greater objectivity in the procedure.

Participants in the asylum procedure will have the right to refuse a machine translation, but in that case they will have to arrange for a court interpreter and cover the costs of the service.

'The Interpreter' explores the reality of children acting as 'language brokers' for their parents

Bridging language gaps between families is a reality for a lot of children of immigrants in America. According to the U.S. Census Bureau, an estimated 11 million children in the U.S. act as interpreters and translators for their parents.

Olivia Abtahi tackles this often-overlooked topic of kid translators in her picture book debut, "The Interpreter," out on Jan. 21.

Illustrated by Monica Arnaldo, the book follows Cecilia, a young girl who serves as the interpreter for her Spanish-speaking parents.

She helps them communicate at the hairdresser, the accountant's office and the grocery store, all while trying to be a regular, soccer-playing kid. Inevitably, Cecilia realizes she's struggling to juggle both her translation duties on top of her normal kid duties.

German Translator Caught on Hot Mic Complaining About Trump Inauguration Speech: How Much Longer 'With This S–t?'

A hot mic caught a German interpreter's moment of impatience during live coverage of Donald Trump's inauguration on Monday.

As the president delivered his speech, an interpreter for German TV channel Phoenix—seemingly unaware his microphone was still on—was heard asking his colleagues, "Tell me, how long do you want to stay with this s–t?"

The faux pas occurred after Trump's 30-minute inaugural address in the Capitol Rotunda, during a less formal speech to an overflow crowd in Emancipation Hall. Trump spoke for slightly longer than he had in his initial address, to what he described as a "younger, far more beautiful audience."

Phoenix, known for its coverage of political events, has not yet released an official statement regarding the incident.

Meta's 'Babel Fish': Mark Zuckerberg announces a universal voice translator

Meta, the parent company of Facebook, Instagram, and WhatsApp, led by Mark Zuckerberg, has developed an artificial intelligence model called SEAMLESSM4T, which incorporates several innovations and surpasses existing models.

This system is capable of performing translations in multiple languages, both from and to text and from and to audio, as well as all their combinations.

The SEAMLESSM4T model, developed by Meta's AI division, FAIR, is an evolution of its previous model presented in August 2023 and aims to achieve a "Babel Fish" by helping to translate speech between any two languages, reported El Faro de Vigo.

This advancement brings the concept of instantaneous universal translation closer to reality.
