Commerce extérieur du Maroc : les taux de couverture des importations proche de 60% sur 9 mois

Sur les trois premiers trimestre de l'années, le lourd déficit commercial du Maroc continue de marquer le pas sous l'effet de la baisse du prix du pétrole et les moindres achats de céréales. Après avoir cédé depuis 2014 la première place des exportations marocaines au secteur de l'automobile, les phosphates sont en passe de récupérer cette position grâce à une croissance plus rapide en valeur.
Au Maroc, le taux de couverture des importations par les exportations s'est établi à près de 59% sur les neuf premiers mois de l'année.
C'est ce que révèlent les derniers indicateurs préliminaires des échanges extérieurs de l'Office des changes (voir document ci-dessous) publiés le 19 octobre.
Ainsi sur cette période, "le déficit commercial recule à 113,3 milliards de dirhams au lieu de 145,9 milliards de dirhams un an auparavant et le taux de couverture gagne 7,8 points : 58,6% contre 50,8%" note l'Office des changes (voir données complète à la fin de cet article).
Cette situation résulte de la forte baisse des importations en valeur de produits pétroliers liée à la baisse du prix mondial du baril. Autre facteur explicatif, les moindres achats de céréales liés aux bonnes récoltes de l'an passé.
Au global sur ces neuf mois, les importations chutent de 7,8% à 273,3 milliards de dirhams, soit un peu plus de 25 milliards d'euros (1000 dirhams = 92 euros). Toujours dynamiques, les exportations de leur côté progressent de 6,2% à 160 milliards de dirhams (environ 14,7 milliards d'euros).
A noter coté exportations, qu'avec un bond de 18,9% à 34,4 milliards de dirhams, les  phosphates sont près de repasser devant le secteur automobile comme premier secteur exportateur. L'automobile enregistre néanmoins lui un solide taux de croissance de ses exportations de 15,9% à 34,6 milliards de dirhams.
Pilier de l'économie marocaine, les phosphates ont depuis l'an dernier cédé leur traditionnelle première place des exportations à l'automobile sous le double effet d'une chute des cours mondiaux de cette ressource minérale et de la montée en puissance des ventes extérieures de véhicules consécutive à la croissance de l'usine Renault Tanger ouverte en 2012.
Sur ce bilan on relèvera aussi le léger recul (-2,5%) des importations de "produits finis de consommation à 51,6 milliards de dirhams, la bonne tenue (+10%) des produits agricoles (essentiellement des fruits et légumes vers l'Europe) à 31.3 milliards dirhams ou encore la petite baisse de régimes des ventes extérieures de textile et cuit (25,1 milliards de dirhams, soit -2,1%).
En résumé, le commerce extérieur marocain demeure dans le rouge mais un peu moins vif. Pour rappel, Bank al-Maghrib (BAM) a ainsi récemment indiqué qu'à fin septembre, les réserves de change nettes du Maroc s'élevaient à 214 milliards de dirhams (22,1 milliards de dollars), soit une augmentation de 68 milliards de dirhams en deux ans et la meilleure performance depuis 2007-2008. Ces réserves couvriront, selon BAM, 6,5 mois d’importations de biens et services d'ici la fin d’année contre 4 mois voilà deux ans.
Outre le commerce extérieur, la dernière note de l'Office des changes retrace enfin comme à l'accoutumée, les flux des Investissements directs étrangers (IDE) et ceux des Marocains résidents à l'étranger (MRE)
Sur la période, les entrées d'IDE bondissent de 19% à 26.3 milliards de dirhams, soit un flux net compte tenu des IDE sortant de 16,4% à 20,9 milliards de dirhams. Ce qui signale l'appétence des investisseurs internationaux pour la destination Maroc.
Les apports des Marocains résidents à l'étranger (MRE), quant à eux, progressent de 4,5% à 47,5 milliards de dirhams contre 45,4 milliards de dirhams.
