The Australian Curriculum was based on a lot of research, mapping and benchmarking within Australia and internationally, and for each subject involved lots of people and ideas and took over two years. It was also developed in line with some principles and design considerations agreed to by those who run education systems in each state and territory. If the process started all over again now, could it have been done differently? Sure it could. The circumstances are different, the political context has changed (not just in the last year but over the last five years) and you learn from experience.

Having been involved in the development work for the Australian Curriculum, I know that all who were engaged in such an important endeavour impacting on the future of Australia’s young people (the many teachers, academics and others who advised, wrote and provided feedback), were well intentioned, took their role seriously and the results have been based on the best evidence available.

But in light of recent comments, were all views about the curriculum attended to? ACARA was most conscious about the fidelity of the consultation process ie enabling as many individuals and organisations as possible to critique and comment on the drafts and then being transparent about the basis for review and revision towards a final curriculum. The challenging part of any major consultation is to distil and bring together the common and disparate views with the additional challenge being the context of federal and state governance arrangements around education and responsibility for schooling. So in developing a final curriculum, there was always moderation and compromise as individuals and groups including the relevant education authorities provided feedback.

I agree with the point that teaching and learning is not just about one or the other ie subject content vs '21st century skills' - it is a false dichotomy. I believe that if we value those skills and wish all our citizens to acquire and use them to a high level of proficiency, then we must include them inside and explicitly in our curriculum so they sit together with the knowledge and understanding that is also valued. By doing so in a curriculum that is not crowded with the latter, you provide good signposts to not only the "what" but also the "how" of teaching and assessment; and this informs both the "what" and the "how" of learning.
