Aubrey Spear, general manager for the river authority, said the authority reached out to Conroe last year about providing an additional 1.5 million gallons of water a day. However, he said the authority was "hesitant" to release the water until an agreement is reached on the payment of back-owed fees the city has collected from customers but not paid to the river authority.

The plant suffered major damage during record flooding in June 2023 and has cost the city more than $4 million since then. It was built in 1963 to treat 4.5 million gallons a day. The plant can currently treat 12 million gallons per day. The facility is operating at 75% capacity.
