The EU’s climate and energy stock took a tumble this month, after failing to impress at COP23, publishing a ‘wishlist’ of gas projects and supporting what many consider to be disappointing renewable energy targets. We can only hope that this is a side-effect of kicking our fossil fuels habit and not the EU’s true colours.

The German Renewable Energies Agency (AEE) has published the Atlas of the Energiewende in English. Dealing with core themes for the expansion of renewable energy, the online version of the book addresses an international audience. The publication covers key aspects for a successful energy transition and ranges from reshaping the electricity sector to achieving a breakthrough for renewables in the heating and transport sectors. “We reach out to the participants of COP23 in offering them this digital book as a virtual business card of the energy transition which shows the possible scope of expanding renewables in Germany”, says AEE Managing Director Philipp Vohrer.

"Today the EU institutions reached an agreement on the redesign of one of the bloc’s key climate policies, the Emissions Trading Scheme (ETS). The agreement coincides with the UN Climate Summit COP23 in Bonn, where countries should make good progress towards increasing their 2030 climate pledges, in line with the conclusions of the latest Emissions Gap Report published by the United Nations Environment. Instead of looking at ways to scale up climate action, the EU puts forward a reform that will keep its carbon market ineffective for another decade and falls dramatically short of what is needed to align it with the Paris Agreement. The EU also allows its flagship climate tool to keep funding coal – the dirtiest fossil fuel.

Currently, the European parliament and the Council negotiate the so-called “winter package” which will change existing legislation in the field of energy efficiency, renewable energy support schemes, the electricity market design and the energy performance of buildings. Unfortunately, the political negotiations on the “winter package” show that it will be difficult to achieve binding targets for the deployment of renewable energy, for ambitious energy efficiency measures, for a phase-out of fossil fuels and nuclear power.

Today, the European Commission presented its third “Projects of Common Interest” (PCI) list composed of energy infrastructure projects. It contains around 90 gas infrastructure projects. This is even more than the list of 2015 and directly contradicts Climate and Energy Commissioner Miguel Arias Cañete’s claim that the new PCI list was moving away from gas.
