Le point de départ du projet Audacities, coordonné par l’Iddri, est que le numérique a bien investi les villes, mais pas de la manière dont le scénario smart city le raconte, c’est-à-dire dans une vision pilotée, centralisée et maitrisée. La « vraie » ville numérique se déploie sans plan directeur et largement par détournement ou « uberisation » (Google, Amazon, Waze, Uber, AirB&B, Twitter, CityMapper, etc.). Ces déstabilisations posent des questions de gouvernance et d’innovation, que l’Iddri interroge à travers cinq cas d’étude.

The purpose of this report by the Joint Research Centre (JRC) is to provide a systematic overview of the existing thermal cost allocation rules in Member States (MS), characterising them in term of key features, such as the permitted/recommended ranges of share of variable cost allocated according to readings from individual metering devices, use of correction factors and minimum and maximum thresholds etc. The outcome of this report might be used to guide Member States in designing/revising their thermal energy cost allocation rules.

The Joint Research Centre (JRC), the scientific arm of the EU Commission which provides technical, methodological and scientific support to the Covenant community, has recently published its 8-year assessment report of the initiative.The report was part of the 3rd State of the EU Energy Union released on the 24th of November by the EU Commission. The JRC report "Covenant of Mayors in figures: 8-year assessment", provides an analysis of key data of the initiative, in particular relating to CO2 emissions and estimated reductions, final energy consumptions and estimated savings and the state of play and potential of local energy production among Covenant signatories. This new report also outlines the main policies employed by Covenant cities in their SEAPs/SECAPs and monitoring reports, and provides also good practices from the Covenant community.

According to the report, good governance and policy making require monitoring and periodic evaluations of the impact of building policies and strategies. In 2016, most EU legislation on buildings, including the Energy Performance of Buildings Directive (EPBD), the Energy Efficiency Directive (EED) and the Renewable Energy Sources Directive (RED), are undergoing a review process. With this in mind, the European Commission decided to establish the European Union (EU) Building Stock Observatory to monitor buildings’ energy performance improvement and its impact on the actual energy consumption of the sector in the EU Member States.
