The UK government has published its Heat and Buildings Strategy, a plan to replace fossil-fuelled heating like gas boilers with low-carbon technologies such as heat pumps.

First the good news. This is a comprehensive and groundbreaking strategy that flags a range of complex issues involved in solving a problem like decarbonising heat. These include insulating buildings to reduce energy demand, renewable heating systems that are cheaper to run as well as to install, the benefits of boosting local manufacturing, and how the sector will provide thousands of jobs over the next 25 years.

Au cours de la décennie passée, la France a enregistré quatre fois plus de jours de canicule que dans les années 1980 – un chiffre qui pourrait encore doubler d’ici 20501. Ces épisodes de forte chaleur, qui frappent de plus en plus souvent des villes autrefois caractérisées par un climat tempéré, contribuent depuis plusieurs années à attirer l’attention sur le phénomène des « îlots de chaleur ». Car, du couvert végétal limité à la minéralité du bâti, de la faible circulation du vent à la chaleur produite par les activités humaines, de nombreux facteurs se conjuguent pour faire monter les températures en ville.

« Beaucoup de jeunes de Pornichet sont obligés de quitter leur ville pour trouver à se loger parfois à 30 ou 40 kilomètres plus loin », se désole le maire Jean-Claude Pelleteur. La ville fait face à la hausse constante des prix du foncier et à sa raréfaction depuis la crise sanitaire du Covid. En moyenne, le prix au mètre carré d’un appartement se situe à 6 000 euros et celui des terrains entre 700 et 1 000 euros. « Impossible dans ces conditions, même pour les ménages avec de bonnes situations professionnelles, d’accéder à la propriété sans une aide extérieure », constate encore le maire. C’est pourquoi la commune de 12 500 habitants a fait le choix de se lancer dans le bail réel et solidaire.

It’s kitsch, sure, but the message behind it isn’t. A model village in Hampshire has become a renewables paradise in a bid to put support for solar squarely on the UK government’s agenda
Some might describe Alan Budgen as an expert in renewable energy: during the past few months alone, he built dozens of solar panels and heat pumps, to be installed on houses across Portsmouth.
But Budgen’s heat pumps aren’t made of metal and they’re significantly smaller than average. “I knew that trying to make a detailed heat pump, and to make a lot of them, would be really difficult,” he explains.

On Cloughjordan Community Farm it takes a village to grow 50 sorts of vegetables. The member-owned farm produces high quality, nutritionally dense veggies using agroecological methods. Cette stratégie constitue une feuille de route définissant des actions concrètes pour préparer la ville à faire face à des chocs, qu’ils prennent la forme de crise aigües (par exemple un attentat), de stress chronique (comme la pollution de l’air) ou de changements irréversibles (tel le changement climatique).

The evidence is clear: the climate crisis is not gender neutral. Climate change is a threat multiplier. As instability intensifies, women are increasingly subject to conflict and its externalities, including gender-based violence and persecution. And because women are disproportionately represented in informal and agricultural sectors, they are among the most vulnerable to resource fluctuations and extreme weather events. Longstanding and deeply rooted economic, social and cultural inequities mean that women are underrepresented in government bodies, financial institutions and key sectors, and consequently have less of a voice in shaping the policies that could mitigate these challenges.
