Low-traffic neighbourhoods cut road injuries and deaths by more than a third within their boundaries with no apparent negative safety effect on nearby roads, a study has shown. Based on comparisons of more than a decade of road casualty statistics between 113 London LTNs and other roads that did not have them, the report’s authors found that LTNs were associated with a 35% reduction in all injuries, rising to 37% for deaths and serious injuries.

Pierre Hurmic a symboliquement lancé, le 1er juillet, les travaux de solarisation de la base sous-marine et dressé le bilan de l’Alliance de Bordeaux pour l’énergie solaire un an après sa création. Cette étude révèle un fort attachement des Français aux enjeux écologiques, quel que soit leur lieu de vie. Des majorités claires se dégagent en faveur de politiques environnementales ambitieuses. Toutefois, ce consensus de principe se heurte à de fortes disparités territoriales dès lors qu’il s’agit de leur mise en oeuvre concrète. Dans les zones rurales et les petites villes, les politiques écologiques sont souvent perçues comme injustes, inadaptées ou trop coûteuses individuellement. À l’inverse, les grandes métropoles, mieux équipées et accompagnées, affichent une adhésion plus marquée, y compris lorsqu’un effort personnel est requis.

Pour les auteurs, nous ne sommes en effet pas dans une phase d’essoufflement mais à la fin d’une phase de sensibilisation et de mobilisation, qui fut en effet principalement menée par des experts et des militants, et dont les prémisses remontent au rapport Meadows de 1972 sur les limites de la croissance. L’étude s’intéresse d’abord aux limites des stratégies actuelles qualifiées « d’influence minoritaire » (et basées sur la théorie des minorités actives de Serge Moscovici), où les minorités en question se structurent autour d’un combat, d’une posture spécifique, inventant un nouveau langage et mettant en place des pratiques pionnières pour influencer la majorité. Elles portent une position contestataire singulière, cohérente et persistante, sans se laisser altérer par le discours dominant, afin de faire changer les normes sociales. Pour les auteurs, ces approches ont été cruciales pour mettre l’écologie à l’agenda politique et renforcer sa place dans l’opinion, de sorte que l’intérêt pour les questions environnementales et climatiques y est désormais visible et élevé, mais on assiste à une stagnation après des années de croissance.

With bicycles accounting for less than 0.5% of daily trips, and minimal infrastructure limited to the urban periphery, cycling was largely absent from daily life and policymaking. In the UK, we are unprepared at every level for the extreme weather caused by climate breakdown. Whether it’s unbearably hot buildings in the summer, our damp and cold homes (some of the leakiest in Europe) filled with mould in the winter, our unprotected towns built on flood plains, or our unfit-for-purpose train tracks that get shut down at the slightest weather warning, the climate crisis is already wreaking havoc on public and private infrastructure – and it’s only getting worse.
