Bill & Melinda Gates Foundation funds dairy farmers in East Africa

AFRICA NEWS -- Heifer International has received an $8.5-million grant from the Bill & Melinda Gates Foundation for project work on the East Africa Dairy Development (EADD) project. The grant will support existing projects in Rwanda, Kenya and Uganda and explore possibilities for expansion in Ethiopia and Tanzania

The Dutch Ministry of Foreign Affairs has published "Improving Food Security: A Systematic Review of the Impact of Interventions in Agricultural Production, Value Chains, Market Regulation." http://www.oecd.org/dataoecd/3/46/49558328.pdf

 

The review assessed four pathways to food security: increasing production; development of value chains; market reform and land security. Interventions based on access to credit; development of non-farm sector; social safety nets; stabilized prices, hygiene and sanitation were thus not part of the review.

 

Overall conclusions included: (1) Interventions improving land tenure security scored mostly positive, especially when combined with other interventions; (2) Interventions increasing agricultural production scored generally positive, except for sustainability; (3) Value chain development scored well on increasing trade, but the most vulnerable people did not benefit; (4) Market regulation reform interventions score lowest, due to the combination with reduced support to the agricultural sector in several African countries; (5) Success was most likely where different interventions were combined in a favourable national climate.

While cash is now an accepted tool, and is increasingly being used in humanitarian response, most programmes are small and gaps in analysis and practice remain.

"No one can say they did not see last year’s food crisis in East Africa coming; there was almost a year of increasingly strong warnings, but it was not until Somalia was formally declared to be in a state of famine that substantial funding finally started coming in."

 

Researchers at London’s Chatam House embarked on a project to try to understand why delay is the typical outcome of the decision-making process, and why politicians, nationally and internationally, might be unwilling to acknowledge a crisis and respond early on. Some pointers have already emerged..."a lot comes back to politics".

Review of emergency cash coordination mechanisms in the Horn of Africa: Kenya and Somalia | Food & Nutrition Security in East Africa | Scoop.it

This study, commissioned by the CaLP, reviews the six coordination mechanisms currently in place in Kenya and Somalia and offers recommendations.

 

Factors contributing to the success of cash coordination include:
- Strong leadership of technical working groups created trust between members, enabling sharing of good practice.
- Significant resources committed to coordination.
- Independence of the Cash Based Response Working Group (CBRWG) enabled it to conduct strong advocacy for CTP in south central Somalia.
- Quality of the CaLP facilitation and commitment of coordinator.
- During the emergency, huge needs for many organisations to share information acted as a catalyst to launch the cash coordination groups.

Partnerships between the public and private sectors and NGOs working in the developing world are a key element to the recent success of international food security and nutrition initiatives.

"The ‘R4’ program in Ethiopia, launched as a partnership between Oxfam and the WFP, gives farmers the option of paying for their insurance premiums through labor on projects designed to build community resilience. Projects often include things like soil and water conservation and tree planting."

This year, the DATA Report monitors EU commitments to reach a target of 0.7% of gross national income to be provided as official development assistance (ODA/GNI) by 2015 and to provide half of its ODA increases to Africa. It examines progress by the EU towards reaching intermediate targets in 2010, and forecasts the increases required to meet individual country and collective EU targets by 2015.

 

Some of the findings:

 

46.5 million more children enrolled in primary school

 

Agricultural production in 17 sub-Saharan countries

increased by more than 50%

 

More than 5 million HIV-positive people gained access

to antiretroviral treatment

 

Twelve sub-Saharan African countries saw child mortality

rates decrease by over 4.3% a year (the rate of decline

that is needed to meet the Millennium Development Goal)

and three countries – Senegal, Rwanda and Kenya –

have seen falls of more than 8% a year.
