This guide explains what may count as hate speech, the harms it may cause, the way it works, and how media gatekeepers and other actors can address it. Many debates around hate speech are about law and regulation. Understanding the law, especially international law, can help journalists when reporting incidents where speakers are accused of hate speech. It can also help them analyse whether existing laws, as written and as applied, comply with international human rights approaches for striking the right balance between freedom of expression and the right to dignity, equality and non-discrimination

Weaponized loneliness: Understanding a hybrid threat to young people globally

Resolver, an online risk consultancy, has published a report looking at online harms and the online network known as “the Com”. Based on global intelligence analysis, the report explores: how decentralised online harm ecosystems form and evolve; how behaviours and subcultures intersect across platforms and digital environments; patterns of online grooming, coercion and escalation; and factors that increase exposure and vulnerability for children and young people. Evidence indicates that the Com is largely composed of young people aged 11- to 25-years-old and harms range from child sexual exploitation and abuse to suicide encouragement, self-harm and severe harassment. The report finds that many of the young people engaging with the Com have experienced adverse childhood experiences. The report also sets case studies and outlines the tactics, techniques and procedures employed by the Com. Recommendations include calls for trauma-informed support and effective signposting to prevent children from being harmed

UNESCO has published the second edition of Story-Based Inquiry: A Manual for Investigative Journalists, offering a comprehensive update of its 2009 global reference handbook. The new edition reflects how investigative journalism has evolved in the digital age, particularly in response to the rise of collaborative investigative journalism highlighted in UNESCO’s 2025 World Trends Report. Responding to the realities of today’s investigative work, the updated manual has been expanded to nine chapters.
