Devant l’enjeu croissant que revêtent l’agriculture urbaine et les politiques alimentaires, les initiatives des collectivités se multiplient. En tant qu’association d’élus des grandes villes, métropoles et grandes intercommunalités, France urbaine a conduit, tout au long de l’année 2017, une réflexion sur le thème de l’agriculture et de l’alimentation. Réalisée en partenariat avec le ministère de l’Europe et des Affaires étrangères, Vivapolis et la Caisse des dépôts, cette réflexion a abouti à la réalisation d’une publication intitulée : « Villes, agriculture et alimentation : expériences françaises ». Trente collectivités, parmi lesquelles l’ensemble des vingt-deux métropoles, ont pris part à ce travail de recensement des stratégies alimentaires territoriales et des projets les plus innovants dans le domaine de l’agriculture urbaine et péri-urbaine. L'investissement d'un montant de 17 millions d’euros est alimenté essentiellement en bois local (12 000 tonnes par an, surtout des déchets de l’industrie forestière et des taillis agricoles). « Les chaudières bois représenteront 85 à 87 % de notre production, explique Jean-Marc Verchère, adjoint au maire et président d’Alter services, le gestionnaire de la nouvelle structure. En complément, nous avons prévu deux chaudières à gaz, pour faire face aux périodes de pics de consommation ».

En lien avec la révision des deux outils majeurs de pilotage de la transition énergétique française que sont la Programmation pluriannuelle de l’énergie (PPE) et la Stratégie nationale bas carbone (SNBC), les scénarios publiés en octobre 2017 par RTE dessinent un paysage de possibles à l’horizon 2035 riche de très importants enseignements. L’effervescence médiatique autour de cette publication n’a malheureusement mis en évidence qu’une supposée impossibilité de respecter l’objectif 50 % de nucléaire en 2025 tout en contenant les émissions de CO2. Pourtant d’autres voies existent. Dans cette note de deux pages, l’Association négaWatt propose une analyse des scénarios publiés par RTE dans son bilan prévisionnel 2017.
