District Heating is an efficient way to heat homes, particularly in a country like Latvia where 58% of its primary energy consumption is used for heating. But Selīna Vancāne at Riga City Council is very concerned that the draft EU Recovery plans do not include any support under the climate goals for district heating projects. Perhaps it’s because of a blind spot: most of Europe is prioritising individual heating units powered by electricity. Meanwhile, Latvia is tacking the issue of fuel sources for district heating. There’s gas (not clean, must be imported from Russia), woodchips (plenty of local supply, but has sustainability limits), and much better solutions like solar. Vancāne offers the case study of Salaspils Siltums, built in 6 months, which provides solar district heating to 85% of a town of 18,000 people. She urges the EU to fund both district heating and the new clean solutions it can use. The results can be cost effective, sustainable, efficient and curb emissions.

The Cool Heating Coalition has started to bring the message on a sectoral approach for heating and cooling decarbonisation to the European Commission as it prepares for the 2024-2029 legislative cycle. In July, we sent a letter to President von der Leyen emphasising that decarbonised and renewable heating and cooling must be made a key objective when setting our 2040 climate target, one of the first major decisions that the new Commission will have to take. The political will is growing: 15 Member States asked the same of the Commission earlier this year.

Humanity’s transition from relying overwhelmingly on fossil fuels to instead using alternative low-carbon energy sources is sometimes said to be unstoppable and exponential. A boosterish attitude on the part of many renewable energy advocates is understandable: overcoming people’s climate despair and sowing confidence could help muster the needed groundswell of motivation to end our collective fossil fuel dependency. But occasionally a reality check is in order.

The URBACT BioCanteens Transfer Network #2 project highlights existing and complementary actions related to the theme, such as the local producers' market (Marché Court-Circuit), the CREaFARM food production relocation programme, the ongoing creation of a logistics hub in Droixhe to centralise the distribution and transformation of local products, and the implementation of sustainable canteens in kindergardens and primary public schools in collaboration with ISOSL, the inter-municipal company that produces school meals.
