Les zones humides ont un rôle fondamental à jouer dans le cycle du carbone et, partant, dans l’atténuation des changements climatiques mais elles aident aussi les populations à s’adapter à ces changements."

42nd issue of Forest Cover, the newsletter of the Global Forest Coalition

"We present the 42nd version of the Global Forest Coalition’s newsletter in intergovernmental forest-related policy processes: Forest Cover no.42. In the editorial you can read about REDD+ developments and other fairy tales in Doha during COP18, followed by an analysis of the COP18 main happenings written by our Latin American Indigenous Focal Point; you will also find an article on the dangerous Bieconomy’s synthetic biology proposal which depicts some of its potential social and environmental impacts which were not fully addressed during the last Conference of the Parties to the Convention on Biological Diversity (COP11) in Hyderabad, India. Also a representative from a local Indian grassroots NGO makes an analysis of what COP11 meant for the host country. Finally, an article depicting the importance of recognizing Indigenous Peoples and Local Community Conserved Areas and Territories (ICCAs) and its important outcomes during COP11. Enjoy your reading!"

Romania names seven new site / ramsar convention 2013

"The necessary paperwork has been completed for seven new Wetlands of International Importance in Romania, designated by the Ministry of Environment and Forests with several different designation dates. All of them are closely related to the Danube River meadows and the river's older arms, and all of them have very high biodiversity values. Ramsar's Laura Máiz-Tomé has prepared brief summaries of the new sites for the Annotated Ramsar List, and those can be found below."

UNEP Riso reports on the economics of REDD+ | Forest Carbon Asia

"The UN Environment Programme Riso Centre (UNEP Riso), in collaboration with the UN-REDD Programme published a report on the economics of forest and forest carbon projects.

The report is based on REDD+ case studies from Brazil, Cameroon, the Democratic Republic of Congo, Georgia, Indonesia, Madagascar, Mexico and Senegal. Based on the case studies, the report concludes that public-private partnerships that reduce investment risk are most successful at attracting the private sector, and that carbon credits act as only a secondary source of income."

Reference Levels: Concepts, Functions, and Application in REDD+ and Forest Carbon Standards — Focali

This paper is the second in an evolving series surveying forest carbon standards for their insight relevant to results-based payments for REDD+. The objective of this paper is to assess how different results-based initiatives deal with common Reference Level (RL) design problems in order to inform REDD+ negotiations and policy makers. It is also intended to serve as a reference for a consolidated overview of options for constructing RLs, and enhance understanding of how their different forms and function will impact the overall design of REDD+ mechanisms.

World Bank spending on forests fails to curb poverty, auditors claim | Forest Carbon Asia

"The World Bank’s $4.1bn (£2.6bn) investments in forestry over the past 10 years have done little to reduce poverty, improve conservation, tackle climate change or benefit local communities in developing countries, a study by its own inspectors has found.

The 202-page report – a copy of which has been seen by the Guardian – was compiled by the Independent Evaluation Group (IEG), which consists of senior bank staff and outside consultants. The document says the bank’s financial support helped to protect 24m hectares (59m acres) of forest around the world and to classify 45m ha of forest as being on indigenous people’s land. But it says the bank mostly failed to address critical social and environmental issues."

Why smallholders plant native timber trees away from the forest margin | Forest Carbon Portal

"As long as natural forests can be accessed as local sources of timber, there is little incentive for farmers to grow timber on their own land. Early successes with national programs for farmer tree planting in the Philippines were achieved with fast growing trees – that brought disappointingly low levels of income once harvested, as the quality of wood was low. Meanwhile, some farmers took the initiative to grow high-value, slower-growing native timbers on their farms, planting trees between their maize. What are the prospects for this? Which types of farmers are doing it? Is it profitable? What policy measures could support or enhance such agroforestation of the landscape? A recent study looked at several of these questions at the island of Leyte in the Philippines. The results have implications for other forest margin locations."
