The European Union is considering new legally binding requirements for developers of artificial intelligence in an effort to ensure modern technology is developed and used in an ethical way.
The EU’s executive arm is set to propose the new rules apply to “high-risk sectors,” such as healthcare and transport, and suggest the bloc updates safety and liability laws, according to a draft of a so-called “white paper” on artificial intelligence obtained by Bloomberg. The European Commission is due to unveil the paper in mid-February and the final version is likely to change.
The paper is part of the EU’s broader effort to catch up to the U.S. and China on advancements in AI, but in a way that promotes European values such as user privacy. While some critics have long argued that stringent data protection laws like the EU’s could hinder innovation around AI, EU officials say harmonizing rules across the region will boost development. Wer KI einsetze oder entwickele „sollte die Rechtsgrundsätze, Menschenrechte und demokratische Werte respektieren“, heißt es in einer am Samstag verabschiedeten gemeinsamen Erklärung während eines Ministertreffens der G-20-Staaten in der japanischen Forschungsstadt Tsukuba. Um Vertrauen in KI-Technologien zu fördern und das volle Potenzial der Technologien auszuschöpfen, fühle sich die Staatengemeinschaft zu einem Umgang mit KI verpflichtet, bei dem der Mensch im Mittelpunkt stehe.
KI-Systeme „sollten robust, gesichert und sicher“ während der gesamten Nutzungsdauer sein und dürften „keine unzumutbaren Sicherheitsrisiken“ darstellen, so ein weiteres der vereinbarten Prinzipien. In the era of AI superpowers, Finland is no match for the US and China. So the Scandinavian country is taking a different tack. It has embarked on an ambitious challenge to teach the basics of AI to 1% of its population, or 55,000 people. Once it reaches that goal, it plans to go further, increasing the share of the population with AI know-how. The scheme is all part of a greater effort to establish Finland as a leader in applying and using the technology.
Citizens take an online course that is specifically designed for non–technology experts with no programming experience. The government is now rolling it out nationally. As of mid-December, more than 10,500 people, including at least 4,000 outside of Finland’s borders, had graduated from the course. More than 250 companies have also pledged to train part or all of their workforce. Despite all the teething problems, the results are impressive, disturbing, and impressively disturbing. The entire academic world, from elementary schools to top universities, is in turmoil, some out of dystopian panic, others out of utopian naiveté. Both positions are highly understandable.

The difference we have with ChatGPT is that it doesn’t so much present a threat to the university experience, but rather directly into the heart of the purpose of a university education – its ability to ‘teach you how to think’. There have been shadows of this in the past, for instance the hostility towards Wikipedia (Coomer 2013), the emergence of essay mills, not to mention simple, now common place tools such as spell checkers and calculators. I remember vividly a very angry professor in the early 2000s telling me that reading lists with hyperlinks would make students baby birds, with wide open mouths expecting to be spoon fed. We’ve pretty much moved through all those advancements in technology and realised their benefits, but this one, I would argue, is different. Not because it does not have its benefits, but because of the sheer volume and scale of what’s coming will be meaningfully different and ultimately challenge the foundations upon which we measure that ability to think – university assessment. On Thursday, Microsoft researchers announced a new text-to-speech AI model called VALL-E that can closely simulate a person's voice when given a three-second audio sample. Once it learns a specific voice, VALL-E can synthesize audio of that person saying anything—and do it in a way that attempts to preserve the speaker's emotional tone.
Its creators speculate that VALL-E could be used for high-quality text-to-speech applications, speech editing where a recording of a person could be edited and changed from a text transcript (making them say something they originally didn't), and audio content creation when combined with other generative AI models like GPT-3. Microsoft is buying AI speech tech firm Nuance for $19.7 billion, bolstering the Redmond, Washington-based tech giant’s prowess in voice recognition and giving it further leverage in the health care market, where Nuance sells many products. Microsoft will pay $56 per share for Nuance, a 23 percent premium over the company’s closing price last Friday.
Nuance is best known for its Dragon software, which uses deep learning to transcribe speech and improves its accuracy over time by adapting to a user’s voice. Nuance has licensed this tech for many services and applications, including, most famously, Apple’s digital assistant Siri. (Though to what degree Siri currently relies on Dragon to answer users’ queries is unclear.) Dragon is an industry leader in terms of transcription accuracy.
The $19.7 billion acquisition of Nuance is Microsoft’s second-largest behind its purchase of LinkedIn in 2016 for $26 billion. It comes at a time when speech tech is improving rapidly, thanks to the deep learning boom in AI, and there are simultaneously more opportunities for its use. Proponents of artificial intelligence (AI) hail the advances in the ability of machines to make independent decisions based on an analysis on the environment as the next step in machine intelligence – and claim that it will revolutionize complex problem solving across a wide spectrum of human endeavor. The simplest definition of AI is that of an ‘intelligent’ machine that exhibits all the attributes of a flexible, rational agent that perceives its environment and makes decisions – and in many instances takes actions that maximize the chances of success when engaged in a particular task. If one looks at a popular definition, Artificial Intelligence machines mimic human cognitive function. They can learn and solve problems.
One of the oldest and most well accepted tests on whether a machine exhibits true AI is the Turing Test. Machine AI can pass the 65-year-old Turing Test if the computer is mistaken for a human more than 30% of the time during a series of five-minute keyboard conversations. In 2014, a computer program called Eugene Goostman, which simulates a 13-year-old Ukrainian boy, is said to have passed the Turing test at an event organized by the University of Reading. Damit aber stellen sich auch ethische Fragen, etwa wie verhindert werden kann, dass die KI die Menschen oder einzelnen Gruppen benachteiligt – und wer für Folgen und Fehler von Entscheidung der „Maschinen“ die Verantwortung trägt. Die Internetkonzerne haben das inzwischen erkannt.
So hat das amerikanische Unternehmen Alphabet (Google) eben erst einen eigenen Ethikrat gegründet, auch wenn es ihn der nach nur einer Woche wegen andauernder Kritik an der Zusammensetzung des Gremiums Ende vergangener Woche schon wieder aufgelöst hat. Für die Europäische Kommission hätte das keine bessere Vorlage für ihre Vorschläge zu dem Thema sein können. An diesem Montag legt die Behörde in Brüssel Vorschläge dafür vor, um auf europäischer Ebene ethische Leitlinien für die Künstliche Intelligenz zu etablieren. „Die ethische Dimension der KI ist kein Luxusprodukt“, sagt der zuständige Vizepräsident der Kommission, Andrus Ansip. If luck is another word for being at the right place at the right time, you could say we got lucky. Graphcore, the hottest name in AI chips, has been on our radar for a while now, and a discussion with Graphcore's founders was planned well before news about it broke out this week.
Graphcore, as you may have heard by now, just secured another $200 million of funding from BMW, Microsoft, and leading financial investors to deliver the world's most advanced AI chip at scale. Names include the likes of Atomico, Merian Chrysalis, Investment Company Limited, Sofina, and Sequoia. As Graphcore CEO and Founder Nigel Toon shared, Graphcore had to turn down investors for this round, including, originally, the iconic Sequoia fund.
