The failure of logic in proposing this convoluted solution is amazing -- we've suggested exploring the implications of two clear alternatives to help the BSA formulate a plan that addresses the horizon of both positive and negative consequences.  But logic being ignored this is going to lead to predictable consequences that cannot be justified by labeling them "unintended."
