Numerous digital health interventions have been piloted in response to the health care challenges low- and middle-income countries face. Because the opportunity cost of investing in digital health interventions can be large, countries must make choices about which interventions to scale up. To make good investment decisions about digital health interventions, there is a need to define and establish their value, and to use economic evaluation to make informed decisions, however DHIs present methodological challenges for economic evaluation. To address these challenges, this paper first creates a ‘gap map’ of digital evidence which reveals a dearth of economic evaluation evidence about digital health interventions; this lack can limit decisions on policy, programming, and appropriate scale-up of digital health interventions. To advance work in this field, this paper then develops an economic evaluation framework that can be used when determining the economic value of digital health interventions. Such a standardized approach, alongside guidance to assist the conduct and use of economic evidence, can improve decision making and investments in DHI under constrained health budgets. The resulting digital health intervention economic evaluation framework consists of 5 steps: (1) determine the context, (2) determine the intervention type, (3) establish the level of complexity, (4) set the analytic principles, and (5) represent the value proposition. Users of the framework should attempt to adhere to its steps and principles, but where this is not feasible or appropriate, they should provide justification for the methodological choice. The framework should facilitate methodological transparency, thereby improving the overall usefulness of economic evaluations of digital health interventions.

Data and research on health including biotechnology, cancer, health care, health spending, health insurance, fitness, dementia, disability, obesity, smoking, genetics and mortality., Health data are essential to modern health care delivery, health system management and research and innovation, and must be well governed to foster their use while protecting privacy and data security. The 2016 OECD Recommendation on Health Data Governance provides a roadmap towards more harmonised approaches to health data governance across countries. It recommends implementing national health data governance frameworks and sets out the key principles to follow when doing so, while promoting trans-border co-operation in data governance and interoperability. This report provides an overview of the implementation of the Recommendation from 2016-2021 and finds that while there are examples of good progress, overall many Adherents are still working towards implementation in areas including data sharing, accessibility, quality, interoperability and security and privacy protections. Efforts to support the implementation and dissemination of the Recommendation will continue for the next reporting cycle (2022-27) with a focus on cybersecurity, harmonising health data governance to allow for multi-country projects and improving global health data interoperability.

L’histoire de la e-santé est une histoire ancienne : ses prémisses remontent aux années 70 et symbolisent d'ores et déjà, le début d’un bouleversement de la médecine traditionnelle vers une médecine plus moderne, communicante et digitalisée.

Technology and data are integral to daily life. As health systems face increasing demands to deliver new, more, better, and seamless services affordable to all people, data and technology are essential. With the potential and perils of innovations like artificial intelligence the future of health care is expected to be technology-embedded and data-linked. This shift involves expanding the focus from digitization of health data to integrating digital and health as one: Digital-in-Health. The World Bank’s report, Digital-in-Health: Unlocking the Value for Everyone, calls for a new digital-in-health approach where digital technology and data are infused into every aspect of health systems management and health service delivery for better health outcomes. The report proposes ten recommendations across three priority areas for governments to invest in: prioritize, connect and scale.

Data and research on health including biotechnology, cancer, health care, health spending, health insurance, fitness, dementia, disability, obesity, smoking, genetics and mortality., This report discusses the need for an integrated and cyclical approach to managing health technology in order to mitigate clinical and financial risks, and ensure acceptable value for money. The analysis considers how health systems and policy makers should adapt in terms of development, assessment and uptake of health technologies. The first chapter provides an examination of adoption and impact of medical technology in the past and how health systems are preparing for continuation of such trends in the future. Subsequent chapters examine the need to balance innovation, value, and access for pharmaceuticals and medical devices, respectively, followed by a consideration of their combined promise in the area of precision medicine. The final chapter examines how health systems can make better use of health data and digital technologies. The report focuses on opportunities linked to new and emerging technologies as well as current challenges faced by policy makers, and suggests a new governance framework to address these challenges.
