Au Québec, la loi sur les compétences oblige les entreprises dont la masse salariale est de plus de 1 million de dollars à investir l'équivalent d'au moins 1% de cette masse salariale dans la réalisation d'activités de formation pour le personnel.

Le travail décent donne aux individus la possibilité de s’épanouir et de s’insérer dans la société, ainsi que la liberté d’exprimer leurs préoccupations, de se syndiquer et de prendre part aux décisions qui auront des conséquences sur leur existence. Il suppose une égalité de chances et de traitement pour les femmes et les hommes.

Le Projet pilote de prêts pour la Reconnaissance et la mise à niveau des compétences acquises à l’étranger (RMCE) offre un prêt maximal de 10 000$ aux nouveaux arrivants, de la région de Montréal, des Laurentides et de Québec, qui veulent obtenir la reconnaissance des diplômes et de l’expérience de travail acquis à l’étranger.
Le manque d’intérêt pour le prêt peut être lié à l’obligation de rembourser en moins de quatre ans. Beaucoup d’immigrants n’ont pas la capacité de s’endetter puisqu’ils ne savent pas si leur reconnaissance professionnelle va déboucher sur un emploi.
