Federal Defence Minister Stephen Smith was in Adelaide today to announce a new propulsion testing site would be built at Techport.
He also released the final version of the Coles Review into submarine sustainment, which is investigating performance of the nation's subs.
The Federal Government is yet to determine if it will purchase an overseas, prefabricated submarine which will be assembled in Adelaide or to undertake complete design of a new submarine at Techport, which would provide more jobs.
That decision is likely to be made next year and construction is likely in the mid 2020s.
Phase one of the review showed the current Collins Class submarines were doomed to poor performance by errors made in the first stages of construction, which have become worse with age.
However, a separate study released today shows it is possible to improve maintenance and extend their life in to the late 2030s....

New Buyan-class corvette Makhachkala has successfully completed all rounds of state acceptance trials. The state panel consisting of representatives of Russian Navy and manufacturing yard signed the ship's acceptance certificate.
Upon approval of the certificate by the Navy Commander-in-Chief, naval ensign will be hoisted on Makhachkala, and the ship will join Caspian Flotilla. At present, the corvette is being prepared for commissioning ceremony to be held late in Dec 2012.
Makhachkala is the third Project 21630 Buyan corvette. As of tactical and performance characteristics, she is specially designed for the Caspian Sea. Lead corvette Astrakhan, also stationed in Caspian Flotilla, has been in service for 6 years and proved herself as excellent naval asset for shallow and narrow waters of the Volga River and the Caspian Sea....

A U.S. Navy move to decommission nine warships and save more than $4 billion over the next five years remained in abeyance as Congress wraps up its defense work for 2012, leaving service leaders to ponder how they’ll proceed should lawmakers keep most of the ships in service.

The moves were part of the Navy’s 2013 budget request, submitted last February. Under Pentagon pressure to reduce expenditures, the service wants to decommission seven of the Navy’s 22 guided-missile cruisers and two of 12 landing ship dock amphibious ships.

Four of the cruisers were to be decommissioned in March 2013: the Cowpens, Anzio, Vicksburg and Port Royal. Three other cruisers, the Gettysburg, Chosin and Hue City, along with the amphibious ships Whidbey Island and Tortuga, would go in fiscal 2014.

Not only would the Navy save the costs of maintaining, operating and upgrading the ships, but about 3,150 seagoing billets would be eliminated. Each cruiser has a crew of about 330 sailors, while the amphibs have crews of about 420.

But Congress balked, and both House and Senate defense authorization bills include language keeping the Navy from spending any money to decommission or inactivate eight of the nine ships....

Gaza: trois navires russes quittent la région

Trois navires russes - les navires de débarquement Novotcherkassk et Saratov et le croiseur lance-missiles Moskva - envoyés en Méditerranée pour pouvoir évacuer les ressortissants russes de la bande de Gaza en cas d'escalade du conflit palestino-israélien, rentrent en Russie, a annoncé samedi le service de presse du ministère russe de la Défense.

"Le commandement de la Marine russe a décidé de rappeler plusieurs navires à leurs bases permanentes pour verser à la réserve les membres d'équipage qui terminent leur service militaire obligatoire", a indiqué le service de presse du ministère.

Les autres navires faisant partie du groupe tactique russe (le patrouilleur Smetlivy, le remorqueur MB-304 et le pétrolier Ivan Boubnov) poursuivront leur mission au large de Gaza. La date de leur retour sera annoncée plus tard, selon le ministère....

Austal says it has delivered the first of its joint high-speed vessels to the US Navy.

The USNS Spearhead, handed over to the navy yesterday, is part of 10-ship, $US1.6 billion contract.

Austal US interim president and chief financial officer Brian Leathers said the delivery of the USNS Spearhead was a significant achievement for Austal and added to the rich history of Mobile (Alabama) as a hub of shipbuilding activity in the United States.

Joint high-speed vessels are 103m-long aluminium catamarans that are designed to be fast, flexible and manoeuvrable even in shallow waters, making them ideal for transporting troops and equipment quickly...

The Islamic Revolution Guards Corps (IRGC) Navy is launching its submarines in the Persian Gulf to defend Iran’s southern territorial waters, the IRGC Navy’s second-in-command says.

“In the near future, submarines will be added to defense capabilities of the IRGC Navy,” Rear-Admiral Alireza Tangsiri said on Tuesday.

Deux navires de guerre russes sont arrivés au port syrien de Tartous pour se ravitailler dans cette seule implantation navale russe en Méditerranée, a indiqué mercredi une source au sein de l'état-major de la marine russe.

"Les navires de débarquement Novotcherkassk et Saratov sont arrivés pour 24 heures au port syrien de Tartous où se trouve un point de ravitaillement et de soutien technique de la marine russe", a déclaré cette source à l'agence Interfax.

The sixth and last Type 45 destroyer has successfully completed her second spell of sea trials, paving the way for her handover to the Navy in the spring. HMS Duncan has returned to Scotstoun on the Clyde after three weeks of tests and trials off the west coast of Scotland which concentrated on her combat systems.

The retrial of two Russian navy personnel accused of causing a deadly accident on board a Nerpa nuclear submarine in 2008 opened at a court in the eastern city of Vladivostok on Tuesday.
The opening session of the retail mainly focused on a number of procedural issues, according to the state-run RIA Novosti news agency. It was subsequently decided to hold the next hearing on December 20.
The two defendants -- Captain Dmitry Lavrentyev and Petty Officer Dmitry Grobov-- were present in the court room for the opening session. They are accused of causing "death by negligence." They have denied the charges, insisting that the accident was caused by faulty equipment.
Incidentally, both Lavrentyev and Grobov were acquitted by a military court in October 2011. But the Russian Supreme Court revered that decision on appeal in May 2012, and remanded the case for reconsideration.
The case against the defendants stems from the deadly accident on board a Nerpa nuclear submarine on November 2008 in which 20 of the 208 people on board the vessel were killed. The accident occurred after the submarine's fire extinguishing system was apparently activated without warning while tests were being conducted in the Sea of Japan....

Sur la base de son concept Landing Catamaran, qui a donné naissance aux quatre nouveaux engins de débarquement amphibie rapides (EDAR) de la Marine nationale, CNIM a conçu une version agrandie de ces bateaux. Long de 44 mètres pour une largeur de 17.3 mètres (contre 30 mètres de long et 12 mètres de large pour l’EDAR), le L-CAT 44 permet, grâce à ses dimensions plus importantes, de doter l’engin d’une véritable passerelle et d’augmenter ses capacités d’emport. Il dispose, également, de locaux vie plus développés (cuisine, carré, salle de détente et 7 cabines pour l’équipage) lui permettant de naviguer en toute autonomie durant une dizaine de jours. Comme l’EDAR, le L-CAT 44 dispose d’une plateforme élévatrice entre ses deux flotteurs permettant de stocker du matériel et des véhicules, avec une capacité d’emport de 200 tonnes. Dotée d’une rampe à l’avant et à l’arrière, cette plateforme s’abaisse pour les opérations de débarquement ou, dans cette position, permet d’évoluer dans de très petits fonds avec un tirant d’eau réduit à 1.45 m (contre 2.7 mètres plateforme relevée)....

Tenders will be sought to upgrade the self-defence and sensor capabilities of the Royal New Zealand navy frigates HMNZS Te Kaha and HMNZS Te Mana, Defence Minister Dr Jonathan Coleman announced today.

“The frigates are a vital part of our Defence Force but the weapons and sensor systems were designed in the late 1980s and require a mid-life upgrade,” said Dr Coleman....

...The project aims to replace the hardware and software of the Combat Management Systems on the ships, modernise radars and sensors, and replace the self defence missile systems....

The Royal Navy's nuclear HMS Astute is taken through her paces after a difficult start to her life at sea....

The one disappointment for Astute's captain, Commander Steven Walker, is that he no longer has a traditional periscope to peer above the water.

Forget what you may have seen on Das Boot or the Hunt for Red October. Instead Astute has cameras fitted on a mast that feed live pictures into the control room. In daylight it provides colour images that can zoom into a target. At night they use a thermal imaging camera.

Unlike the old periscope that would pop out of the water for minutes at a time, Astute's mast breaks cover for just a few seconds. It can record what it sees giving the crew time to analyse the images. It's another feature that makes the submarine harder to detect....

U.S. Navy combat ships equipped with 5-inch guns are about to get more lethal. Next fall, ATK will begin delivering the new Multi-Option Fuze, Navy, or MOFN, for ammunition fired from MK 45 weapon systems.

Army Contracting Command just awarded ATK a five-year contract worth $84 million to produce the MK 437 MOFN for the Navy. The Army’s Joint Products Office manages the program for the Navy.

These specialized fuzes provide proximity, precision time, delay and point detonating impact options in a single fuze, ATK officials maintain. The inductive fuze setting feature also optimizes MOFN for use with automated ammunition handling equipment. MOFN will be used on projectiles fired in the MK 45 Single Lightweight Gun Mount on Navy cruisers and destroyers.

The work on the Project Varsha began in 2005, and when completed, it is expected to be a gem of the Indian Navy.

Seen by many as another step in fulfilling the ambitions of India’s ‘Look East policy, Project Varsha is expected to be the largest such base in the country once it is completed.

Experts claim that Ramkonda’s proximity to Vishakapatnam, which is the headquarters of Eastern Naval Command and Bhabha Atomic Research Centre (BARC) is what prompted Indian Navy to build a base there.

The base, envisaged for the exclusive use of the Navy, is also expected to ease off traffic from the Vishakapatnam harbor.

Echanges de mails, téléphone fixe, lignes GSM … l’ensemble des communications peut servir à se faire une image de la situation dans le pays, des mouvements de troupes ou de l’humeur possible. La force – ou la faiblesse du pouvoir – comme les relations entre les insurgés sont ainsi scrutées à la loupe. La proximité du pays avec l’Europe facilite il est vrai l’observation.
