Problématique des 52 semaines de maladie : Le LCGB maintient sa revendication pour une suppression de cette guillotine sociale
Fidèle aux discussions menées depuis 2014 autour d’une résolution des problèmes liés à la limite des 52 semaines pour des personnes gravement malades, la proposition soumise ce matin par le Ministre de la Sécurité Sociale tourne toujours autour de la mise en place d’une nouvelle procédure administrative soumise à délais et conditions. Le LCGB doit ainsi constater qu’une solution réelle dans ce dossier fait toujours défaut.
Les salariés embauchés sous contrats de droit privé, qui atteignent la barrière des 52 semaines de maladie sans avoir guéri, se voient, contrairement aux fonctionnaires d’Etat, confronté à une guillotine sociale qui met leur existence en péril. Pour le LCGB, la proposition ministérielle se caractérise toujours par une approche purement administrative, qui impose des contraintes de délais et de conditions aux personnes concernées. Au lieu de supprimer une fois pour toutes la guillotine sociale, elle sera uniquement retardée, au cas par cas et sous réserve du respect des modalités précises, d’une procédure administrative.
Le LCGB ne peut pas partager cette approche gouvernementale et maintient sa revendication pour une suppression de toute référence à une limite de 52 semaines des textes législatifs. Ceci constitue la meilleure réponse possible pour garantir que toute personne gravement malade ne se voit plus jamais confronté aux problèmes existentiels causés par la règle des 52 semaines. Following the success of its first edition last year, the Luxembourg Art Fair will be returning for a second time to LUXEXPO THE BOX between 30 November and 3 December 2017. With 14,700 visitors to last year’s Luxembourg Art Fair, the event attracted the interest of many international galleries. This year, the fair will host more than 80 galleries from all over Europe and beyond with 4,000 art pieces on display in the lobby 8 (south entrance of The Box). Among the 4,000+ works to be exhibited, will be prestigious artists such as Warhol, Miro, Chagall, Pasqua, Combas, Orlinski, Soulages and Jeff Koons, as well as the works of several emerging artists, from sculptors and painters to photographers and street artists. Visitors to the art fair will also have the opportunity to discover the unique, unpublished works of Milo Manara, world leader artist in comics and illustration. Indeed, the artist will be present at the opening of the fair where he will unveil a preview his latest sculpture, a tribute to Brigitte Bardot that was recently inaugurated in Saint-Tropez to celebrate the 83rd anniversary of the film star. In addition, the artist Philippe Shangti will attend the second edition of the Luxembourg Art Fair on Friday 1 and Saturday 2 December 2017. Luxemburg tut sich besonders bei der Finanzierung der allgemeinen Gesundheitsversorgung hervor. Pro Einwohner bezahlt Luxemburg 6032 Euro für die Gesundheit. Damit liegt das Großherzogtum unbestritten auf Platz eins im EU-Vergleich. Deutschland und die Niederlande liegen mit Ausgaben von um die 4000 Euro pro Kopf auf Platz 2 und 3. Intel Corporation has signed a Partnership Framework Agreement, joining forces with the University of Luxembourg’s Interdisciplinary Centre for Security, Reliability and Trust (SnT). As autonomous vehicles gain in complexity, it becomes increasingly difficult to secure them against hackers.
Through this agreement, SnT and Intel will therefore work together to make such vehicles more resilient, allowing them to neutralise attacks automatically, and even ‘self-heal’ before an attacker can compromise too many essential functions.
The agreement follows SnT’s involvement in the Intel Collaborative Research Institute for Collaborative Autonomous & Resilient Systems (ICRI-CARS), with the work being carried out by researchers from SnT’s Critical and Extreme Security and Dependability Research Group (CritiX). Their research will focus in particular on solving security issues impacting safety, caused, for example, by the need for self-driving cars to ‘collaborate' with one another. Mit der Eröffnung der Eispiste "Knuedler on Ice" am Mittwochvormittag ist die Weihnachtsmarktsaison in der Hauptstadt offiziell eingeläutet.
Und dabei gibt es gleich ein Novum: Damit die kleineren Schlittschuhläufer ungestört und sicher ihre Runden drehen können, wurde ein separater Bereich für sie eingerichtet. Insgesamt ist die Eisbahn in diesem Jahr etwas größer als in den vergangenen Jahren.
Wer den Duft von Lebkuchen und Glühwein schon herbeigesehnt hat, dürfte sich denn auch auf die Eröffnung des Nikolaus- und Adventsmarkts auf der Place de Paris im Bahnhofsviertel freuen. Saviez-vous qu'il est illégal au Luxembourg de faire tourner le moteur de votre voiture pendant que le véhicule est à l'arrêt, juste pour le chauffer ou le dégivrer? Saviez-vous aussi que vous pourriez contracter une amende pour cela?
À l'approche de l'hiver, de nombreux résidents ne semblent pas au fait de cette loi. Pourtant, l'article 160-10 du code de la route, lorsqu'il est traduit, se lit comme suit:
«Il est interdit de laisser un moteur de véhicule stationnaire fonctionner sans raison technique pendant une période prolongée, qu'il soit arrêté, garé ou dans un garage même pour réchauffer le moteur ou chauffer l'intérieur du véhicule.»
En clair: le dégivrage des pare-brise des véhicules avec le moteur allumé à l'arrêt est interdit et passible d'une amende de 49 euros.

SES is leadîng a European consortium of industry partners to sign an agreement with the European Space Agency (ESA) to set up Pacis-1, a new satellite communication platform for governments that is aimed at making secure satellite communications accessible and available to governments and institutions.
Pacis-1 is part of the ESA’s Govsatcom Precursor programme and is the first step in demonstrating how the European space industry can support the EU’s Govsatcom initiative and leverage governmental and commercial satellite services to provide secure access to satellite communications for a wide range of governmental applications. The project will demonstrate in-field usage of the system for civil protection, border control, humanitarian missions, maritime surveillance, among other applications.

Le 20 novembre 2017, le « bike counter » installé au Viaduc a enregistré le 200.000e passage de vélos pour l’année 2017.

LUXEMBOURG - Le nombre de demandeurs d'emploi a reculé de 6% en un an, d'après les chiffres publiés lundi par l'Adem. Le taux de chômage s'établit à 5,8%. Le chômage enregistre une baisse spectaculaire. Fin octobre, 15 813 personnes étaient inscrites à l'Adem, d'après les données publiées lundi par l'organisme qui prend en charge les chômeurs, soit une baisse de 6% sur un an. Du coup, le taux de chômage s'établit désormais à 5,8% de la population active. Il s'agit du plus bas niveau depuis décembre 2011, lorsque le taux était également de 5,8%. Le patron de Google pour le Luxembourg et la Belgique, Thierry Geerts, déclarait mardi aux Internet Days que la numérisation de l’économie pourrait créer 80.000 emplois au Grand-Duché d’ici 2020. Une estimation qui laisse perplexes les professionnels du secteur.
C’est une digitalisation ouverte et positive que le directeur pays de Google Luxembourg et Belgique a défendue en ouverture des Internet Days, alors qu’il avait été invité pour s’exprimer sur l’impact de la digitalisation sur la société et l’économie.
Et de glisser à la fin de son discours que «potentiellement, la digitalisation de l’économie pourrait créer 80.000 nouveaux emplois d’ici 2020 au Luxembourg». Une estimation qui en a surpris plus d’un. La numérisation est en effet plus souvent associée aux effets néfastes qu’elle entraîne sur le marché du travail. Verkehrsrowdys könnten in Luxemburg bald für bis zu drei Jahre hinter Gitter wandern. Das erklärte Félix Braz (“déi gréng”) bei einer Pressekonferenz am Freitag. Der Justizminister hat einen Gesetzentwurf präsentiert, der bei drastischen Verkehrsverstößen eine Gefängnisstrafe ermöglicht. Wer bewusst ein Risiko in Kauf nimmt, durch das andere Menschen verletzt werden oder sogar ihr Leben verlieren können, muss in Zukunft mit hohen Strafen rechnen. Auch dann, wenn durch sein Vorgehen niemand zu Schaden kommt.
Dies die Zielrichtung eines neuen, an die französische Gesetzgebung angelehnten Gesetzes, sagte Braz. „Infraction de la mise en danger délibérée d’autrui“, so heißt der neue Strafbestand.
Inkaufnahme von Gefahren wird zum Delikt
Auslöser für das neue Gesetz war die Diskussion um die Verkehrssicherheit im Lande. Wenn z.B. jemand mit 130 kmh durch einen Ort fährt, in dem nur 50 km/h erlaubt sind, wird er aktuell, wenn er von der Polizei angehalten wird, wegen eines „Délit de grande vitesse“ belangt. Wenn durch sein schnelles Fahren ein anderer zu Schaden kommt, muss er sich vor Gericht verantworten. In Zukunft wird hier ein weiteres Delikt hinzukommen, eben die bewusste Inkaufnahme von Gefahren für Leben und Gesundheit anderer, selbst wenn nichts geschieht.
Das gilt z.B. auch für die Gefahren, denen Polizisten ausgesetzt sind, wenn sie den zu schnell fahrenden Fahrer verfolgen müssen und dabei eigene Risiken auf sich nehmen müssen. Es gilt für die ewigen Drängler, die vor ihnen fahrende Fahrer dazu nötigen wollen, ihnen Platz zu machen, und daher zu dicht auffahren. For the first time, the Luxembourg National Research Fund (FNR) has committed funding to two space related projects contributing to the development of the SpaceResources.lu initiative. Two public research institutions each receive funding for collaborative projects with the lunar exploration company ispace, representing an FNR commitment of around 700,000 EUR.
The projects – involving the Luxembourg-based company ispace Europe S.A., the Luxembourg Institute of Science and Technology (LIST) and the Interdisciplinary Center for Security, Reliability and Trust (SnT) at the University of Luxembourg - were retained for funding in FNR’s 2017-2 CORE-PPP and AFR-PPP Calls respectively.
Luxembourg, a pioneer in space
Luxembourg has received a fair amount of international attention after the recent passing of a new law on the exploration and use of space resources. The Grand Duchy is the first European country to offer a legal framework ensuring that private operators can be confident about their rights on resources they extract in space. This framework is a key action of an overall strategy to be implemented by the Luxembourg Ministry of the Economy within the SpaceResources.lu initiative whose goal is to support innovative projects in advanced space technologies.
Luxembourg has a long history of space innovation. In 1985, a public-private partnership effort launched Société Européenne des Satellites, today known as the largest global commercial satellite operator SES having its operational headquarters in Luxembourg. Did you know that it is illegal in Luxembourg to have your car engine running while the vehicle is stationary, just for the purpose warming the engine or defrosting it? Did you also know you could be fined for it?
As winter approaches many residents seem oblivious of this law. As every year, police will soon release reminders of this regulation.
Traffic regulation article 160-10 when translated, reads, "It is forbidden to leave an engine of a stationary vehicle running without technical reason for a prolonged period of time, whether stopped, parked, or in a garage even for warming the engine, or heating the vehicle's interior."
This law means that defrosting vehicle windscreens using the engine while the car is stationary is forbidden. Breaking the law could mean a fine of €49. Workshop4Me in collaboration with Microsoft Luxembourg is pleased to invite you to celebrate Computer Science Education Week being celebrated all over the world this year between Dec 4 - 10th.
This event is meant for children 6 - 13 year olds who would like to try out coding in a fun way with characters whom they love : Steve and Alex from Minecraft & Moana.
They can be complete beginners who have never tried coding before OR those who love coding and want to challenge themselves to see if they can complete the entire session within an hour.
The event includes a tour around the Microsoft offices in order to see how cool a technology company is, meet with the people who work here and listen to their stories.
The event will be held in ENGLISH. Participants are requested to bring their own tablet/laptop that can connect to the internet. Wifi will be available.

Sompo International is a subsidiary of Sompo Holdings, Inc. whose core business encompasses one of the largest property and casualty insurance groups in the Japanese domestic market.
On Monday the company announced plans to make Luxembourg its new European insurance headquarters as a result of the UK’s decision to leave the European Union.
A statement on the company’s website says it has been “formulating a strategy to address issues” relating to Brexit, in particular the “potential loss of EU passporting rights”, along with many other insurers operating in the UK.
The new entity, SI Insurance (Europe) will also write reinsurance business.
“We have been developing our strategy for Europe for some time and SI Insurance (Europe) will enable us to provide our broad range of products more widely and efficiently, as well as strengthening our service capabilities to our international clients,” John Charman, Chairman and CEO of SI said. “Establishing SI Insurance (Europe) in Luxembourg will be the first step in our ambitious plan to create a strong position in the European commercial P&C marketplace.”
Operating out of Luxembourg, the company will create a base for continued business expansion in Europe. Regulatory approval is expected in the second quarter of 2018.
Nicolas Mackel, CEO of Luxembourg for Finance, welcomes the move and said it will “further enrich Luxembourg’s financial services ecosystem already composed of six leading Japanese banks and now the three Japanese Mega-Insurers”. En l'espace d'une année, 62 réfugiés ont pu être accueillis par une famille résidant au Luxembourg via l'intermédiaire d'« Open Home ». Des familles luxembourgeoises, mais aussi d'origines française, italienne ou allemande. Au total, «il y a 40 familles qui ont accueilli des personnes via «Open Home» et 5 familles qui nous dépannent parfois pour une urgence. Il faut y ajouter 8 autres familles qui accueillent des réfugiés chez elles, mais qui ne sont pas passées par nous», explique Marianne Donven. Secondly, almost 180,000 people (~31% of Luxembourg’s total population) cross the borders of Germany, Belgium and France daily to work in Luxembourg. These people will most likely already have a mobile connection with the local provider in their country of residence and they would most likely also own a second device with a Luxembourgish mobile operator, which might be more useful for Voice and SMS services, rather than data. However, with the abolition of roaming charges within the EU, multi-SIM ownership is expected to decline and this will likely spur faster adoption of 4G services in the European markets.

Network operators should aim to migrate their customers to their 4G networks by offering attractive data-centric plans in order to capitalise on the current data growth and offer better value-for-money services to their subscribers. On Monday 20 November 2017, the Bike Counter installed at the Viaduc bbridge in Luxembourg city registered the 200,000th bicycles crossing for the year 2017.
This is the first time since the establishment of the Bike Counter at this strategic location that the threshold of 200,000 bike passes has been exceeded in one year.
As the number of bike passes at the Viaduc is constantly increasing, it can also be seen that the rate is significantly higher during the week (Monday-Friday) than at the week-ends (Saturday-Sunday) and that the daily peaks are at peak hours, respectively in the morning and late afternoon.

Les responsables du portail européen des données ouvertes (European Data Portal: www.europeandataportal.eu), exploité par la Commission européenne, viennent de publier les résultats de leur analyse 2017 sur l’état d’avancement des pays de l’Union européenne dans le domaine de l’open data.
Le Luxembourg a obtenu un excellent résultat. Son score le classe à la 6e place et lui permet de figurer dorénavant parmi les trendsetters européens dans ce domaine.
Dans cette évaluation, de nombreux facteurs ont été pris en compte, notamment l’existence d’une coordination au niveau national, l’application du principe de licences attribuées, la multitude thématique des jeux de données publiés ainsi que leur qualité, la transposition des directives européennes y afférentes et la mise en œuvre d’une stratégie nationale.
Les experts ont relevé comme un des points forts le portail national luxembourgeois www.data.public.lu qui, en dépit de sa mise en ligne encore récente – il n’a été lancé qu’en 2016 –, a déjà réussi à s’imposer comme une plate-forme centrale générale des données ouvertes pour le Grand-Duché. Luxembourg's real estate market is on the verge of overheating, driven by more mortgages being taken and greater construction activity, the Banque International à Luxembourg (BIL) said on Monday.
Its IMMOindex, done in partnership with auditors PwC, was +1.82 in the second quarter, BIL said in a statement. That compares with +1.8 in the last three months of 2016 and +1.58 in the second quarter of 2016. The measure ranges from -3, indicating a frozen market to +3 when it is overheated.
It's "necessary to remain vigilant of a slight overheating of the market," BIL's Chief of Corporate and Institutional Banking Marcel Leyers said in the statement. "Luxembourg's robust economic health is a reassuring factor, with a GDP growth forecast of 3% for 2017."
Leyers noted the European Central Bank (ECB) is "cautious" about raising interest rates "so a rebalancing of the market could come from an increase to the housing supply rather than a drop in demand." Pour le LCGB, la proposition ministérielle se caractérise toujours par une approche purement administrative, qui impose des contraintes de délais et de conditions aux personnes concernées. Au lieu de supprimer une fois pour toutes la guillotine sociale, elle sera uniquement retardée, au cas par cas et sous réserve du respect des modalités précises, d’une procédure administrative.
Le LCGB ne peut pas partager cette approche gouvernementale et maintient sa revendication pour une suppression de toute référence à une limite de 52 semaines des textes législatifs. Ceci constitue la meilleure réponse possible pour garantir que toute personne gravement malade ne se voit plus jamais confronté aux problèmes existentiels causés par la règle des 52 semaines.
