Daniele Brida, professeur en physique expérimentale, s’est vu attribuer le prix Consolidator Grant. Doté de quelque deux millions d’euros et attribué par le Conseil européen de la recherche, il récompense un projet d’imagerie au laser. Cette somme sera versée pendant 60 mois.

Les équipes de recherche de l’Uni se distinguent une nouvelle fois. Daniele Brida, professeur de physique expérimentale de la matière condensée, a décroché le prix Consolidator Grant du Conseil européen de la recherche (ERC), doté d’une enveloppe de quelque deux millions d’euros.

Die Luxemburger Nationalität ist sehr beliebt. Hunderte Menschen mit luxemburgischen Vorfahren haben sie beantragt. Viele leben im Ausland.

Das neue Gesetz über die Luxemburger Staatsbürgerschaft sieht u.a. vor, dass Menschen, deren Eltern oder Großeltern Luxemburger sind oder waren, dies auch werden können. In diesen Fällen spricht man von „Erwerb der Staatsangehörigkeit durch Option“. Der Gesetzgeber sieht mit keiner Zeile vor, dass der Antragsteller auch in Luxemburg leben muss.

Seitdem das Gesetz am 1. April des letzten Jahres in Kraft getreten ist, haben Hunderte Menschen davon Gebrauch gemacht. Das geht aus der Antwort von Justizminister Félix Braz auf eine parlamentarische Anfrage der CSV-Fraktion hervor. Insgesamt berufen sich 354 Antragsteller auf ihre Eltern und 236 auf ihre Großeltern. Allerdings sind noch nicht alle Anträge abgeschlossen.

Blink, and you could pass through Europe’s smaller nations without realising. Take Luxembourg, which can be crossed by car in just over an hour at its widest point. Before you know it, you’ve popped out into the surrounding countries of France, Germany or Belgium, with only the eagle-eyed spying the border sign and the striped flags of the Grand Duchy far behind.

The ability to do this is partly down to its petite size, but also thanks to a Luxembourgian legacy: a treaty signed more than 30 years ago in the tiny village of Schengen in the country’s far south-east. The now-renowned Schengen Agreement dramatically changed the way we travel within Europe, and continues to evolve today.

Digitalisation des administrations publiques

Le Gouvernement Gambia 2 déclare vouloir poursuivre et intensifier « les efforts entrepris jusqu’à présent en matière de numérisation de toutes les étapes de travail des administrations publiques, aussi bien en interne qu’en contact avec les citoyens et les entreprises ». Il précise que tout échange entre l’Etat et les citoyens devra pouvoir être effectué par Internet. Parmi les éléments notables, le Gouvernement, en collaboration avec Guichet.lu, entend généraliser le recours à des chatbots pour faciliter l’accès des citoyens aux informations. Notons encore que sera introduite la possibilité de payer les factures émises par les administrations publiques par des méthodes de paiement numérique rapides, mobiles et sûres.

Faire du Luxembourg un « safe haven »

Les mécanismes de protection des données qui sont confiées à l’Etat par les citoyens et les entreprises seront examinés et renforcés. Les investissements dans la sécurité des infrastructures informatiques critiques seront poursuivis en vue d’une meilleure protection contre les cyberattaques et en vue de faire du Luxembourg un « safe haven » à l’échelle internationale.

Information Technology Law (IT Law) is a research area concerned with Ethics and Law for Information Technologies. The area has recently gained increasing interest, due to the rapid and pervasive deployment of Artificial Intelligence (AI) technologies within industrial products that we can find in our everyday life.

The first central concern is the demand of clear legal and ethical guidelines to channel this development. The research area is receiving worldwide attention not only due to the disruptive impact it may have on the labour markets, but also because of the complex socio-ethical and legal questions it poses in combination with its manifold and complex technological challenges.

The second central concern is the relationship between humans and AI technology: there is a potential danger of raising negative attitudes in society towards the development and deployment of modern artificial-intelligence technology (e.g., by often poorly informed, biased media reports), while there is at the same time an education gap regarding the actual state-of-the-art and the predictable future in the development of intelligent autonomous systems. There’s no reason AI can’t take ethical actions/moral decisions, but a pure artifact, with no human component, should never be held to be the moral agent or the legally responsible party; justice and responsibility are concepts by which we humans organize our own societies, and which rely on human interests, drives, and capacities in order to steer behavior in ways appropriate to maintain those societies.

Law and Ethics for Science and Technology aims at developing and studying means to make the use of AI technologies in critical areas in a safe, sustainable and responsible way. Ethics-by-Design concerns the methods, algorithms and tools to endow autonomous agents with the capabilities to reason about the ethical aspects of their decisions, as well as the methods, tools and formalisms to guarantee that agents’ behavior remains within given ethical and moral bounds.

From this Sunday 2 December 2018, the public will have the opportunity to go on a guided VR Timetravel (virtual reality) tour of Luxembourg City.

In September 2017, the City of Luxembourg (VdL) launched the pilot project "VR Timetravel" carried out in Pfaffenthal by the company UrbanTimetravel and the ICT Department of the City, in close collaboration with City Museums and support from the Bus Service. After a test phase, the project will now be accessible to the general public for an assessment phase of approximately 6 months after which the City will decide on the larger-scale development of the project and its gradual extension to other districts.

Thus, from 2 December, the City of Luxembourg and the Luxembourg City Tourist Office (LCTO) will offer two guided VR Timetravel tours each Sunday. A guide will take participants on foot from the city centre to the "Muerbelsmillen", a former mill located in Pfaffenthal, and will introduce them to different sites and tourist buildings by enriching their explanations of old photos and other historical documents through an augmented reality application.

At Pfaffenthal, visitors will take the "Timetravel" bus for a 2km ride that will plunge them into the 19th century thanks to 3D glasses: they will discover the narrow streets of the suburb and meet the famous Luxembourg composer Laurent Menager, people wearing vintage clothes or carriages pulled by virtual horses. Enriched with many animated images, sounds and music, this multisensory tour will allow visitors to fully experience this journey into the past, while comparing today's Pfaffenthal to that of 1867. The tour will end on the platform of the Pfaffenthal-Ville-Haute lift, giving participants a panoramic view of the capital.

Wie versprochen legten die erste wichtige Punkte des Koalitionsvertrags, der noch von den Parteigremien abgesegnet werden muss, vor. Dabei wurden nicht nur bisherige Meldungen bestätigt, sondern zusätzliche Punkte erwähnt. Während Details noch weitgehend rar gesegnet waren, listen wir hier die ersten wichtigen Punkte für Sie auf:

- Der gesetzliche Mindestlohn wird um 100€ Netto steigen

- Die Personenbesteuerung wird individualisiert

- Keine Renten oder Index-Veränderung; Sozialhilfen werden indexiert

- Ein weiter Urlaubstag und ein weiterer Feiertag (Der Europatag am 9. Mai) werden eingeführt

Mindestlohnerhöhung, Individualbesteuerung, Cannabis-Legalisierung: Am Donnerstag haben die Chefverhandler und Regierungsbildner Xavier Bettel der Öffentlichkeit die wichtigsten Punkte ihres Programms vorgestellt.

Die Informationen, die in den letzten Wochen durch die Medien kreisten, wurden am Donnerstag alle bestätigt. Chefverhandler Xavier Bettel (DP) ist mit Corinne Cahen (DP), Etienne Schneider (LSAP) und Félix Braz (déi gréng) vor die Presse getreten. Die LSAP hat sich tatsächlich mit ihrer Forderung nach einer Mindestlohnerhöhung durchgesetzt. Laut Etienne Schneider soll die Erhöhung allerdings rückwirkend auf den 1. Januar 2019 angewandt werden, da “noch einiges zu klären ist”. Zeitlich würde die Regierung die Erhöhung nicht bis zum Anfang nächstes Jahres schaffen.

Neben den Mindestlohnempfängern sollen auch die Unternehmen entlastet werden. Die neue Regierung plant eine Senkung der Steuerlast um einen Prozent für alle Unternehmen. Die Personenbesteuerung soll sich auch stark ändern: Die künftige Regierung will die Steuerklassen abschaffen und auf eine Individualbesteuerung umsteigen. “In Zukunft soll es keine Rolle mehr spielen, ob man verheiratet, gepacst oder was auch immer ist”, sagte Corinne Cahen. Die Familiensituation, also ob man beispielsweise Kinder hat oder nicht, soll aber weiterhin eine Rolle spielen, wie Etienne Schneider hinzufügte.

La Ville de Luxembourg invite ce mercredi soir les personnes ayant acquis la nationalité luxembourgeoise cette année à une réception. Ils sont 5.111 rien que pour la capitale.

Les demandes d’obtention de la nationalité luxembourgeoise ne cessent de croître d’année en année, plus particulièrement depuis le mois d’avril 2017 durant lequel les nouvelles règles, plus souples, ont été mises en place. C’est pour saluer ces nouveaux citoyens que la Ville les a conviés sous le chapiteau du Luxemburger Adventscircus.

Ainsi, à Luxembourg-ville, du 1er janvier au 31 octobre 2018, 5.111 personnes ont acquis la nationalité luxembourgeoise, dont 257 par procédure de naturalisation, 1.215 par option et 3.639 par procédure de recouvrement. Alors que l’année n’est pas finie, c’est déjà 1.649 de plus que sur toute l’année 2017.

Les Français en tête pour la demande de nationalité
Comme l’année précédente, ce sont les Français les plus nombreux à devenir Luxembourgeois. Sur cette même période, ils étaient 1.683. Ils sont suivis par les Brésiliens (926), les Belges (916), les Américains (572), les Britanniques (117), les Allemands et les Portugais (110 chacun), les Italiens (106) et les Espagnols (56). Les 25 Cap-Verdiens clôturent ce top 10.

Having a strong capacity for renewal is the essential drive to face competition within a global economy that is constantly changing. In the last few years, Luxembourg has grown stronger through the development of innovative technological businesses, whether in the sphere of electronic business, digital content, cloud computing, Big Data or e-payments.

In other words, in terms of digital progress, the Grand Duchy experienced a significant boost in recent years. Today, Luxembourg is among the leading countries of the European Union in this field, just behind Scandinavian countries (Denmark, Sweden, Finland) and the Netherlands.

At a later stage, the objective is to strengthen and consolidate the country's position in the field of ICT in order to, among other considerations, diversify the economy. "Digital Lëtzebuerg" is the name of the institution behind this digital transformation; Luxembourg's new face as a smart nation: a modern, open, highly connected nation that is good to go for a digital society.

In a meeting with Pascal Steichen, CEO of the economic interest grouping known as Securitymadein.lu, he tells us why Luxembourg is setting an example to follow when it comes to cybersecurity.

1. Luxembourg ranked 1st in the world for ICT access and 10th regarding ICT use. In what way does Luxembourg benefit from being a privileged location for companies in the ICT sector?

One of the main benefits is the development of a service-based economy. The high level of equipment and connectivity means that businesses can develop innovative services supported by a high performance digital infrastructure and a very receptive audience.

What's more, the country's size means that it is an ideal environment for innovations to thrive. Last but not least, for over a decade, the government has been strongly and actively supporting digitalisation and cybersecurity as cornerstones of the country's development strategy.

Selon Eurostat, 2,2% de la population au Luxembourg n'aurait pas les moyens de s'acheter une voiture. Si ce pourcentage (qui a légèrement augmenté entre 2016 et 2017) est à prendre en compte, il est aussi à relativiser puisque le taux monte à 7% pour l'ensemble de la population de l'Union européenne. Le Luxembourg fait même partie des trois pays, avec Malte (1,7%) et Chypre (1,7%), les mieux lotis dans l'UE pour faire vivre le marché automobile.

Avec les nouveaux modèles d’enseignement, tous les équilibres, tous les codes sont remis en cause. Au sens strict du terme, il n’y a plus d’enseignant, pas de cours, pas de programme, rien que des cas concrets à résoudre en trouvant soi-même la solution ou en s’associant à d’autres élèves. Cette pédagogie met l’accent sur le comportement, les capacités à travailler à plusieurs et à apprendre très vite en autonomie.

Pour Romain Martin, vice-recteur pour les affaires académiques de l’Université du Luxembourg, «la principale erreur consiste à se focaliser sur les technologies elles-mêmes. Il ne faut pas simplement regarder l’outil, mais comment ces outils sont utilisés.» Une désacralisation des technologies pourtant au cœur des enjeux, au profit d’une démarche pédagogique nouvelle. La tendance est ainsi à l’«adaptive learning».
