Where did they get their political information? From entertainment, shopping sites, celebrity gossip pages — all the things that people prefer in comparison to news and public affairs. These non-news sites emerged as the dominant source of political information simply by virtue of the volume of activity there compared with the little time spent on news sites.

At a time when Europe is honing its approach to the moderation of online content, the belgian Council of Journalistic Ethics (CDJ) explores, in a research report which has just been published, the relationships between journalistic self-regulation and regulation of the media. information within the EU. After discussion with the stakeholders, 10 recommendations emerged which underline the need for dialogue and cooperation on an equal footing between both bodies, in order to best protect freedom of the press and the right to information.

Due to similar challenges to ethical journalism in the countries of Central, East and Southeast Europe, media councils will need to join forces to adapt established practices in order to build their own sustainable media self-regulation model applicable in the region. This is the conclusion of a workshop held on 25-26 May 2023 in Budapest and the follow-up webinar on 28 June organised by the Editors’ Forum of Hungary as part of the EU-funded project “Media Councils in the Digital Age” (MCDA).

Every journalistic story is the result of a series of choices — from the framing given to a reported fact to the sources heard, and even the words or images that shape the final content. In choosing what to include, the journalist also chooses what will be left out, what will not be told. What forces shape these choices and how do they relate to journalistic objectivity? At the 18th International Congress of Investigative Journalism, held by the Brazilian Association of Investigative Journalism (Abraji, by its Portuguese acronym) in São Paulo between June 28 and July 2, professionals debated objectivity in view of the changes journalism has undergone in recent decades.

During Côte d’Ivoire, West Africa’s 2010 presidential elections, conditions on the streets of the main city Abidjan became too dangerous for journalists to report in person, which influenced many newsrooms to close their offices and swiftly switch to digital platforms. This study includes 15 field interviews with journalists who reported during the 2010–11 national elections in Abidjan. Jeslyn Lemke examines how journalists adapted their news routines to using digital platforms to avoid being physically present during this civil war. This case study of Côte d’Ivoire adds to the theoretical discussion on a context-dependent theory of African journalistic practices in the digital era, in which sociopolitical contexts shape a more accurate definition of how journalists operate in repressive African regimes. Results show contextual factors such as spatial immobility, collaboration, and negotiating polarized communal violence are emergent patterns in how journalists adapted their reporting routines.

Presscouncils.eu launches financial support for media councils in emergency situations. Self-regulation bodies can apply until 16 October 2023. The grant within the project Media Councils in the Digital Age #4 will distribute a total of €30,000 to two self-regulation bodies. That refers to media councils in a country at war, or in a challenging political environment, or with financial difficulties, or with structural deficiencies. The call applies to EU Member States, candidate countries and non-EU countries in the Creative Europe Programme.

The Australian Press Council (APC) has partially upheld a complaint from ABC Four Corners’ reporter Louise Milligan against an editorial in the Murdoch's daily The Australian, finding the article was likely to cause “substantial offence and distress”. The piece in question, titled "Greatest enemy of truth is those who conspire to lie‘" was published two years ago under "commentary" in The Australian without a by-line.

Newsroom raids are incredibly rare in the United States; Katherine Jacobsen, of the Committee to Protect Journalists, told the Reflector that she isn’t aware of one ever having happened before the one that occured in Marion (Kansas) in early august. More broadly, though, threats to press freedom are increasingly common—not least at hyperlocal outlets, such as the Record, whose owner Joan Meyer died just after the raid in Marion.

Cartooning for Peace welcomes the European Parliament’s resolution of 11 July 2023 on the “Protection of journalists in the world and the European Union’s policy on the matter” and is delighted to have been able to contribute to it. Echoing the 2019 Addis Ababa Declaration put forward by Xavier Gorce (Belgium) with the support of the organisation, the resolution specifically recalls “the obligation to protect freedom of expression, including for satirists and cartoonists” in their mission to inform, defend and promote fundamental freedoms and highlight abuses of power".

The results of the 2023 Media Pluralism Monitor (MPM), which have just been published, confirm the decline in media pluralism in Europe. Of the 32 countries analysed (the 27 EU Member States and the five candidate countries), barely seven present a satisfactory situation. For the European Federation of Journalists (EFJ), this new study confirms the urgent need to considerably strengthen the provisions of the European Media Freedom Act (EMFA), which is currently being examined by the European Parliament.

In a recent development that has sparked controversy, Gabon has enacted a law that removes journalists from the selection process of members for the High Authority for Communication (HAC), the country’s media regulator. This significant change, which was implemented on 3rd July, allows the president of Gabon, the National Assembly president, and the Senate president to each choose three of the HAC’s nine members, a departure from the previous system where journalists could select two members. The shift relegates journalists to the role of spectators, stirring concerns about the HAC becoming a puppet of the government’s interests.

Because “the landscape and the practice are evolving and so our guidelines…. A lot of Western tools available are not applicable, especially guidelines, are not that really useful [for us],” he said.
