This new features lets you curate lists of photos in 2 ways
1) Privately, you can create an empty circle "<Photo List>", and share photos you want with that circle. View posts from that circle to see the photos.
2) Publicly: tag the post with the list name, i.e. #photofavorites, then use a saved search to see the photos in the list.
