Priorities

 

 

  • Promoting the transnational mobility of artists and professionals with a view to enabling them to cooperate internationally and to internationalise their careers and activities in the Union and beyond, when possible on the basis of long-term strategies, and promoting the transnational circulation of cultural and creative works, the aim of which is to promote cultural exchanges, intercultural dialogue, understanding for cultural diversity and social inclusion;
  • Strengthening audience development as a means of stimulating interest in and improving access to European cultural and creative works and tangible and intangible cultural heritage. Audience development seeks to help European artists/cultural professionals and their works reach as many people as possible across Europe and extend access to cultural works to under-represented groups. It also seeks to help cultural organisations adapt to the need to engage in new and innovative ways with audiences both to retain them, to build new audiences, diversify audiences including reaching current "non-audiences", and to improve the experience for both existing and future audiences and deepen the relationship with them;
  • Fostering creativity, innovative approaches to creation, and new ways of ensuring spillover effects to other sectors. Developing and testing new and innovative models of revenue, management and marketing for the cultural sectors, in particular as regards the digital shift. A particular focus shall be given on supporting activities enabling cultural professionals to gain new skills, on those having an educational dimension and on those seeking to foster intercultural dialogue and mutual understanding among people from different cultures or backgrounds as well as to build on culture with a view to helping counter all forms of discrimination.

This pilot project aims at creating a Platform that will gather existing networks of young entrepreneurs active in the cultural and creative sectors in the EU and in third countries and that will facilitate the creation of new ones. The Platform will enable connections/exchanges between professionals from Europe and third countries and help a new generation of creative professionals to accelerate their professional development.

The Platform would be sub-divided by sectors of activities and will include services such as coaching, peer-learning activities, conferences on specific topics, study visits and participation in match-making events with representatives of cultural and creative sectors around the world.

OBJECTIVES


Within the specific objective of promoting transnational circulation, one of the priorities of the MEDIA Subprogramme is the following: • supporting theatrical distribution through transnational marketing, branding, distribution and exhibition of audiovisual works; The MEDIA Sub-programme shall provide support for the following: • establishing systems of support for the distribution of non-national European films through theatrical distribution and on all other platforms as well as for international sales activities, in particular the subtitling, dubbing and audio-description of audiovisual works.

ELIGIBLE ACTIONS

The Sales Agents scheme works in two phases:

  • The Generation of a potential fund, which will be calculated according to the international sales performance of the company on the European market during the reference period (2010-2014) 
  • Reinvestment of the potential fund thus generated by each company: Module 1: minimum guarantees or advances paid for the international sales rights on new European non-national films. Module 2: the promotion, marketing and advertising on the market of new non-national European films presented.

Priorities:


  • increase the capacity of audiovisual operators to develop European audiovisual works with a potential to circulate in the Union and beyond and to facilitate European and international co-production, including with television broadcasters.

 

The MEDIA Sub-programme shall provide support for the following measures:

 

  • the development of European audiovisual works in particular films and television works such as fiction, documentaries, children’s and animated films, as well as interactive works such as videogames and multimedia with enhanced cross-border circulation potential;
  • activities aiming at supporting European audiovisual production companies, in particular independent production companies, with a view to facilitating European and international co-productions of audiovisual works including television works.



Eligible actions


The audiovisual work proposed must be an independent European television production (fiction, animation or creative documentary) involving the participation of at least three broadcasting companies from several Member States of the European Union or countries participating in the programme.

 

The exploitation rights licensed to the broadcasters have to revert to the producer after a maximum period of 7 years for a pre-sales or 10 years for co-production.

Minimum 50% of the estimated total financing of the production budget must be guaranteed from third party sources of finance and the production budget must be minimum 50% financed by European sources.

European funding opportunity: Literary Translation

The EU’s new Creative Europe programme (formerly the ‘Culture 2007-2013’ programme) offers funding opportunities for  the translation of European fiction. The maximum grant available is EUR 100 000, for the translation of 3 to 10 books. There  is also (in 2014 and 2016) the opportunity to apply for ‘framework’ agreements for the translation of 5-10 books a year for 3-4 years, which is up to EUR 100 000 a year. The aim of this funding strand is to ‘promote the transnational circulation of high-quality literary works in the European Union and beyond and to reach new audiences’.



The call will be announced in November and the application  form will then be available online. You use the Literary  Translation eForm to apply, which is available on the  Executive Agency website once you register your  organisation/company for a so-called PIC-code.

BUDGET

The total budget available is 17.5M €. The financial contribution awarded is a subsidy.

The maximum financial contribution which may be awarded for Single Project is a lump sum of :

 EUR 60.000 in case of animation

• EUR 25.000 in case of creative documentary

• EUR 50.000 in case of fiction if the estimated production budget is equal/above EUR 1.5 M

• EUR 30.000 in case of fiction if the estimated production budget is below EUR 1.5 M

The maximum financial contribution which may be awarded for Slate Funding is between € 70 000 and €200 000.

The financial contribution awarded will in no event exceed 50% of the eligible costs submitted by the producer.

ELIGIBLE ACTIONS

The activities to be funded are campaigns for the distribution of non-national European films, submitted as part of an eligible grouping of minimum 7 distributors coordinated by the sales agent of the film. The film must have been majority produced by a producer/producers established in countries participating in the MEDIA sub-programme and made with a significant participation by professionals from those countries. The film must be a recent work of fiction, animation or documentary of more than 60 minutes long and from a different country than the country of distribution. The film must not consist in alternative content (operas, concerts, performances, etc.) or advertising, Films from DE, ES, FR, IT, and UK must have a production budget of maximum 10M€. For the film to be eligible its first copyright must not have been established before 2012.

Supporting actions and activities taking place in and outside countries participating in the MEDIA Sub-programme

Only those applications corresponding to at least one of the 3 Actions below will be considered as eligible:


Action 1.         Access to (physical) markets for European professionals

 

Activities aiming at improving the conditions governing access for European professionals, projects and works to professional audiovisual markets within and outside the countries participating in the MEDIA Sub-programme, such as co-production and financing initiatives and events and/or trade event and markets for finished works.


Action 2.         Online tools intended for the professionals

 

- Creation and development of a database and/or a network of databases of European programmes and/or professionals of the A/V industry, intended for professionals.

- Creation and development of tools on the European A/V and/or cinema industry targeted at the professionals.

 

The content of such actions shall be preferably made available in several European languages and at least in the English language.

 

For clarity reasons, please note that VOD and digital cinema distribution platforms, digitisation of A/V works are excluded.


Action 3.         Common European promotional activities

 

- The implementation of common promotional activities within and outside the countries participating in the MEDIA Sub-programme, organized by pan European networks or organisations representing at least 15 countries participating in the MEDIA Sub-programme, aimed at facilitating the distribution and circulation of European A/V and/or cinematographic works and the networking of European professionals.

- The setting up and launching of promotional initiatives and platforms, aimed at creating innovative ways of distributing/releasing of European A/V and cinematographic works and encouraging the networking and exchange of information and good practices between professionals. These activities shall be organised and coordinated by a grouping composed of at least 3 different entities from 3 different countries participating in the MEDIA Sub-programme.


Activities must start between 01/06/2015 and 31/05/2016.


Budget

 

The total budget available is estimated at 3,53 M €.

 The financial contribution of the Union cannot exceed:

- 60% of the total eligible costs of the action in case of action taking place in countries participating in the MEDIA sub-Programme;

- 80% of the total eligible costs of the action in case of action taking place in countries outside the MEDIA sub-Programme.
