While the Code is set to be finalised by late May or early June, the first draft of the Commission guidelines will come by late April/early May, meaning that guidelines will likely be adopted later than the Code of Practice. As such, disclosure obligations could be locked in before the definitions determining their exact scope are officially confirmed.
