Groundwater is the backbone of rural economy in both semi-arid and arid regions of India. The past four decades have witnessed an explosion in well numbers in these regions for irrigated farming. The government finance for well digging and pump installation with capital subsidies, massive rural electrification and pervasive energy subsidies all have enabled this process to aggravate. Today, the resource is heavily over-exploited in many of these regions.

The crisis in Indian agriculture, which has been building up for decades, is not one of declining profitability but of non-viability of the bulk of landholdings. The number of these holdings is fast increasing, and even the extent of non-viable land in the total cultivable area is expanding. Merely boosting the productivity of smallholdings is not sufficient, and their non-viability hinders capital formation in agriculture. The main reason behind the crisis is that employment opportunities in non-agricultural sectors are not growing fast enough.

Lors de son discours destiné à expliciter les grandes orientations de la politique agricole française à la veille du dernier Salon de l’Agriculture, le président de la République Emmanuel Macron a évoqué la mise en place de « verrous réglementaires » aux rachats de terres agricoles en précisant qu’il s’agissait d’« un investissement stratégique dont dépend notre souveraineté ». Pourquoi cette sémantique solennelle plutôt réservée habituellement aux technologies de pointe qu’à l’agriculture française ?
