국회회의록의 변신은 무죄사실 무죄가 아니라 칭찬 받아 마땅한 일from.rEdbEaN얼마 전 『기록과 사회』에서 스큐어모피즘(skeuomorphism)에 관한 재미있는 글을 읽었다. 저자는 지금의 전자기록관리가 스큐어모피즘 디자인 기법과 유사하다고 지적한다. 종이기록의 '형식'을 흉내 내는 전자기록의 경우 UX 관점에서 사용자에게 익숙함을 줄 수는 있지만, "반대로 현실의 불필요한 장치와 형태를 디지털 공간에 억지로 구현함으로써 오히려 사용자 경험을 방해하거나 새로운 패러다임 전환을 저해한다"는 지적은 오늘날 공공기관의 전자기록관리 현실을 곱씹게 만든다.
그 와중에 기록인 지인 한 명이 보내준 AI 활용 공문서 작성법을 담은 유튜브 영상도 흥미롭게 봤다. 우리나라의 공공기관은 '공문서'라는 멋지고 위엄 있는(!) 서식과 스타일에 와꾸를 맞추어 디지털 갈라파고스의 원흉(?)으로 꼽히는 hwp 파일 포맷(요새는 뒤에 x 하나 붙긴 했다만)으로 문서를 만든다. 그런데 생성형 AI 시대에 인공지능을 접목하지 않을 수 없지! 그리하여 영상과 같이 AI를 통해 공문서를 자동으로 뚝딱 '양산'할 수 있도록 했다. "어쨌거나 우리는 공문서 서식은 포기할 수 없다!"는 굳은 결기 같은 게 느껴진다. 멋지다! (반어법입니다.)
이런 형식주의의 이면에는 『기록과 사회』의 또 다른 글에서 다룬 “문서 형식이 드러내는 욕망”이 도사린다. 공무원들은 기계적으로 기존의 양식을 차용해 문서를 작성하지만, 그 ‘형식’이 곧 사고의 틀을 규정한다. 마크다운 문법에 익숙한 세대에게 각종 불릿 기호와 들여쓰기, 줄과 자간 맞춤, 상사 취향의 폰트와 현란한 그라데이션(!)까지 감내해야 하는 공문서 양식은 낯설고 갑갑하기만 하다. 형식 자체가 사고의 자유로움을 제약한다.
그럼에도 공공기관에 변화가 없었던 건 아니다. 지방의회는 2010년대 초반부터 HTML 기반의 전자회의록을 도입하며 웹 브라우저에서 회의록 검색·열람이 가능한 환경을 확산시켰고, 2020년대 들어서는 반응형·모바일 최적화를 통해 사용성까지 개선했다. 종이형 회의록을 전자 파일로만 바꾸던 단계에서 한 걸음 더 나아가 웹 네이티브 환경으로 회의록을 옮겨놓은 것이다.
그리고 올해 3월, 국가기관 중에서도 보수적이기로 유명한 국회가 마침내 큰 결단을 내렸다. 국회회의록시스템을 전면 개편해 회의록의 기본 형식을 XML(eXtensible Markup Language) 기반으로 전환한 것이다. 제20대 국회 이후 회의록부터는 웹에서 보다 읽기 쉽고 빠르게 접근할 수 있으며, 별도의 앱 설치 없이도 모바일 최적화 화면을 제공한다. 회의록 UI도 모바일 메신저에 익숙한 세대가 쉽게 접할 수 있도록 노력한 흔적이 보인다. 국회사무처 안내에 따르면 그 외에도 아래와 같이 기능 개선이 이루어졌다.

아직 전체 회의록이 변환된 건 아니고 제20대 국회 이후는 XML로, 이전 대수는 한글·PDF를 병행 제공한 뒤 순차 전환할 예정이란다. 이것 역시 기존 종이 회의록과 데이터화 두 마리 토끼를 다 잡겠다는 계산 같은데, 꽤 성공적이라 생각한다. 어쨌든 구조화된 데이터로의 이행이 본격화된 셈이다.
이 정도만 해도 커다란 변화지만 나름 기록을 전공한 사람의 입장에서 볼 때 여기서 한 걸음 더 나아가면 어떨까 싶은 바람이 있다. XML이 사실 다 같은 XML이 아니다. 의회·입법 문서를 위해 국제적으로 널리 쓰이는 Akoma Ntoso(AKN)라는 표준이 있다. AKN은 의회 회의록, 법률, 의안, 판결문 등 의회 및 입법 기록과 관련된 공문서를 머신 리더블하게 표현하기 위한 XML 어휘 체계다. 2018년 OASIS가 표준으로 채택했고, 문서 구조와 메타데이터를 정합적으로 담아 식별·교차참조·개방 데이터를 뒷받침한다(자세한 XML Vocabulary는 링크 참조). 이 표준이 엄청 새로운 건 아니고 이미 해외의 주요 의회 및 법률 관련 기관들이 다양한 방식으로 AKN을 적용하고 있다.
대표적으로 유럽의회는 오래전부터 AKN 기반으로 시스템을 구축해, 다국어 번역·개정 트래킹·개정안 간 충돌 탐지 등 의회 편집 공정에 대한 디지털화를 추진했다. 이는 회의록과 의안, 법률 개정안 등을 해당 표준으로 묶어 상호참조가 가능한 데이터 자산으로 전환한 대표적인 사례로 꼽을 수 있다.
유럽 의회 사례는 단순히 ‘파일 형식’을 바꾼 것이 아니라, 문서의 구조와 의미를 기계가 이해할 수 있게 표현함으로써 검색·버전 관리·교차 참조·재사용(오픈데이터)까지 데이터의 다운스트림 활용 가능성을 열었다는 데 의의가 있다.
이번 국회회의록시스템의 전면 개편은 분명 큰 진전이지만, AKN 같은 국제 표준을 적용한다면 다음 단계가 한결 수월해진다. 예컨대,
발언 단위마다 안정적인 식별자와 영구 URI를 부여하고,의안·법률·회의록 간 상호참조 링크를 기본 구조로 내장하여,버전·정오표·수정 이력을 표준화함으로써,향후 개방 API에서 조항·발언·주제어 단위로 회의록이나 의안의 내용이 제공될 수 있다.
해외 사례가 만능은 아니겠지만(필자도 사실 이에 대한 공부가 많이 부족한 상황이다!) 데이터 기반 구조화는 의회 내부에서 보면 문서의 편집 공정과 관련된 디지털 전환(문서를 작성하고, 검토하고, 개정하고, 공표하고, 보존하고 등등)을 촉진하고, 외부에서는 연구, 언론보도, 시민 감시, 시각화 활용 등으로 이어진다. 나아가 AI가 ‘형식’을 모방하는 수준을 넘어, 구조화된 의미(메타데이터·관계·식별자)를 활용해 맥락을 읽고 질문에 정확히 답하는 도구로 진화하게 만든다. 지금까지 민간 영역에서 밤새 회의록을 파싱하던 수고는 표준 기반 데이터로 대체될 것이다. AI 시대를 맞이하여 그 부가가치는 공급자인 공공기관에서 상상하는 것 그 이상이 될 테다.
사실 개인적으로 국회회의록과 관련해서는 그동안 변두리에서 문제 제기만 했지, 직접적으로 기여한 바는 없다. 그래서 더 반갑다. 변화에 더딘 국회가 조금은 늦었지만 XML 전환이라는 큰 결심을 했고, 이제 표준화와 개방 데이터라는 다음 과제를 눈앞에 두고 있다. 지방의회가 일찍이 닦아 놓은 회의록 데이터화의 경험 위에서, 대한민국 국회가 ‘형식의 틀’을 넘어 ‘구조의 언어’로 전환해 국회회의록이 데이터 인프라의 핵심 자신이 되길 기대한다.
