Motion Picture Association Canada has revealed the scale of pirate site-blocking around the world. In a submission to the CRTC, the Hollywood group states that at least 42 countries are now obligated to block infringing sites. In Europe alone, 1,800 sites and 5,300 domains have been rendered inaccessible, with Portugal, Italy, the UK, and Denmark leading the way.

In its newly released "Industrial Strategy" plan the UK government remains committed to protecting copyright holders. In addition to funding copyright education efforts, it will help to broker voluntary anti-piracy agreements between online services and copyright holders. If these efforts have produced no results by the end of the year, laws may be strengthened.

Cloudflare has suffered a setback in the piracy liability case filed against it by adult publisher ALS Scan. A federal court in California ruled that the CDN provider can substantially assist copyright infringements by hosting cached copies of files. Whether Cloudflare did this and if it's indeed liable, is now a matter for a jury to decide.

Rightsholders and ISPs in Belgium have agreed to present a list of 450 domains to a judge alongside allegations they facilitate illegal downloading. With the ISPs keen to assist but without accepting any liability, it appears that the collaborative process will lead to the blocking of the domains while avoiding complex and costly legal proceedings.
