LUO YUQUAN can barely hide his glee. The Chinese new year jamboree thrown by the China Cultural Centre (CCC) in Tokyo, which he heads, has gone swimmingly. Ethnic-Tibetan singers flown in from China enchanted the audience, many of whom danced along to the catchy tunes. Copious Tsingtao beer helped sustain the high spirits.

As for the real meaning of the clumsy metaphor to describe it—the Belt and Road Initiative (BRI)—debate rages.
The term itself is confusing.

TIANJIN, a northern mega-city, has produced some of China’s wittiest comedians. It is a good thing that its 15m residents have a sense of humour. Their hometown was, at points over the past decade, the fastest-growing of China’s 31 provincial-level regions. Since the beginning of last year it has been the slowest (see chart).
