Joint AI Laboratory to open in the Grand Duchy as part of agreement.
Digital Luxembourg, Luxembourg’s research community & NVIDIA launch collaboration following MoU last summer
January 30, 2019 – Luxembourg announced today that it will become the first European country to launch an AI partnership with NVIDIA, a global pioneer in AI technology and GPU computing.
This collaboration follows a memorandum of understanding (MoU) signed on July 5, 2018 by NVIDIA and the Luxembourgish Government.
As part of this national agreement, a joint AI laboratory will be set up in Luxembourg. Here, the nation’s research community will have access to state-of-the-art NVIDIA hardware and software, as well as the opportunity to work closely with the organization’s world-class computer scientists.

SECURITYMADEIN.LU is pleased and honored to represent the Grand-Duchy of Luxembourg in the construction of the future guidelines of the OECD on cybersecurity. This is an important milestone in the country’s history that had benefited from the international organization’s publications in the development of its own strategy.
The OECD has been involved in the digital security sector since the early 1990s as part of its mission to promote policies that will improve the economic and social well-being of people around the world.
In 2002, the publication of the “OECD Guidelines for the Security of Information Systems and Networks: Towards a Culture of Security” was one of the main inspiration of the Luxembourg government to create a national culture of cybersecurity. The “cyberworld awareness and security enhancement services”, CASES, was created in response of these guidelines and to meet the needs of the growing digital economy. In line with the government’s strategy, this state-supported organization quickly developed the MONARC project, a risk assessment tool made available to private and public organizations.
From 2002 to 2015, the cybersecurity culture of the Grand-Duchy flourished and has been integrated into the national economic and social strategy. The first notable mention in the government program was officially made in 2009. It took only three years to develop the first National Cybersecurity Strategy, followed by two consolidated versions in 2015 and 2018. This trend also led to the creation of different entities such as BEE SECURE in 2008 and “Security made in Lëtzebuerg” (SMILE) in 2010.
All of these initiatives aim to implement the OECD guidelines at the national level. This resulted in a strategic alignment with the latest OECD recommendations on “Risk Management for Economic and Social Prosperity” published in 2015. This close correlation of vision was further confirmed at the presentation in 2017 of the report “Supporting an effective cyber insurance market”, which provided G7 countries with guidance for the development of this market. It was also a topical issue in the Luxembourg insurance sector which was discussed at the event organized by the Chambre des Métiers in the framework of the Cybersecurity Week Luxembourg 2018. Indeed, Luxembourgers are considered the most qualified in the world in terms of basic digital skills (over 90%). This very positive result rewards the efforts made for many years now by politicians, investors and developers in order to make Luxembourg the world nerve centre for ITC-related activities as well as a centre of excellence for cyber security and data protection. Xavier Bettel, prime minister of Luxembourg, and Serge Telle, minister of state of Monaco, signed a declaration of intent for "constructive exchanges" between the two administrations on digitisation on Thursday.
The declaration is the result of discussions between the Luxembourg State Centre of Technologies and Information (CTIE) and the Monaco delegation for the digital transition.
Monaco was represented by Frédéric Genta on this occasion on 6 December in Luxembourg, where he met Bettel.
Genta furthermore visited the Luxembourg Data Centre, which, according to the government, is a point of reference in Europe for the so-called "Green IT".
The Grand Duchy of Luxembourg and the Principality of Monaco would like to make the digital transition a priority. More precisely, they would like to modernise their respective administrations and promote innovation on the ground, both economically and socially.
The partnership is designed to enable the two countries to exchange expertise and experiment results with each other on a variety of topics such as the digitisation of administrative procedures and e-health.
In addition, the two small countries agreed to launch a study to safeguard sensitive data in a Luxembourg data centre with immunity guarantees and privileges resembling those of an embassy. Avec les nouveaux modèles d’enseignement, tous les équilibres, tous les codes sont remis en cause. Au sens strict du terme, il n’y a plus d’enseignant, pas de cours, pas de programme, rien que des cas concrets à résoudre en trouvant soi-même la solution ou en s’associant à d’autres élèves. Cette pédagogie met l’accent sur le comportement, les capacités à travailler à plusieurs et à apprendre très vite en autonomie.
Pour Romain Martin, vice-recteur pour les affaires académiques de l’Université du Luxembourg, «la principale erreur consiste à se focaliser sur les technologies elles-mêmes. Il ne faut pas simplement regarder l’outil, mais comment ces outils sont utilisés.» Une désacralisation des technologies pourtant au cœur des enjeux, au profit d’une démarche pédagogique nouvelle. Digitalisation des administrations publiques
Le Gouvernement Gambia 2 déclare vouloir poursuivre et intensifier « les efforts entrepris jusqu’à présent en matière de numérisation de toutes les étapes de travail des administrations publiques, aussi bien en interne qu’en contact avec les citoyens et les entreprises ». Il précise que tout échange entre l’Etat et les citoyens devra pouvoir être effectué par Internet. Parmi les éléments notables, le Gouvernement, en collaboration avec Guichet.lu, entend généraliser le recours à des chatbots pour faciliter l’accès des citoyens aux informations. Notons encore que sera introduite la possibilité de payer les factures émises par les administrations publiques par des méthodes de paiement numérique rapides, mobiles et sûres.
Faire du Luxembourg un « safe haven »
Les mécanismes de protection des données qui sont confiées à l’Etat par les citoyens et les entreprises seront examinés et renforcés. Les investissements dans la sécurité des infrastructures informatiques critiques seront poursuivis en vue d’une meilleure protection contre les cyberattaques et en vue de faire du Luxembourg un « safe haven » à l’échelle internationale.

Information Technology Law (IT Law) is a research area concerned with Ethics and Law for Information Technologies. The area has recently gained increasing interest, due to the rapid and pervasive deployment of Artificial Intelligence (AI) technologies within industrial products that we can find in our everyday life.
The first central concern is the demand of clear legal and ethical guidelines to channel this development. The research area is receiving worldwide attention not only due to the disruptive impact it may have on the labour markets, but also because of the complex socio-ethical and legal questions it poses in combination with its manifold and complex technological challenges.
The second central concern is the relationship between humans and AI technology: there is a potential danger of raising negative attitudes in society towards the development and deployment of modern artificial-intelligence technology (e.g., by often poorly informed, biased media reports), while there is at the same time an education gap regarding the actual state-of-the-art and the predictable future in the development of intelligent autonomous systems. There’s no reason AI can’t take ethical actions/moral decisions, but a pure artifact, with no human component, should never be held to be the moral agent or the legally responsible party; justice and responsibility are concepts by which we humans organize our own societies, and which rely on human interests, drives, and capacities in order to steer behavior in ways appropriate to maintain those societies.
Law and Ethics for Science and Technology aims at developing and studying means to make the use of AI technologies in critical areas in a safe, sustainable and responsible way. Ethics-by-Design concerns the methods, algorithms and tools to endow autonomous agents with the capabilities to reason about the ethical aspects of their decisions, as well as the methods, tools and formalisms to guarantee that agents’ behavior remains within given ethical and moral bounds. Madhumalti Sharma et sa fille Avanti ont crée une «école» de code pour les enfants - une passion qui se transmet dès le plus jeune âge
La famille Sharma est originaire d’Inde, ses membres ont voyagé dans plusieurs pays avant d’arriver au Luxembourg il y a neuf ans pour le travail. Madhumalti la maman a commencé à coder à l’âge de 15 ans. Elle a transmis sa passion à ses enfants: «Mon père était un ingénieur électrique, il m’a transmis son amour des sciences et j’ai commencé à coder à une époque où ce n’était pas aussi évident qu’aujourd’hui, j’ai appris seule, mais je trouvais ça amusant. Les parents se plaignent que leurs enfants jouent trop aux jeux vidéo, qu’ils sont finalement très passifs.
Mais plus ils comprennent comment ça marche, le mieux c’est. C’est comme apprendre une nouvelle langue. Je voulais transmettre cette passion à mes enfants. Nous ne devons pas être passifs face aux nouvelles technologies, il faut se les approprier, je pense que c’est très important». Zuweisung durch Computersystem
Zu diesem Zweck werden die LKWs ganz dicht aneinander in Reihen geparkt; wie auf einer Autofähre. Damit niemand von anderen Trucks zugeparkt und am Weiterfahren gehindert wird, soll ein Computersystem bei der Zuweisung der Stellplätze helfen.
Ein Computerterminal, an das die Lastwagenfahrer bei ihrer Einfahrt in die Raststätte anhalten, berechnet die Abfahrtzeiten und Länge des Lastwagens und weist dem Fahrer nach einer kurzen Berechnung einen Stellplatz zu, in den er sich zu stellen hat. So kann man beruhigt in die Pause gehen, die man sich selbst gesetzt hat, und kommt später sorglos wieder raus.
Auf diese Weise können die Trucks dicht an dicht stehen, ohne zu befürchten, dass sie nicht mehr weiter können - und auf derselben Fläche kommen mehr Laster unter. Das System ist als „telematisch gesteuertes LKW-Kolonnenparken“ (TGL) bekannt und europaweist patentiert; erfunden hat es Dr. Klaus Manns, M+C LKW-Parkysteme hat die Lizenz für den Vertrieb. Das System soll zudem per Lasermessgeräten überwacht werden, falls sich doch jemand falsch parken sollte.
Das Konzept ist bereits in Deutschland bei Montabaur, Regensburg oder Velburg erprobt und eingesetzt worden, wo sich die Anzahl der Stellplätze stets erhöhte. La 5G est l’un des piliers de la transition numérique du Luxembourg. La feuille de route, dévoilée en septembre dernier par le gouvernement, fixe le cadre pour le déploiement du réseau de communication mobile de cinquième génération et entend imposer le pays comme l’un des pionniers de la 5G. Mais au fait, où en est-on?
«Il est hors de question que le Luxembourg rate le train de la digitalisation», martèle Xavier Bettel, l’actuel formateur du prochain gouvernement du Grand-Duché. C’est le sens du plan stratégique défini en vue du passage à la 5G. Le futur réseau de communication mobile doit en effet permettre l’émergence de technologies et de services innovants dans les domaines de l’IOT, de la télémédecine, de la réalité virtuelle ou encore des transports. Pour que l’inventivité des entreprises puisse se libérer, encore faut-il qu’elles disposent d’un réseau opérationnel. Le Premier ministre, Xavier Bettel, a annoncé la création d'un centre national de mitigation des attaques DDoS pour les situations de crise, mardi matin à l'ouverture des 9es Luxembourg Internet Days à la Chambre de commerce. Les attaques «DDoS» se portent bien, merci. Les attaques par déni de service (DDoS en anglais), qui mobilisent des milliers d'ordinateurs, volontairement ou non, pour se connecter au même site internet en même temps sont toujours plus nombreuses. Le serveur attaqué ne parvient plus à répondre à toutes les demandes et s'arrête de fonctionner. Ces attaques de plus en plus sophistiquées coûtent de plus en plus cher aux entreprises, plus de 250.000 dollars par attaque cette année selon Kasperky, un fournisseur russe de solutions informatiques. Lorsque les experts diront que les sites publics sont victimes d'une crise d'ampleur, le HPCN déclenchera la situation de crise et le centre devra agir.
Comment? Par l'intermédiaire du Lu-CIX. Fondé en 2009, le «Luxembourg Commercial Internet exchange» a «formé» un réseau dans six centres de données du pays, capable aujourd'hui de gérer 144 gigabits de trafic par seconde – nouveau record. D'ici mars, sa «tuyauterie», ses câbles, seront dimensionnés pour 200 Gbps sans difficulté. Ce lifting à moins d'un million d'euros s'accompagnera du recrutement de deux ingénieurs réseau, ont indiqué le président du conseil d'administration du GIE, Marco Houwen, et son directeur général, Claude Demuth. La confiance d’autres États
L’État luxembourgeois peut aujourd’hui se targuer d’un haut niveau de maturité, au point de recevoir la confiance d’autres nations qui, comme l’Estonie, ont choisi le Grand-Duché pour y installer leur ambassade digitale. «Nous sommes parvenus à marier les nouveaux concepts de sécurité informatique à des protocoles plus anciens, ceux de la diplomatie, pour créer un nouveau service. À travers une ambassade digitale, un pays peut préserver toutes les données indispensables à sa survie», explique François Thill.

Avec cet environnement de confiance, Luxembourg veut, de la même manière, attirer d’autres acteurs désireux de développer des activités numériques. «Notre volonté est de démontrer que les données seront mieux protégées au Luxembourg», assure François Thill. Dans cette optique, l’État continue d’investir, notamment dans une infrastructure qui permet de mieux protéger le réseau d’attaques de type «déni de service», ou encore en faveur de l’émergence d’une offre dans le domaine de la cyberassurance.
Sensibiliser et collaborer
Le niveau de maturité d’un État en matière de cybersécurité ne peut pas dépendre uniquement du secteur public. Il est important que les bons principes de gouvernance soient aussi appliqués par les acteurs du privé. «Le niveau de maturité peut fortement varier d’une entreprise à l’autre», poursuit François Thill. «Les grandes entreprises sont le plus souvent bien protégées. Dans beaucoup de PME, cependant, on prend rarement le temps de réfléchir aux risques, à leurs impacts et aux mesures à prendre pour protéger l’activité.»

Beaucoup continuent à penser que la cybersécurité implique des investissements importants. «C’est faux», conteste François Thill. «80% de l’effort à réaliser consiste en une bonne sensibilisation des personnes autour de quelques principes de base, comme le choix de mots de passe sécurisés, une bonne gestion des accès, le signalement de comportements suspects... Die luxemburgischen Regierung will in möglichst vielen Teilen des Landes Wifi installieren. «Die Verbesserung der Konnektivität ist eines der Ziele des Programms Digital Luxembourg», erklärten Premierminister Xavier Bettel (DP) und Innenministerin Taina Bofferding (LSAP) am Montag auf eine parlamentarische Anfrage des Abgeordneten Sven Clement von der Piratenpartei. Der Ausbau der Wifi-Angebote ermögliche es, den Internetzugang zu verbessern, aber auch «die Mobilfunknetze zu entlasten», so die Minister.
«In den meisten Verwaltungen» sollen öffentliche Netzwerke installiert werden, so Bettel und Bofferding. Auch die CFL ist dabei die Bahnhöfe des Großherzogtums aufzurüsten. Darüberhinaus ermutigt die Regierung die Gemeinden, «beliebte Orte wie Kultur- und Sportzentren» ebenfalls mit kostenlosem Wifi auszustatten. Depuis quelques années, le Luxembourg multiplie les efforts pour se positionner en réelle nation digitale. Le chemin parcouru est considérable. Bien connecté, avec des infrastructures résilientes et des compétences ICT poussées, le pays dispose désormais de solides atouts. Mais il lui reste encore de nombreux défis à relever.
Le Luxembourg peut-il aujourd’hui prétendre au statut de «digital nation»? «Sans doute plus qu’hier et moins que demain, explique Mario Grotz, premier conseiller de gouvernement au ministère de l’Économie, chargé de la direction générale Recherche, propriété intellectuelle et nouvelles technologies. C’est un enjeu essentiel de façonner un écosystème digital qui puisse soutenir le développement de l’économie, mais aussi améliorer la qualité de vie de chacun. La digitalisation globale qui s’accélère dans tous les domaines de notre société va-t-elle conduire à une destruction massive d’emplois ? Malgré de nombreux démentis argumentés, cette question reste prégnante et suscite toujours de nombreuses inquiétudes, au Luxembourg comme ailleurs. « Ce n’est pas nouveau : à chaque révolution technique qui se produit au cœur de nos sociétés, cette peur ressurgit, tempère Nicolas Schmit, ministre du Travail, présent ce mercredi soir lors d’un événement consacré au sujet au siège de KPMG Luxembourg. Concernant la transformation digitale, l’inquiétude a été attisée par une étude de l’université d’Oxford, publiée aux alentours de 2014, et qui expliquait que plus de 40% des métiers pourraient bientôt être automatisés par des robots. Toutefois, les résultats de cette étude ne sont pas complets : si certaines professions seront impactées par l’automatisation, elle ne pourront pas être remplacées à 100% par des robots. «5G ist eine Frage der nationalen Souveränität. Das bedeutet, dass wir uns nicht von anderen Ländern diktieren lassen dürfen, weil sie technologisch fortschrittlicher sind», erklärte Premierminister und Minister für Kommunikation und Medien, Xavier Bettel, am Donnerstagmorgen auf einer Konferenz des Service des médias et des communications bezüglich der Umsetzung eines 5G-Netzes in Luxemburg. «5G ist nicht nur eine Erhöhung der Bandbreite, es wird Unternehmen anlocken und Arbeitsplätze schaffen», erklärt er weiter. Die fünfte Generation des Mobilfunks (5G) soll Daten mit bis zu zehn Gigabit pro Sekunde übertragen. Derzeit befindet sich dies noch in der Testphase. Die EU plant, dass die Technologie bis 2020 marktreif sein soll.
Die Strategie soll gemeinsam mit den anderen Ländern der Europäischen Union durchgeführt werden. Der Premierminister nutzte die Gelegenheit am Donnerstag, um die nächsten erforderlichen Schritte zu erläutern: So werden in Luxemburg die Lizenzen für die verschiedenen Bandbreiten im zweiten Quartal 2019 und in der zweiten Jahreshälfte 2020 vergeben. The Huawei telecom company has just published the 2018 edition of its report on digital connectivity, with its composite Global Connectivity Index (GCI), which analyses the performance of 79 countries worldwide in terms of their digital performance. This year - for the first time - the company has looked into the situation in the Grand Duchy. And the Grand Duchy comes out well: 13th place in the global ranking, and 6th place in the EU.
Experience in digital technology: the Grand Duchy's strong point
With a score of 63 out of 100, the Grand Duchy ranks 13th in the Global Connectivity Index. The global ranking is headed by the United States (78/100), followed by Singapore (75) and Sweden (73). The Netherlands rank 8the (67), Germany 14th (63), Belgium 18th (61), and France 19th (61). This puts the Grand Duchy and its neighbours among the 20 'frontrunners' in the ITC world - countries that make intelligent use of connectivity to accelerate the growth of their digital economy. Seit Beginn der Testphase im Juni 2015 legten nach Angaben des Gesundheitsministeriums 55.437 Patienten in Luxemburg die elektronische Gesundheitsakte «Dossier de Soins Partag (DSP)» an. Nur ein geringer Bruchteil davon (0,8 Prozent) ließ sie wieder löschen. Die Akte soll den Austausch von Gesundheitsdaten zwischen den Medizinern und den Patienten erleichtern.
Auf die Daten können mittlerweile 237 Mediziner in vier Kränkenhäusern und drei Analyselabors zugreifen. Das DSP ist eine elektronische, persönliche und gesicherte Gesundheitsakte, die alle wesentlichen Gesundheitsinformationen der Patienten umfasst und eine bessere Überwachung durch die Ärzte ermöglichen soll. Beispielsweise kann durch das DSP vermieden werden, dass ungeeignete Medikamente verschrieben werden. Sie ersetzt nicht die herkömmliche Patientenakte, die alle Mediziner nach wie vor führen müssen. Allerdings werden wohl bald die Gesundheitsdaten aller Bürger in dem elektronischen Dokument erfasst. Darauf drängt die Regierung. Joint AI Laboratory to open in the Grand Duchy as part of agreement.
Digital Luxembourg, Luxembourg’s research community & NVIDIA launch collaboration following MoU last summer
January 30, 2019 – Luxembourg announced today that it will become the first European country to launch an AI partnership with NVIDIA, a global pioneer in AI technology and GPU computing.
This collaboration follows a memorandum of understanding (MoU) signed on July 5, 2018 by NVIDIA and the Luxembourgish Government.
As part of this national agreement, a joint AI laboratory will be set up in Luxembourg. Here, the nation’s research community will have access to state-of-the-art NVIDIA hardware and software, as well as the opportunity to work closely with the organization’s world-class computer scientists.
