Luxembourg and France today signed a new framework agreement aimed at strengthening and deepening cooperation between the two countries' space agencies and their space sector.

In 2009, the two countries signed a first framework agreement, which came to an end in 2015. This renewed collaboration reaffirms the will of France and Luxembourg to collaborate and makes a focus on the development of concrete bilateral projects. Dr. Marc Serres, CEO of the Luxembourg Space Agency (LSA), signed the memorandum of understanding (MoU) for the Grand Duchy, whilst Dr Philippe Baptiste, Chairman and CEO of the National Centre for Space Studies (Centre national d'études spatiales - CNES), signed for France.

Au cours du deuxième trimestre 2021, le prix moyen du mètre carré des appartements existants au Luxembourg a augmenté de 6,7% par rapport au trimestre précédent et surtout de 19,1% par rapport au deuxième trimestre 2020.

Luxembourg is renowned for its top of the range data infrastructure, notably in terms of connectivity, data storage capacities and cybersecurity expertise. One of the best indicators of its trustworthiness is the fact that Monaco has followed in the footsteps of Estonia and opened a data embassy here.

The decision to open the data embassy was sealed in July 2021, when Luxembourg Prime Minister Xavier Bettel and Monegasque Minister of State Pierre Dartout signed an agreement regarding the hosting of Monegasque data and information systems in Luxembourg. The agreement was based on a declaration of intent dating from 2018.

The third annual edition of the Digital Quality of Life Index (DQL) has ranked Luxembourg 15th among 110 countries in the 2021; according to the global digital wellbeing study, Luxembourg excels in internet quality, but lacks e-security.

Covering 90% of the global population, the DQL study is conducted by the cybersecurity company Surfshark and evaluates countries based on a set of five fundamental digital wellbeing pillars. Luxembourg excels in four, specifically in internet quality (ranks 6th), e-infrastructure (9th), internet affordability (ranks 13th) and e-government (22nd), but displays comparatively lower results in e-security (32nd).

Schulpflicht von 16 auf 18 Jahre angehoben

Bei der Erzieherausbildung wird ab 2022 ein neues DAP mit der Bezeichnung „Education“ eingeführt. Dieses Diplom befähige die Absolventen, in „Crèches“ oder „Maisons relais“ zu arbeiten. Ebenfalls im Rahmen der „Formation professionnelle“ wird ab November dieses Jahres das „Digital Learning Hub“ auf Belval vorgestellt. Hier sollen spezifische Weiterbildungen in den Bereichen „Design Thinking“, „Blockchain“, „Cybersecurity“ und „Coding“ angeboten werden. Diese Weiterbildungen seien für Erwachsene gedacht und könnten sich über ein paar Wochen bis zu ein paar Monaten hinziehen, so Meisch.

Zu den neuen Reformen gehört laut Claude Meisch die Anhebung der Schulpflicht von 16 auf 18 Jahre. In den nächsten Wochen werde er dazu einen Gesetzestext vorlegen. Daneben wird die Hausaufgabenhilfe reformiert. Diese soll für sämtliche Schüler gleichermaßen zugänglich gemacht werden, so der Minister. Daneben sollen alternative Angebote für Schulabbrecher erörtert werden. Zu einer weiteren weitreichenden Reform will Meisch ebenfalls in den nächsten Wochen einen Gesetzestext vorlegen. Es geht um eine verbesserte schulische Integration der „Primo-arrivants“, also jener Schüler, die aus dem Ausland kommen und zum ersten Mal an einer Luxemburger Schule unterrichtet werden.

Concrètement, afin de faciliter le parcours du patient entre les différents services médicaux, les quatre principaux hôpitaux du pays peuvent partager des examens d’imagerie médicale. Cette démarche permet aussi un meilleur archivage. Pratiquement, avec l’accord du patient (sous condition d’un dossier de soins partagée (DSP) en ordre), un médecin peut consulter plus rapidement les clichés dont il a besoin.

Cela devrait permettre aussi au médecin de gagner du temps et de ne plus s’encombrer de matériel du type CD. Cela générera en outre une réduction des dépenses de soins de santé. En effet, les autorités espèrent voir une nette diminution de la répétition d' examens identiques pour un même patient.

Il faut savoir que les quatre hôpitaux (le Centre hospitalier de Luxembourg (CHL), le Centre hospitalier du Nord (CHdN), le Centre hospitalier Emile Mayrisch (Chem) et les Hôpitaux Robert Schuman (HRS)), réalisent annuellement 860.000 imageries médicales.

Luxembourg est l’endroit au monde qui paie le mieux les salariés qui y sont recrutés dans la cybersécurité, affirme une étude de Techshielder… mais les places sont chères, et le coût de la vie est élevé. L’offre de formations continue de s’y étoffer intelligemment.

À 129.163 euros le salaire annuel, Luxembourg est la ville qui paie le mieux ses experts en cybersécurité dans le monde. Inutile de s’y précipiter, nuancent aussitôt les analystes de Techshielder: le coût de la vie y est plus élevé que dans les autres villes étudiées dans son étude publiée début août, et le nombre de places y est nettement inférieur. Mieux vaut aller, selon eux, à Washington, Singapour et Berlin, dans l’ordre du podium.

At a press conference on Monday, Marc Hansen, Luxembourg's Minister Delegate for Digitalisation, and Pit Peporté, President of the non-profit organisation ErwuesseBildung (EwB), presented the digital skills training courses for adults developed in the context of an agreement signed in February between the two parties.

Through this agreement, the Ministry of Digitalisation aims to support individuals who experience difficulties in the face of new technologies and the changes they bring to their lives, for example regarding state services.

“We are committed to continuing to provide citizens with traditional channels of communication with the state. However, for those who wish to go digital, it is essential to give them the means to develop their digital skills which will guarantee a correct and safe use of these new tools”, commented Minister Marc Hansen.

Das Luxemburger Labor Ketterthill hat auf seiner Website einen Datendiebstahl gemeldet, der nach einem Transfer von Kundeninformationen an ein Partnerlabor passiert sein soll. Die Kundendaten seien demnach zuvor an das französische Labor Cerba geschickt worden. Ketterthill ist Teil der Cerba-Healthcare-Gruppe. In der entsprechenden Mitteilung auf der Website heißt es: „Das Cerba-Labor hat uns darüber informiert, dass es Opfer eines Datendiebstahls geworden ist, nachdem einer seiner Dienstleister, der für das Hosting einer seiner Datenbanken zuständig ist, ausgefallen ist.“

Bestimmte biologische Verfahren, die von Ketterthill zwischen dem 1. Januar 2017 und dem 24. Juni 2021 an Cerba vergeben wurden, könnten von diesem Vorfall betroffen sein, erklärt das Unternehmen. Die entsprechende Datenbank sei nach Entdecken des Vorfalls umgehend isoliert und unzugänglich gemacht worden. „Bislang wurde keine böswillige Verwendung der Daten festgestellt“, teilt das Labor mit. Der Datendiebstahl sei den zuständigen Behörden in Frankreich und Luxemburg gemeldet worden.
