For the first time, the Luxembourg National Research Fund (FNR) has committed funding to two space related projects contributing to the development of the SpaceResources.lu initiative. Two public research institutions each receive funding for collaborative projects with the lunar exploration company ispace, representing an FNR commitment of around 700,000 EUR.

The projects – involving the Luxembourg-based company ispace Europe S.A., the Luxembourg Institute of Science and Technology (LIST) and the Interdisciplinary Center for Security, Reliability and Trust (SnT) at the University of Luxembourg - were retained for funding in FNR’s 2017-2 CORE-PPP and AFR-PPP Calls respectively.

Luxembourg, a pioneer in space

Luxembourg has received a fair amount of international attention after the recent passing of a new law on the exploration and use of space resources. The Grand Duchy is the first European country to offer a legal framework ensuring that private operators can be confident about their rights on resources they extract in space. This framework is a key action of an overall strategy to be implemented by the Luxembourg Ministry of the Economy within the SpaceResources.lu initiative whose goal is to support innovative projects in advanced space technologies.

Luxembourg has a long history of space innovation. In 1985, a public-private partnership effort launched Société Européenne des Satellites, today known as the largest global commercial satellite operator SES having its operational headquarters in Luxembourg.

SES is leadîng a European consortium of industry partners to sign an agreement with the European Space Agency (ESA) to set up Pacis-1, a new satellite communication platform for governments that is aimed at making secure satellite communications accessible and available to governments and institutions.

Pacis-1 is part of the ESA’s Govsatcom Precursor programme and is the first step in demonstrating how the European space industry can support the EU’s Govsatcom initiative and leverage governmental and commercial satellite services to provide secure access to satellite communications for a wide range of governmental applications. The project will demonstrate in-field usage of the system for civil protection, border control, humanitarian missions, maritime surveillance, among other applications.

Under the agreement, SES will put in place the architecture and service concept of Pacis-1, leveraging the space assets and ground infrastructure of the stakeholders involved in the project.

Die erste Konferenz in Luxemburg zum Thema „New Space Industry“ ging gestern nach zwei Tagen zu Ende. Alle wichtigen Akteure waren da, wie Wirtschaftsminister Etienne Schneider erklärte. Und das unterstreiche das große Interesse der Teilnehmer an der luxemburgischen Initiative „SpaceResources.lu“. Für alle diese neuen „Space Starups“ war die Konferenz nicht nur ein Erfahrungsaustausch und die Möglichkeit, Kontakte und eventuell sogar Investoren zu finden.

Together with the Space Frontier Foundation, the Ministry of the Economy of the Grand Duchy of Luxembourg is organising the NewSpace conference. This is the first time the famous event will bring together major players in the commercial space industry outside the USA. Under the slogan 'New Frontiers of Opportunity', the conference creates a place to exchange ideas, meet and find economic opportunities for players in the space industry.

Until now space was an area reserved for States, but it is becoming increasingly appropriated by the private sector, with companies in the field of reusable launchers or miniature satellites. By positioning itself as a European hub for the use and exploration of space resources, with its SpaceResources.lu initiative , Luxembourg aims to boost its space sector with the development of a 'NewSpace' industry.

The programme and contributors

HRH the Hereditary Grand Duke will attend the conference opening ceremony which starts at 9.00 on Thursday 16 November. After a message from the CEO of Tesla and SpaceX Elon Musk, the opening speech will be given by the Deputy Prime Minister and Minister of the Economy Étienne Schneider, followed by speeches from the President and Director of Operations of SpaceX Gwynne Shotwell, and the President and CEO of SES, Karim Michel Sabbagh. The speakers also include the Director General of the European Space Agency (ESA) Johann-Dietrich Wörner, who will present the ESA's vision and take part in a round table based on a 'village' on the Moon.

The evening of Thursday 16 November 2017 is dedicated to the European award presentation ceremony as part of the Space Exploration Masters. This international competition organised by the ESA aims to identify successful technology transfers from space exploration programmes, as well as to reinforce and encourage commercial innovation in the context of space exploration activities. The Ministry of the Economy will also present a special award in the context of its SpaceResources.lu initiative.

Le gouvernement luxembourgeois a annoncé ce mercredi l’arrivée au Luxembourg de la société américaine Spire Global, nouvel acteur du domaine spatial.

Spire Global, société spécialisée notamment dans la récolte et l’exploitation de données tirées de petits satellites, active aux États-Unis, mais également en Asie, ouvrira un bureau à Luxembourg qui lui servira de siège européen pour le développement de ses services.

Am stärksten dürfte die russische Seite Luxemburgs Space-Mining-Projekt interessiert haben. Moskau habe zum Forum eingeladen, um Genaueres darüber zu hören, so Wirtschaftsminister Etienne Schneider (LSAP). Eine Diskussionsrunde war ausschließlich Luxemburgs Weltraumplänen gewidmet. Schneider stellt ein stark zunehmendes Interesse für Space Mining fest. In wenigen Tagen geht es weiter nach Houston zu einer Konferenz zum selben Thema. Rund 70 Firmen, vor allem Start-ups, hätten sich bereits beim Wirtschaftsministerium gemeldet.

Den Forumsdiskussionen in Skolkowo und einem anschließenden Arbeitstreffen mit Russlands Premierminister Dmitri Medwedew könnte bald eine Vereinbarung mit Russland folgen, sagte Schneider. Luxemburg wolle bei seinem Projekt alle mit ins Boot nehmen.


Gemeinsam müsse man prüfen, wie die friedliche Nutzung des Weltraums angegangen und wie die dafür notwendigen enormen Investitionen gestemmt werden können. Es gehe um Arbeitsteilung zwischen den Ländern, wobei jede Seite sein Puzzle-Teil einbringen soll. Russland verfüge u.a. über großes technisches Know-how.

 

Schneider denkt auch über einen Austausch von Fachkräften zwischen Luxemburg und Russland nach. Und beim nächsten Innovationsforum in Skolkowo 2019 könnte man mit einem nationalen Pavillon vertreten sein.

L’annonce ce mercredi de l’arrivée au Luxembourg de la suédoise GomSpace – spécialisée dans les nanosatellites – démontre une nouvelle fois le rôle de leader qu’a endossé le Luxembourg dans l’industrie spatiale en Europe et au-delà. Le ministre de l’Économie, Étienne Schneider, s’en réjouit.

 

Après avoir déjà signé un accord avec le Portugal, nous allons en signer un autre à la mi-octobre avec les Émirats arabes unis et en novembre avec le Japon. Puis nous allons encore négocier des contrats identiques avec la Russie et avec la Chine.

 

Ces pays, et d’autres encore, ont un business de l’espace important et déjà très développé chez eux, mais pour tout ce qui est des activités commerciales dans l’espace, ils s’intéressent à nous et souhaitent participer à ce que nous faisons.

 

Et je trouve plutôt génial que nous nous trouvions aujourd’hui dans le driver’s seat, que nous décidions dans quelle direction les choses doivent aller et que les autres nous suivent. C’est une chose à laquelle je ne m’attendais pas au début, lorsque nous avons lancé cette initiative.

Following his trip to New York as part of the UN General Assembly, Luxembourg Prime Minister Xavier Bettel continued his trip to the United States on the West Coast.

The Luxembourg Minister of State and Minister of Media and Telecommunications visited innovative companies which are active in the field of new technologies in San Francisco and met with several of their leaders.

In particular, Bettel had the opportunity to visit the AmazonLab126, which works in the research and innovation sector. During the interview with managers, they presented the latest developments of Amazon in Luxembourg. It was confirmed that the company with approximately 2,000 employees in the Grand Duchy will continue its development plan and the current target is to hire 350 additional staff.

Moreover, during a meeting with Cisco, the decision was made to set up a public-private partnership between Luxembourg and the company in the field of finance, security and education. On this last point, close co-operation with the University of Luxembourg will be foreseen.

The Prime Minister also visited Googleplex and in a meeting with Google CEO Sundar Pichai, the company presented its current and future projects and activities, before Bettel then went to Los Angeles, where he will have an interview with officials of Space X and Boeing.

It was confirmed that the company with approximately 2,000 employees in the Grand Duchy will continue its development plan and the current target is to hire 350 additional staff.

Moreover, during a meeting with Cisco, the decision was made to set up a public-private partnership between Luxembourg and the company in the field of finance, security and education. On this last point, close co-operation with the University of Luxembourg will be foreseen.

The Prime Minister also visited Googleplex and in a meeting with Google CEO Sundar Pichai, the company presented its current and future projects and activities, before Bettel then went to Los Angeles, where he will have an interview with officials of Space X and Boeing.

London-based venture capital fund manager Seraphim Capital has raised £70 million (€79 million) for its Space Fund. 

The company's primary focus is to invest in projects that commercialise data above the earth, collected either by satellite or drone.

 

The fund is backed by "a broad range of leading space and data analytics" companies, Seraphim said in a statement. 

Among them is Luxembourg-based satellite operator SES, which has 62 satellites in earth orbit.

 

"We've invested in the Seraphim Space Fund and joined the advisory board to enhance our capability to identify and engage with innovative developments along our existing value chains, as well as with opportunities adjacent to our core markets," Christophe De Hauwer, SES's chief strategy and development officer, said.

 

Other investors in fund include Airbus, Mumbai-based Rolta, California's Teledyne and Rome-headquartered Telespazio.

L’opérateur luxembourgeois de satellites SES a annoncé lundi le lancement d’O3b mPOWER, un nouveau système dédié aux communications en réseau à haute performance. En partenariat avec Boeing Satellite Systems, ce dispositif totalisera une couverture de près de 400 millions de km², soit les quatre cinquièmes de la Terre, renseigne un communiqué de presse du groupe.


Pour concrétiser ce projet, SES s’est allié avec Boeing Satellite Systems pour la construction de sept satellites d’orbite terrestre moyenne (MEO). SES exploite déjà un système doté de douze satellites de ce type mais ceux présentés lundi se distinguent par une superpuissance: la constellation disposera de 30.000 faisceaux configurables et orientables pour être basculés en temps réel afin de répondre aux évolutions de la demande. Dans son communiqué, SES qualifie O3b mPOWER de «système de bande passante le plus efficace jamais construit». Son lancement est prévu pour 2021.


«Nous mettons à profit la position de leader que nous occupons aujourd’hui en consolidant les capacités de notre constellation O3b existante en orbite terrestre moyenne», a commenté le président et CEO de l’opérateur basé à Betzdorf, Karim Michel Sabbagh. «SES ouvre une nouvelle ère en matière de connectivité et transforme en profondeur le rôle et les capacités des satellites».

Dix-huit mois après le lancement de l’initiative Spaceresources.lu, les acteurs du «new space» se donnent rendez-vous jeudi et vendredi au European Convention Center Luxembourg pour évoquer les opportunités liées à ce créneau. Une première qui entérine le rôle d’acteur-clé du pays pour le secteur.

Luxembourg generates almost 2% of its GDP from the space industry, economy minister Etienne Schneider said at a conference in the US on Saturday.

During his speech at the New Worlds Conference in Texas, Schneider said space mining is a focus for Luxembourg, CNBC reported.

He said the Grand Duchy is applying the same strategy to attracting space companies as it did to boost its financial sector – by using the same "liberal, extremely business friendly climate".

Speaking to CNBC after the event, Schneider described Luxembourg's space resources initiative as a "series of measures to position Luxembourg as the European heart of exploration and use of space resources" and said the industry has "strong public support".

The deputy prime minister said space mining is Luxembourg's present focus and while he does not foresee the industry exceeding 2% of the GDP in the very near future, he said it "could be 5%, but that may be 10 or 15 years".

Luxembourg's race to conquer the stars took a surprising pit stop this month: in the Middle East.

The space industry has been booming in Luxembourg, supported by the government as one of its "priorities" to diversify the economy.

It passed a law earlier this year providing an official framework for private investors and operators to explore and use space resources – the first of its kind in Europe.

Space exploration was firmly on the government's agenda on the official trade trip to the United Arab Emirates (UAE) and Oman on 9-13 October, led by Deputy Prime Minister and Economy Minister Étienne Schneider, alongside the Hereditary Grand Duke and Duchess of Luxembourg, Guillaume and Stephanie.

During the trip, a Memorandum of Understanding to start bilateral cooperation on space activities was signed by the UAE Space Agency and SpaceResources.lu, with a particular focus on exploration and the utilisation of space resources.

Space exploration was firmly on the government's agenda on the official trade trip to the United Arab Emirates (UAE) and Oman on 9-13 October, led by Deputy Prime Minister and Economy Minister Étienne Schneider, alongside the Hereditary Grand Duke and Duchess of Luxembourg, Guillaume and Stephanie.

During the trip, a Memorandum of Understanding to start bilateral cooperation on space activities was signed by the UAE Space Agency and SpaceResources.lu, with a particular focus on exploration and the utilisation of space resources.

Less than three years after its creation, GovSat -- a public-private joint venture between the government and satellite operator SES -- is ready to put Luxembourg on the space map.

The commercial venture is targeting governments and defence users looking for secure communication services when deploying military operations, responding to humanitarian crisis, peace-keeping or engaging in situational awareness missions.

GovSat is in the process of building its first military satellite GovSat-1, with the geostationary satellite designed to use X-band and military Ka-band frequencies on high-power and fully steerable mission beams to support multiple operations.

And the service behind GovSat will be entirely run from a secure location in Luxembourg, with up to 15 people to be employed before the year-end.

While the venture is an initiative entirely "made in Luxembourg", GovSat aims to be part of an international network, collaborating with European Defense Agencies and with members of the North Atlantic Treaty Organisation (NATO).

The Ministry of the Economy and Sweden-based GomSpace Group AB signed a Memorandum of Understanding (MoU) for their cooperation to develop, through a company to be created in the Grand Duchy and 100% owned by GomSpace, several activities focused on operations of constellations of nanosatellites and supporting GomSpace customers in data processing and delivery.

Founded in 2007 and listed under the ticker GOMX on the Nasdaq First North Premier exchange in Stockholm, GomSpace is a globally leading designer, integrator and manufacturer of high-end nanosatellites. The company employs more than 150 people with a headquarter in Denmark and subsidiaries in Sweden, US and Singapore. GomSpace plans to create a Luxembourg based business unit for operations of satellite constellations as well as data processing and distribution offered as a service to an international customer base, including a support center dedicated to regulatory affairs and an R&D organization.

Within the framework of this MoU, the Ministry of the Economy will provide funding through the Luxembourg space program (LuxIMPULSE) and other types of R&D grants to the forthcoming subsidiary of GomSpace for research and development activities taking place in Luxembourg. By 2021, the company intends to employ up to 50 full time employees in the Grand Duchy.

Luxembourg Deputy Prime Minister and Minister of the Economy, Étienne Schneider, stated: "The implementation of GomSpace in Luxembourg will be widening the capabilities of the local expertise ecosystem, in particular in the nanosatellite segment. By choosing the Grand Duchy for their international expansion, GomSpace acknowledges the substantial efforts of the government over the last years to put in place the necessary measures to support the continued strengthening and diversification of its space sector, including but not limited to the SpaceResources.lu initiative."

Auf seinem goldenen Siegelring ist eine Rakete zu sehen, die aufsteigt. „Das ist das Zeichen der Singularity University“, lächelt Peter H. Diamandis. Der Gründer von nicht weniger als 19 Unternehmen und zwei Universitäten ist ein seltener Gast in Luxemburg und per Du mit den großen Konzernchefs dieser Erde; egal ob Elon Musk von Tesla oder Amazon-Gründer Jeff Bezos. Dass der gelernte Luftfahrtingenieur einen Vortrag im OAI hält, hat seinen Grund. Der Amerikaner erklärt im Grunde genommen, was „Planetary Resources“ machen wird - in seiner Heimat USA, aber auch hier in Luxemburg. Diamandis hat das Unternehmen gegründet.


Sein Vortrag soll vor allem Ängste nehmen und das unfassbar Weite erklären. Er redet darüber, dass Transistor-Chips immer schneller und preiswerter geworden sind. „1958 waren es zwei Transistoren, 1971 schon 2.300 und 2016 ganze 14,4 Milliarden auf einem Stück Silicon!“ Damit leitet er über zum Weltraum, denn: „Dort wird auch alles immer schneller und preiswerter.“ Das ermöglicht neue Geschäftsmodelle, denn dort oben gibt es Rohstoffe. „Die Erde ist ein Supermarkt voller Ressourcen, die im All unbegrenzt vorhanden sind.“


Am meisten interessieren den Gründer des ersten Weltraum-Tourismus-Unternehmens „Space Adventures“ die Stoffe Wasser, Karbon, Sauerstoff und Stickstoff - und vielleicht noch ein paar Metalle. Er erklärt auch gleich, warum: „Mit Wasser und Sauerstoff kann man im All für einen Antrieb sorgen, ohne etwas von der Erde dorthin bringen zu müssen.“ Denn die ersten Kilometer ins All sind die teuersten, kosten sie doch den meisten Sprit.

Der Satellit, den Omar Qaise bauen will, ist nicht groß, vielleicht gerade mal so lang wie ein halber Arm. Aber er kann vieles: Verbindungslöcher im Wifi-Netz stopfen, auf Öl-Plattformen und Schiffen für eine bessere Verbindung sorgen oder Tierbestände in Afrika überwachen.

 

Die Kunden sind interessiert und Qaise weiß, wie man sie anspricht. Schließlich stehen in seinem Lebenslauf die ersten Adressen der Raumfahrt: Das Deutsche Zentrum für Luft- und Raumfahrt, OHB System, die European Space Agency und zuletzt SES. Für sie hat Qaise Satellitenplatz im Mittleren und Nahen Osten verkauft.

 

Das ging gut, denn Qaise kennt sich dort bestens aus und spricht fließend Arabisch. Der Irak ist seine Heimat.

The satellites will be part of SES's "O3b mPOWER" satellite-based network – comprising satellites, ground infrastructure and software intelligence – which it said will launch in 2021.

 

"The SES O3b mPOWER system opens a new era of connectivity, fundamentally transforming the role and capabilities of satellites," said Karim Michel Sabbagh, President and CEO at SES.
