Luxembourg (Europe)

L’entité juridique qui sera créée au Luxembourg pour diriger le projet de l’EuroHPC aura la forme d’une «entreprise commune», dont les actionnaires pourront être autant des États membres que des entreprises. Une équipe d’une quinzaine de personnes devrait être recrutée dans les semaines à venir.

On en sait un peu plus sur la structure de l’entité juridique du projet EuroHPC (High Performance Computing), dont le siège social doit être créé au Luxembourg dans le courant du deuxième trimestre de cette année. Dans une réponse parlementaire publiée lundi, le Premier ministre, Xavier Bettel, et le ministre de l’Économie, Étienne Schneider, expliquent que celle-ci aura la forme d’une «entreprise commune» (en anglais «joint undertakings»: JUs).

Défini par un article communautaire, ce type de structure est totalement indépendant et prend la forme d’un partenariat public-privé. En d’autres termes, il peut avoir comme actionnaires des États membres aussi bien que des entreprises privées. «Le règlement élaboré pour EuroHPC permet aux États membres de décider librement du niveau de leur contribution, du moment où il souhaite se joindre aux JUs et de la durée de leur engagement», précise les deux représentants du gouvernement.

En contrepartie de leur investissement, EuroHPC fournira à ses membres un accès à une capacité de calcul destinée à des activités de recherche et d’innovation. Car le but de l’initiative est bien de construire plusieurs HPC d’une puissance encore jamais égalée en Europe et de les mettre à disposition des entreprises et des centres de recherche locaux.

La société américaine, qui gère quelque 1.000 milliards de dollars d’actifs, annonce dans les colonnes du Financial Times son départ de la capitale britannique pour s’implanter au Grand-Duché. Une arrivée qui devrait être effective «d’ici l’été».

Nouvelle annonce d’arrivée pour la Place en prévision du départ du Royaume-Uni de l’Union européenne. Dimanche, T. Rowe Price a annoncé dans les colonnes du Financial Times sa volonté de transférer son siège social européen de Londres vers Luxembourg. Une décision «prise l’année dernière» et justifiée par «ce que nous savons du Brexit pour le moment, ce qui correspond à probablement 25% de ce que nous saurons d’ici un an», selon Robert Higginbotham, head of global investment services chez T. Rowe Price.

Pro Tag kostet die EU-Mitgliedschaft jeden Bürger weniger als eine Tasse Cappuccino. Jean-Claude Juncker zieht den Vergleich gern. Aber stimmt diese Behauptung denn auch? Eine genaue Überprüfung zeigt Erstaunliches.

Besonders teuer ist die EU-Mitgliedschaft in Cappuccino berechnet auch für die Menschen in Belgien, Luxemburg, Spanien und Irland.

Am günstigsten kommen die Bürger in Griechenland weg, wo die tägliche Pro-Kopf-EU-Mitgliedschaft gerade einmal 0,15 Tassen Cappuccino kostet.

Das liegt vor allem am teuren Cappuccino in dem Land, der dort mit 2,91 Euro pro Tasse teurer ist als in Deutschland. Das ist ungefähr so teuer wie sieben Tage EU-Mitgliedschaft, die jeden Griechen umgerechnet 44 Cent pro Tag kostet. Würde man die Gelder einrechnen, die durch verschiedene Rettungspakete von der EU nach Griechenland fließen, das Verhältnis wäre wohl noch deutlich günstiger.

Und: Anders als von Brexiteers oft behauptet, war die britische Mitgliedschaft laut Cappuccino-Index ein hervorragender Deal. Die Briten zahlen, gemessen an Cappuccino-Preisen, mit am wenigsten für ihre Mitgliedschaft. Nur ein Viertel Cappucino (24 Prozent) kostet die Menschen auf der Insel die Mitgliedschaft.

Wenn man ganz Europa betrachtet, kommt also tatsächlich jedem EU-Bürger die tägliche Mitgliedschaft günstiger als ein Cappuccino. Und selbst wenn man eine normale Tasse Kaffee nimmt, dürfte die Aussage der EU-Kommission trotzdem zutreffen. Die Tasse Kaffee ist zwar billiger als der Cappuccino. Aber nicht so viel billiger, dass der Preis unter die Kosten der Tagesmitgliedschaft in der Europäischen Union sinken dürfte.

La Commission européenne fait savoir ce jeudi que le Luxembourg accueillera le siège du supercalculateur européen dans le cadre du programme de High Performance Computing (HPC). «Les centres de données de la Commission sont au Luxembourg (Betzdorf et Windhof)», justifie un porte-parole de l'exécutif européen dont les représentants avaient omis, plus tôt dans la matinée, de citer l'établissement de la coentreprise EuroHPC au Grand-Duché.

Au cours d'une conférence de presse à Bruxelles, les commissaires Mariya Gabriel (Economie digitale) et Carlos Moedas (Recherche) avaient avancé du concret dans le programme HPC lancé en février 2012 avec l'annonce d'un partenariat financier entre l'exécutif européen et les Etats-membres pour créer l'infrastructure.

Presque un milliard d'euros
La Commission européenne apportera la moitié du financement du superordinateur, à concurrence de 486 millions d'euros, les Etats-membres participants à l'initiative l'autre moitié. Ils étaient sept à signer la déclaration en marge de l'anniversaire du traité de Rome le 23 mars dernier (dont le Luxembourg). Ils ont été rejoints par six autres courant 2017 pour «acquérir une force de calcul paneuropéenne disponible à travers toute l'UE», a détaillé la Commissaire à l'Economie digitale. Mariya Gabriel laisse la porte ouverte aux autres Etats-membres pour s'associer à l'initiative.

In den letzten Tagen sind 67 weitere Geflüchtete in Luxemburg eingetroffen: 34 Erwachsene und 4 Kinder, die aus Italien angereist sind, sowie 14 Erwachsene und 15 Kinder, die aus Griechenland angekommen sind. Sie wurden von Vertretern des Außenministeriums, des Familienministeriums und der Gesundheitsbehörde in Empfang genommen.

Die Menschen sind am 30. November und am 20. Dezember in Luxemburg angekommen. Mit der Aufnahme der Geflüchteten folgt Luxemburg den Entscheidungen, die der Rat für Justiz und Inneres der Europäischen Union im September 2015 getroffen hat.

Damit seien nun alle Verpflichtungen erfüllt, die Luxemburg bei der Übernahme von Geflüchteten aus diesen beiden Ländern übernommen hatte.

Die Geflüchteten durchlaufen nun die Verfahren für Asylantragsteller, wie die Regierung mitteilt.

Geld, Geld, Geld

Luxemburg tut sich besonders bei der Finanzierung der allgemeinen Gesundheitsversorgung hervor. Pro Einwohner bezahlt Luxemburg 6032 Euro für die Gesundheit. Damit liegt das Großherzogtum unbestritten auf Platz eins im EU-Vergleich. Deutschland und die Niederlande liegen mit Ausgaben von um die 4000 Euro pro Kopf auf Platz 2 und 3.

SES is leadîng a European consortium of industry partners to sign an agreement with the European Space Agency (ESA) to set up Pacis-1, a new satellite communication platform for governments that is aimed at making secure satellite communications accessible and available to governments and institutions.

Pacis-1 is part of the ESA’s Govsatcom Precursor programme and is the first step in demonstrating how the European space industry can support the EU’s Govsatcom initiative and leverage governmental and commercial satellite services to provide secure access to satellite communications for a wide range of governmental applications. The project will demonstrate in-field usage of the system for civil protection, border control, humanitarian missions, maritime surveillance, among other applications.

Under the agreement, SES will put in place the architecture and service concept of Pacis-1, leveraging the space assets and ground infrastructure of the stakeholders involved in the project.

Laut Angaben der Europäischen Kommission ist der Lohnunterschied zwischen Frauen und Männern in Luxemburg auf 5,5 Prozent gesunken. Die zuständige Ministerin für Chancengleichheit, Lydia Mutsch, begrüßt diese Entwicklung.

Damit liegt Luxemburg deutlich unter dem EU28-Durchschnitt von 16,3 Prozent und setzt sich an die Spitze des EU-Rankings. Diese positive Entwicklung in Luxemburg steht laut einer Mitteilung der Regierung in Zusammenhang mit den Anstrengungen der letzten Jahre auf den verschiedensten Ebenen.

Das Gesetz vom 15. Dezember 2016 hat die Lohngleichheit zwischen Männern und Frauen in die Arbeitsgesetzgebung eingeschrieben und sieht eine Geldstrafe für Arbeitgeber vor, die gegen die Regelung verstoßen.

Lohnungleichheit ist eine strafbare Handlung

Beim Programm der “Actions positives” des Ministeriums für Chancengleichheit, an dem sich inzwischen über 70 Betriebe beteiligen, ist die Bekämpfung der Lohnungleichheiten durch konkrete Maßnahmen seit Jahren ein fester Bestandteil.

Eine wichtige Rolle spielt hierbei die Software Logib-Lux, die allen Betrieben kostenfrei online zur Verfügung steht und es erlaubt, etwaige Unterschiede in den Löhnen zu erkennen und zu beheben.

In Zusammenarbeit mit dem Ministerium für Arbeit und Beschäftigung sowie Sozial- und Solidarwirtschaft wird das Ministerium für Chancengleichheit auf eine weitere Verringerung des Lohnunterschiedes hinarbeiten. Information und Aufklärung sowie die Einbindung der Sozialpartner spielen dabei eine wichtige Rolle.

La situation économique du pays devrait bénéficier d’«une croissance soutenue et généralisée» jusqu’en 2019, selon les dernières prévisions économiques de la Commission européenne, dévoilées jeudi.

«La croissance économique devrait encore s’accélérer en 2017 et 201, avant de légèrement décélérer (…), la croissance de l’emploi devrait rester solide, tandis que le chômage devrait diminuer (…). Et malgré la mise en place d’une réforme fiscale qui réduit le fardeau fiscal global, les finances publiques devraient rester solides.» Telles sont les grandes lignes des prévisions de croissance de la Commission européenne pour la période 2017-2019, publiées jeudi, qui confirment l’horizon économique dégagé déjà évoqué en mai dernier.

Au point que Bruxelles estime que le Grand-Duché doit bénéficier sur la période d’«une croissance soutenue et généralisée».

Let down by all sides

Still, today, when talking about the situation, Godfrey says there's "still a lot of anger".

"There's resignation," she says. "Some people are saying 'I've lived here for a long time, I'm taking that citizenship, and that's it – I'll be Luxembourgish. If they've got property in the UK, they've sold it. They're really turning their backs on the UK and embracing life here in Luxembourg as Luxembourgers, which is perhaps as it should be."

The growing number of naturalisation requests from British citizens in Luxembourg would seem to support that view. From January to September, the Luxembourg government received 320 naturalisation requests from said citizens. In 2016, there were just 192. Over the three years before then, the number ranged between 62 and 56.

Following the successful application of Luxembourg to become a member of the Partnership for Advanced Computing in Europe (PRACE) in October 2017, Robert Kerger, advisor at the Ministry for Higher Education and Research (MESR) representing Luxembourg in the European Strategy Forum for Research Infrastructures (ESFRI), and Serge Bogaerts, Managing Director of PRACE, were welcomed for an official visit of the High Performance Computing (HPC) facility at the University of Luxembourg on 12 February 2018.

High Performance Computing (HPC) most generally refers to the practice of aggregating computing power in a way that delivers much higher performance than one could get out of a typical desktop computer in order to solve large problems in science, engineering, or business. As all scientific disciplines are becoming computational today, access to HPC resources is nowadays essential for science, society and industry.

Since 2007, the University of Luxembourg has invested more than 9 million euro into its own HPC platform in order to support and drive innovation within strategic research areas of international importance, also closely linked with the realities of Luxembourg’s society and economy. Combining large computing power and huge data storage capacities, the facility offers a competitive and attractive research environment to ensure cutting-edge results in time. Today, more than 460 computer scientists, engineers, physicists, material science researchers, biologists, and even economists have the opportunity to run on this platform intensive computations and perform Big Data analytics as part of their research.

American fund manager T. Rowe Price is to move its London operations to Luxembourg, according to UK daily the Financial Times.

The American firm, which manages some $1 trillion in assets, said the move of its European headquarters should be effective “by the summer”.

Reporting on Sunday, the newspaper said that the decision was taken last year and was justified by “what we know about Brexit at the moment, which is probably 25% of what we will know in a year,” according to Robert Higginbotham, head of global investment services at T. Rowe Price.

His comments pit the tiny and wealthy country against some euro zone heavyweights, which want to tighten ‘delegation’ rules in a post-Brexit Europe to attract more financial firms to their own countries.

Gramegna said Luxembourg is offering a pragmatic solution to problems Brexit will cause, by becoming a home to subsidiaries of London-based financial firms.


He also noted that a few Japanese insurers had already decided to set up subsidiaries of their London-based European headquarters in Luxembourg, with an eye on operations in post-Brexit Europe.

“We are saying delegation has worked well and is posing no problems and it should not be changed. When I say it works well, it means that investors are well protected,” Gramegna told Reuters in an interview in Tokyo.

EASING THE WAY TOWARD GRPD

A few days after receiving the “RegTech Innovation of the Year” Award together with eProseed, the Luxembourg Institute of Science and Technology (LIST) is pleased to announce that on 5 December 2017, its industrial partner eProseed was granted the "IT Development Company of the Year" award by the members of the Luxembourg ICT community at the annual IT One Gala Dinner.

eProseed and LIST achieved a successful collaborative work with the development of the tool enabling organisations to evaluate the extent of their compliance with the new GDPR through a comprehensive database of 350 regulatory requirements.

As mentioned during the award ceremony, the decisive point that justified the jury's choice was the GDPR Compliance Support Tool, a software tool enabling organisations to self-assess their level of compliance with the EU GDPR, which comes into force in May 2018. The GDPR Compliance Support Tool was developed in tight collaboration with Luxembourg's data protection authority (CNPD), LIST and Digital Luxembourg, the government initiative that supports public and private actions in the digital area.

A tool of this kind is a premiere in the European Union.

9sites celebrating and symbolising European ideals, values, history and integration have been recommended by the independent panel for inclusion on the European Heritage Label list.

The 9 sites are:

• Former Natzweiler concentration camp and its satellite camps (France and Germany)

• Maastricht Treaty (The Netherlands)

Secondly, almost 180,000 people (~31% of Luxembourg’s total population) cross the borders of Germany, Belgium and France daily to work in Luxembourg. These people will most likely already have a mobile connection with the local provider in their country of residence and they would most likely also own a second device with a Luxembourgish mobile operator, which might be more useful for Voice and SMS services, rather than data. However, with the abolition of roaming charges within the EU, multi-SIM ownership is expected to decline and this will likely spur faster adoption of 4G services in the European markets.

Network operators should aim to migrate their customers to their 4G networks by offering attractive data-centric plans in order to capitalise on the current data growth and offer better value-for-money services to their subscribers. In addition, the faster the tech migration to 4G for the customer base the quicker the shutdown of older generation networks will be and, hence, the higher the focus of resources and spectrum to newer technologies and 5G.

Les responsables du portail européen des données ouvertes (European Data Portal: www.europeandataportal.eu), exploité par la Commission européenne, viennent de publier les résultats de leur analyse 2017 sur l’état d’avancement des pays de l’Union européenne dans le domaine de l’open data.

Le Luxembourg a obtenu un excellent résultat. Son score le classe à la 6e place et lui permet de figurer dorénavant parmi les trendsetters européens dans ce domaine.

Dans cette évaluation, de nombreux facteurs ont été pris en compte, notamment l’existence d’une coordination au niveau national, l’application du principe de licences attribuées, la multitude thématique des jeux de données publiés ainsi que leur qualité, la transposition des directives européennes y afférentes et la mise en œuvre d’une stratégie nationale.

Les experts ont relevé comme un des points forts le portail national luxembourgeois www.data.public.lu qui, en dépit de sa mise en ligne encore récente – il n’a été lancé qu’en 2016 –, a déjà réussi à s’imposer comme une plate-forme centrale générale des données ouvertes pour le Grand-Duché.

Die EU-Kommission hat jüngst die 6. Auflage ihres Berichts zur allgemeinen und beruflichen Bildung publiziert. Luxemburg schneidet im Allgemeinen gut ab, hat allerdings punktuelle Schwachstellen.

Die EU-Mitgliedstaaten haben sich in sechs verschiedenen Bereichen, die ihr Bildungssystem betreffen, konkrete Ziele gesteckt, die sie bis 2020 erreichen wollen. Der seit 2012 veröffentlichte Monitor für die allgemeine und berufliche Bildung gibt eine Übersicht, inwiefern die einzelnen EU-Staaten diese Ziele erreicht oder sich angenähert haben.

Luxembourg's economic growth will outpace the eurozone's in 2017 and the following two years, the European Commission has predicted, citing sustained employment creation, private consumption and increased domestic demand.

In its autumn economic forecast, the Commission said the Grand-Duchy's economy would expand by 3.4% this year and then by 3.5% and 3.3% in 2018 and 2019, respectively.

That compares with 2.2%, 2.1% and 1.9% among the 19 countries that use the euro currency.

"The external sector is expected to remain solid, supported by an improved external environment, especially in the euro area," the Commission said in its section on Luxembourg.

In 2019, "the external sector, which is dominated by financial services exports, is expected to remain robust, even if receding, in line with financial markets prospects".
