Kleos Space S.A., the space technology provider of activity-based intelligence data for defence, asset protection and rescue, has confirmed that their first cluster of satellites has entered the Integration Phase after successfully undergoing Critical Design Review (CDR) with Gomspace A/S. The CDR ensured the satellites could proceed towards assembly, validation, integration and testing and confirms they meet stated performance cost, schedule, and risk requirements.
The satellites are being built by nanosatellite specialist GomSpace A/S, a subsidiary of GomSpace AB (SS:GOMX), a European-based Nasdaq-listed global aerospace construction partner. The Kleos Scouting Mission satellites will be launched by RocketLab on an Electron rocket from Launch Complex1 in New Zealand in Q2 2019. The satellites will be integrated into Rocket Lab’s in-house designed and built Maxwell dispensers and deployed from the Electron kick stage to Low Earth Orbit. The Kleos Scouting Mission satellites will operate at low orbit enabling the company’s commercialisation of its ‘Data as a Service’ (DaaS) product this year. The first Kleos Space satellite cluster, known as Kleos Scouting Mission (KSM), will perform technology demonstrations that will be the keystone for a later global high capacity constellation. Les internautes du Luxembourg n’ont jamais rencontré autant d’incidents en ligne. C’est ce qui ressort du rapport publié mercredi par le Computer incident response center Luxembourg (CIRCL), l’organisme gouvernemental qui répertorie les incidents. Il en a dénombré plus de 12 000 l’année dernière, un chiffre qui ne tient pas compte des piratages réalisés de manière automatique par des robots.
Les attaques «fonctionnent par vagues, explique Alexandre Dulaunoy, expert en informatique au CIRCL, joint par L’essentiel. Lorsqu’une technique d’attaque fonctionne, les malfaiteurs l’utilisent pendant quelques mois», jusqu’à ce qu’une parade soit trouvée. D’où des chiffres fluctuants d’une année sur l’autre: environ 8 000 en 2016, 5 000 en 2017 puis 12 000 l’année dernière. Parfois, avec certaines techniques, «le nombre de cas à traiter est élevé mais l’impact est faible», reprend Alexandre Dulaunoy.
Une part invisible La nature des incidents a changé ces dernières années. Les vols d’informations (22,1% des cas) ne sont plus majoritaires, supplanté par le hameçonnage (45,1%). Ce dernier, aussi appelé phishing, est une fraude visant à récupérer des données, souvent via des faux mails censés émaner d’organismes officiels (banque, administration,…). Enfin viennent les scams, ces mails visant à soutirer de l’argent à l’aide de récits parfois larmoyants (18,9%). Les cas de «sextorsion» sont en plein essor. Les pirates expliquent détenir des informations compromettantes, comme la consultation de sites pornographiques, et réclament des rançons.
Le CIRCL ne peut bien sûr pas tout connaître. «Nous voyons ce que l’on nous rapporte et de que l’on détecte, mais il en manque forcément», reconnaît Alexandre Dulaunoy. En visite à Hong Kong, le ministre des Finances, Pierre Gramegna, a officialisé la naissance d’Alipay (Europe). La filiale de paiement du groupe chinois Alibaba s’installera donc bientôt pour se développer au niveau de l’Union européenne.
Cette fois, Alipay devrait bientôt s’installer au Luxembourg. En visite à Hong Kong ce 14 janvier, le ministre des Finances, Pierre Gramegna, a annoncé officiellement que la plate-forme de paiement mobile intégrée au sein du groupe chinois Alibaba avait obtenu sa licence des autorités luxembourgeoises pour le paiement électronique. The FNR is inviting all researchers in Luxembourg to ‘go back to school’ and inspire the next generation of researchers! “Chercheurs à l’école” is your chance to interact and motivate future generations, and share the passion that got you into research in the first place. Registration for the 2019 edition, taking place from Monday, 25 – Friday, 29 March 2019, is open! For the 9th year now, the FNR is organising these get-togethers between local researchers (having obtained or preparing their PhDs) and secondary school students with growing success. Over 70 school classes subscribed for this year’s edition.
Researchers of all scientific disciplines can describe the pupils their life as a researcher: from their beginnings as a student, to their motivation for one or the other scientific discipline, first steps in their professional lives, career challenges and opportunities. It shouldn’t be a scientific talk- more a personal interaction.
For the teenagers, this is the perfect opportunity to ask them all the questions they have in mind and to receive information on the advantages and also the possible disadvantages of being a scientist. Der Minister für Mobilität, François Bausch (Déi Gréng), hat sich am Donnerstag im zuständigen Chamber-Ausschuss über die geplante Gratis-Nutzung der öffentlichen Verkehrsmittel geäußert. Bausch erklärte, dass er in zehn Tagen einen genauen Zeitplan für die Umsetzung bekanntgeben werde. In ihrem Koalitionspakt hatten DP, Déi Gréng und LSAP bekanntlich festgehalten, Bus, Bahn und Tram ab dem ersten Quartal 2020 kostenlos nutzbar zu machen.
Bausch erklärte, in Diskussionen mit dem Gemeindeverband Syvicol und dem Innenministerium zu stehen, um die finanziellen Aspekte des Gratistransports zu diskutieren. Durch Fahrkarten und Abonnements nimmt der Staat derzeit rund 30 Millionen Euro jährlich ein. Bien connecté, avec des infrastructures résilientes et des compétences ICT poussées, le pays dispose désormais de solides atouts. Mais il lui reste encore de nombreux défis à relever.
Le Luxembourg peut-il aujourd’hui prétendre au statut de «digital nation»? «Sans doute plus qu’hier et moins que demain, explique Mario Grotz, premier conseiller de gouvernement au ministère de l’Économie, chargé de la direction générale Recherche, propriété intellectuelle et nouvelles technologies. LIST and ispace Europe recently have begun initial research work on the development, by September 2020, of compact mobile mass spectrometry technology, making it possible to prospect for lunar resources. In 2017, the Luxembourg Institute of Science and Technology (LIST) and ispace Europe – a Japanese lunar exploration company whose European headquarters are in Luxembourg – formed a strategic partnership with the aim of developing a first mission to prospect for resources on the Moon and, in particular, to detect and analyse water. A year later, initial research work on the development of an instrument capable of detecting water in situ at a lunar pole and performing an initial mapping of the water distribution in a polar region truly began. October 2018 saw the start-up of the dedicated FOCAL1DS - "Space Deployable 1-Dimensional Focal Plane Detector for Magnetic Sector Mass Spectrometer" research project, funded by the Luxembourg National Research Fund (FNR), which will run for two years. Google peut venir. Ce lundi, la commune de Bissen a donné son feu vert au géant de l'Internet pour la construction d'un centre de données, dans le quartier de Roost. La modification nécessaire du plan général d'aménagement (PAG) a ainsi été approuvée à l'unanimité par le conseil communal de Bissen. Un deuxième et dernier vote aura lieu dans les prochains mois. Pour rappel, Google a acheté un site de 34 hectares à Bissen il y a un peu plus d'un an pour construire un immense centre de données. À l'avenir, les quelque 50 terrains de football de la zone Busbierg du PAG seront désignés comme «Zone spéciale Datacenter». Cela signifie que seul un centre de données pourra être construit sur le site. La date de début des travaux et la durée des travaux ne sont pas connues.
Dès que la décision sera rendue publique, les citoyens de la commune de 3 000 habitants pourront déposer des plaintes ou des propositions de modification dans un délai de 30 jours. Le Premier ministre, ministre d’État, Xavier Bettel et le ministre d’État de Monaco, Serge Telle, ont signé une déclaration d’intention permettant l’ouverture d’échanges constructifs entre les services des deux administrations dans le domaine du numérique.
Cette déclaration est l’aboutissement de discussions entre les équipes du Centre des technologies de l’information de l’État (CTIE), et de la Délégation interministérielle pour la transition numérique monégasque.

C’est d’abord dans le secteur financier que cette technologie trouve des applications pratiques au Luxembourg. Mais les autorités se montrent proactives pour encourager de nouvelles utilisations.
L’histoire de la blockchain commence le 6 juillet 2017 au Luxembourg. Ce jour-là, la toute première utilisation concrète de cette technologie est effectuée lors d’une transaction d’actifs dans le secteur des fonds.
L’initiative porte le nom de «FundsDLT», et elle est développée en collaboration avec Fundsquare (filiale de la Bourse de Luxembourg), InTech (filiale du groupe Post) et KPMG Luxembourg.
En parallèle, PwC Luxembourg et une dizaine de partenaires, dont Scorechain, mènent des expérimentations identiques. Dans les deux cas, des «proofs of concept» existent, sans qu’une application commerciale ne soit encore à l’ordre du jour.

The National Brewery (Brasserie Nationale) last month signed a new collaboration agreement with Ansay International for the exclusive distribution of Luxembourg beet, wine and cider in the US.
For more than 10 years, Ansay International has represented exclusively the Bofferding beers of the Brasserie Nationale in the United States. In addition, Ansay Int. imports and distributes the wines of the Luxembourg Moselle, Ramborn ciders and Luxembourg mustard. These products are distributed in the North West, namely the states of Wisconsin, Iowa, Minnesota, Ohio and the Chicago area.
Ansay International is a family business owned by the Ansay family in Port Washington, Wisconsin, where the Luxembourg tradition is still alive: every year, the inhabitants of this village celebrate Luxembourg Fest in August. The business is also active in the banking sector and currently manages one of the largest insurance portfolios in the region since 1946. Der Mindestlohn wird ab dem 1. Januar um 22 Euro erhöht. Die Abgeordneten haben die entsprechende Gesetzesvorlage am Dienstagabend einstimmig angenommen. Das teilte die Presseabteilung der Chamber über den Kurznachrichtendienst Twitter mit.
Geplant ist, den Mindestlohn schrittweise um insgesamt 100 Euro zu erhöhen. Bereits im Oktober war angekündigt worden, dass Arbeitnehmer ohne spezielle Qualifikationen künftig statt 2048,54 mindestens 2071,10 Euro brutto im Monat erhalten sollen. Umgerechnet auf eine Arbeitszeit von 160 Stunden im Monat entspricht dies einer Vergütung von 12,94 Euro pro Stunde. Für qualifizierte Arbeitnehmer erhöht sich der soziale Mindestlohn laut aktuellem Mechanismus um 20 Prozent. Über 60.000 Beschäftigte sollen von der Anhebung profitieren. SECURITYMADEIN.LU is pleased and honored to represent the Grand-Duchy of Luxembourg in the construction of the future guidelines of the OECD on cybersecurity. This is an important milestone in the country’s history that had benefited from the international organization’s publications in the development of its own strategy.
The OECD has been involved in the digital security sector since the early 1990s as part of its mission to promote policies that will improve the economic and social well-being of people around the world.
In 2002, the publication of the “OECD Guidelines for the Security of Information Systems and Networks: Towards a Culture of Security” was one of the main inspiration of the Luxembourg government to create a national culture of cybersecurity. The “cyberworld awareness and security enhancement services”, CASES, was created in response of these guidelines and to meet the needs of the growing digital economy. In line with the government’s strategy, this state-supported organization quickly developed the MONARC project, a risk assessment tool made available to private and public organizations.
From 2002 to 2015, the cybersecurity culture of the Grand-Duchy flourished and has been integrated into the national economic and social strategy. The first notable mention in the government program was officially made in 2009. It took only three years to develop the first National Cybersecurity Strategy, followed by two consolidated versions in 2015 and 2018. This trend also led to the creation of different entities such as BEE SECURE in 2008 and “Security made in Lëtzebuerg” (SMILE) in 2010.
All of these initiatives aim to implement the OECD guidelines at the national level. This resulted in a strategic alignment with the latest OECD recommendations on “Risk Management for Economic and Social Prosperity” published in 2015. This close correlation of vision was further confirmed at the presentation in 2017 of the report “Supporting an effective cyber insurance market”, which provided G7 countries with guidance for the development of this market. It was also a topical issue in the Luxembourg insurance sector which was discussed at the event organized by the Chambre des Métiers in the framework of the Cybersecurity Week Luxembourg 2018. Professors Stéphane Bordas and Alexandre Tkatchenko have been ranked among the most influential scientific researchers in the “Highly Cited Researchers 2018” list published recently by Clarivate Analytics.
The list highlights world-class researchers who have demonstrated significant influence, as measured by the number of citations of published papers within the top 1 per cent by citations for field and year in the citation index Web of Science. The 2018 ranking is based on citations by peers during the period 2006-2016 and includes, for the first time, cross-field performance. Almost 6,000 researchers are part of this prestigious list, 4,000 in 21 research fields and 2,000 for cross-field performance. The disruption caused by drones at London's Gatwick Airport in late December, and most recently on Tuesday evening at Heathrow Airport, has prompted the British government to tighten regulations governing the use of such devices, but what are the rules in Luxembourg?
The Civil Aviation Authority in Luxembourg recently published a brochure entitled "Unmanned Aircraft", aiming to inform the public about what is permitted, and indeed not permitted regarding the use of drones in the country.
First and foremost, drones cannot be used in the vicinity of airports and aerodromes.
Luxembourg rules are quite stringent compared to some other countries, and drones for public use are prohibited from flying over people, animals, motorways, railways, vehicles, and of course manned aircraft.
The Grand Duchy is the only country in the Greater Region where the use of dashcams in vehicles is not permitted and therefore the same rules regarding surveillance where drones are concerned, also applies.
Both the take-off and landing of drones must take place in a safe open area and fly at least five metres above the ground and must not exceed 50 metres.

Les passagers du tram, des bus et des trains cesseront de payer un titre de transport à compter du premier trimestre de l'année prochaine. C'est ce qu'a indiqué aux députés le ministre de la Mobilité François Bausch (Déi Gréng) ce jeudi en commission parlementaire. Quant à la date précise d'entrée en vigueur de cette mesure qui figure dans l'accord de coalition DP-LSAP-Déi Gréng, elle sera annoncée dans une dizaine de jours.
Lors de son entretien avec les députés, François Bausch a également indiqué que l'abattement fiscal lié à l'achat d'une voiture électrique allait être remplacé par une prime. Le ministre a précisé aux députés que des discussions étaient en cours avec le Syvicol, qui représente les communes, et le ministère de l'Intérieur, pour déterminer le mode de financement de la mesure. la gratuité des transports publics pourrait coûter autour 30 millions d'euros par an à l'État luxembourgeois. A COMPACT MOBILE MASS SPECTROMETER ON THE LUNAR SURFACE With the aim of increasing human presence in space while at the same time using the resources available on the Moon, ispace Europe plans to detect and analyze the potential water resources present on the Moon. To achieve this, a compact mobile mass spectrometer roving the lunar surface is vital. But while ispace Europe develops lunar exploration technologies, these still need to be coupled with a high-performance compact mass spectrometer that is specially adapted for space applications.
And LIST has precisely the mass spectrometry technology that is proven to be effective for such applications. Through the recently completed MS-SPACE - "Development and benchmarking of a compact mass spectrometer for space applications" project, also funded by the FNR, its researchers were able to adapt and further develop their own mass spectrometry technology for space applications in partnership with NASA's Ames Research Center (USA). After two years of research, the technology – deployable in space to meet NASA's requirements – revealed its full potential. To believe the latest edition of the report "Measuring the Information Society" of the International Telecommunications Union (ITU), Luxembourgers are the best in the world in terms of digital skills. Indeed, Luxembourgers are considered the most qualified in the world in terms of basic digital skills (over 90%). This very positive result rewards the efforts made for many years now by politicians, investors and developers in order to make Luxembourg the world nerve centre for ITC-related activities as well as a centre of excellence for cyber security and data protection. Xavier Bettel, prime minister of Luxembourg, and Serge Telle, minister of state of Monaco, signed a declaration of intent for "constructive exchanges" between the two administrations on digitisation on Thursday.
The declaration is the result of discussions between the Luxembourg State Centre of Technologies and Information (CTIE) and the Monaco delegation for the digital transition.
Monaco was represented by Frédéric Genta on this occasion on 6 December in Luxembourg, where he met Bettel.
Genta furthermore visited the Luxembourg Data Centre, which, according to the government, is a point of reference in Europe for the so-called "Green IT".
The Grand Duchy of Luxembourg and the Principality of Monaco would like to make the digital transition a priority. More precisely, they would like to modernise their respective administrations and promote innovation on the ground, both economically and socially.
The partnership is designed to enable the two countries to exchange expertise and experiment results with each other on a variety of topics such as the digitisation of administrative procedures and e-health.
In addition, the two small countries agreed to launch a study to safeguard sensitive data in a Luxembourg data centre with immunity guarantees and privileges resembling those of an embassy. Moovee, the Luxembourg startup specialized in shared mobility is adding a new string to its bow, Moovee Clean, and intends to up the ante on an already mature market in Luxembourg that’s ladened with dozens of competitors. La mesure, annoncée depuis plusieurs semaines, est désormais officielle. Le salaire minimum va augmenter de 22 euros à partir du 1er janvier 2019, puisque le texte a été validé mardi par les députés à la Chambre. Il passera ainsi, pour un temps plein concernant une personne non qualifiée, de 2 048,54 euros à 2 071,10 euros. Le salaire minimum des personnes qualifiées augmentera dans les mêmes proportions. Kleos Space S.A., the space technology provider of activity-based intelligence data for defence, asset protection and rescue, has confirmed that their first cluster of satellites has entered the Integration Phase after successfully undergoing Critical Design Review (CDR) with Gomspace A/S.
The CDR ensured the satellites could proceed towards assembly, validation, integration and testing and confirms they meet stated performance cost, schedule, and risk requirements.
The satellites are being built by nanosatellite specialist GomSpace A/S, a subsidiary of GomSpace AB (SS:GOMX), a European-based Nasdaq-listed global aerospace construction partner. The Kleos Scouting Mission satellites will be launched by RocketLab on an Electron rocket from Launch Complex1 in New Zealand in Q2 2019. The satellites will be integrated into Rocket Lab’s in-house designed and built Maxwell dispensers and deployed from the Electron kick stage to Low Earth Orbit.
The Kleos Scouting Mission satellites will operate at low orbit enabling the company’s commercialisation of its ‘Data as a Service’ (DaaS) product this year. The first Kleos Space satellite cluster, known as Kleos Scouting Mission (KSM), will perform technology demonstrations that will be the keystone for a later global high capacity constellation.
