Utilisé pour faire des simulations numériques dans le domaine industriel, scientifique ou médical, le calcul à haute performance exige tellement de ressources que les calculs ne peuvent être effectués à l'aide d'ordinateurs à usage général. L’initiative EuroHPC apportera à terme les capacités de calcul nécessaires aux entreprises, aux centres de recherche et aux universités pour assurer la compétitivité de l’UE dans le cadre du développement de l’économie digitale en Europe.
Le Premier ministre, ministre d’État, Xavier Bettel a déclaré: "La proposition de la Commission d’héberger la structure EuroHPC au Luxembourg confirme l’attractivité du Grand-Duché comme pays innovateur. S’alignant sur les moyens déployés au niveau national dans le cadre de l’initiative Digital Lëtzebuerg, le Luxembourg est aussi prêt à jouer un rôle précurseur, constructif et participatif dans la mise en œuvre de la stratégie numérique pour l’Europe."

Si le pays figure sur la liste des bons élèves mondiaux en matière d’utilisation des TIC, il se caractérise par un recours différent aux multiples outils proposés. L’utilisation des services bancaires en ligne et des réseaux sociaux figure parmi les habitudes fortement ancrées.
Classé une nouvelle fois dans le top 10 mondial des pays les plus connectés en 2017 par la branche de l’ONU spécialisée dans l’évaluation des technologies, le Luxembourg entend bien capitaliser sur la numérisation de la société. Si le taux de ménages résidents dotés d’une connexion internet stagne à 97% depuis 2015 – mais dépasse la barre des 90% depuis 2010 –, le recours aux services proposés en ligne ne cesse de croître.

Le SCRIPT et l’IFEN invitent les enseignants du secondaire intéressés par l’apprentissage mobile et connecté via tablettes numériques à s'inscrire pour les TabletDays2018 qui auront lieu le 27 et 28 avril 2018 à Rorschach en Suisse.
C'est dans le contexte du réseautage de classes mobiles et connectées et du partage de bonnes pratiques entre les lycées du Luxembourg que des conditions préférentielles sont proposées aux premiers enseignants qui s’inscrivent à ladite manifestation.
L'IFEN prend en charge les frais d'inscription des premières 80 personnes et le SCRIPT assurera le trajet aller-retour en bus pour les premières 48 personnes qui opteront pour ce mode de transport. A research project exploring the fight against the criminal misuse of cryptocurrencies has been granted funding by the Luxembourg National Research Fund.
The project will be led by Associate Prof. Silvia Allegrezza for a period of two years.
During this time, the project intends to contribute to the design of a coordinated European Union supervision and enforcement system to combat criminal uses of virtual currencies. Once hailed as an innovative peer-to-peer payment system, cryptocurrencies have increasingly been linked to money-laundering, fraud and trafficking in illicit goods. They pose a particular challenge in that they are designed to conceal the identity of their users, making it difficult to identify perpetrators in criminal investigations.
Since cryptocurrency services operate across national borders through the internet, the research project will focus on enhancing international cooperation and coordination to effectively detect, investigate and sanction crimes perpetrated by means of cryptocurrencies. To this end, the study will take advantage of the strategic position of Luxembourg, both as a dynamic hub for blockchain industry and cryptocurrencies markets.
The Luxembourg team of researchers will be supported by an interdisciplinary penal of eminent experts in the field from Germany, Singapore, the UK and the US.
The FNR funding was awarded through the OPEN 2017 scheme, with €437,000 awarded for the two-year project. A few days after receiving the “RegTech Innovation of the Year” Award together with eProseed, the Luxembourg Institute of Science and Technology (LIST) is pleased to announce that on 5 December 2017, its industrial partner eProseed was granted the "IT Development Company of the Year" award by the members of the Luxembourg ICT community at the annual IT One Gala Dinner.
eProseed and LIST achieved a successful collaborative work with the development of the tool enabling organisations to evaluate the extent of their compliance with the new GDPR through a comprehensive database of 350 regulatory requirements.
As mentioned during the award ceremony, the decisive point that justified the jury's choice was the GDPR Compliance Support Tool, a software tool enabling organisations to self-assess their level of compliance with the EU GDPR, which comes into force in May 2018. The GDPR Compliance Support Tool was developed in tight collaboration with Luxembourg's data protection authority (CNPD), LIST and Digital Luxembourg, the government initiative that supports public and private actions in the digital area. A tool of this kind is a premiere in the European Union. Face à la multiplication des acteurs publics concernés par la sécurité informatique, le gouvernement a décidé de créer un comité interministériel en charge de coordonner l’ensemble des actions de l’État et de définir la position du Luxembourg à l’international.
Déjà considérée comme prioritaire par les autorités, la cybersécurité s’imposera encore un peu plus dans l’agenda public à partir de 2018. Le gouvernement a en effet décidé mercredi dernier de réunir l’ensemble des acteurs institutionnels concernés par cette thématique en créant un «comité interministériel de coordination en matière de cyberprévention et de cybersécurité». Celui-ci débutera son activité l’année prochaine et aura pour principal objectif d’apporter de la cohérence et une vision globale aux différentes actions menées. KNIWWELINO Das Kniwwelino ist das erste in Luxemburg entwickelte Mikrokontroller Entwicklungsboard speziell für Kinder im Grundschulalter. Der Name Kniwwelino setzt sich aus dem luxemburgischen Wort „kniwweln“ für etwas basteln, „ino“ das die technische Verwandtschaft und Kompatibilität zur Arduino Platform symbolisiert und der Kurzform des Vornamens Linoardo („Lino“) zusammen, der den Bezug zum luxemburgischen Wappentier dem Löwen herstellt. Die Programmierung kann mit einem visuellen Programmiertool im Browser erfolgen. Das so erzeugte Programm wird über das Internet auf das Kniwwelino geladen. Dabei können die ersten Programmierversuche mit vorgefertigten Beispielen erfolgen, die dann mit zunehmenden Kenntnissen abgeändert und erweitert werden können. Darüber hinaus können Kinder eigene Ideen für Projekte mit der visuellen Programmiersprache realisieren und für das Nachbauen durch andere Kinder dokumentieren und auf der Internetplattform des Kniwwelino veröffentlichen. Die Hardware des Kniwwelino verfügt selbst schon über eine LED Matrix von 5x5 Pixeln, eine RGB LED und zwei Taster zur Eingabe. Der verwendete Mikrokontroller beinhaltet auch eine Wifi Schnittstelle, so dass man auch einfach mehrere Kniwwelino über das Internet verbinden kann. Weitere externe Sensoren können auf einfache Art und Weise angeschlossen werden. Das Kniwwelino kann durch seine geringe Größe einfach in bestehende oder selbst gebastelte Objekte eingebettet werden, so sind fast keine Grenzen zur Entfaltung der eigenen Kreativität gesetzt. Frau Dr. Maquil, am Luxembourg Institute of Science and Technology (LIST) entwickeln Sie eine Computer-Leiterplatte (Platine) speziell für Kinder. Um was handelt es sich und wofür soll diese genutzt werden?
Unsere Plattform »Kniwwelino« ‑ eine Wortschöpfung aus luxemburgisch »kniwwelen«, also basteln und »lino«, in Anlehnung an das luxemburgische Wappentier, den Löwen ‑ besteht aus einer Platine und einem Programmierungstool. Mit dem Gerät wollen wir Kinder im Grundschulalter für das Programmieren und Basteln mit Elektronik begeistern.
Bereits im Grundschulalter? Das erscheint sehr früh. Die Kinder lernen ja gerade erst Lesen und Schreiben…
Die Programmiersprache, die wir benutzen, basiert auf Grafiken, also visuellen Bausteinen, die wie Puzzlestücke aneinander gehängt werden können. Auch jüngere Kinder können damit schnell Erfolge erleben und haben erfahrungsgemäß viel Spaß dabei. Wir unterstützen sie mit Einsteigerbeispielen, bei denen die Kinder nur wenige Sachen machen müssen, um etwas zu Programmieren. Mit zunehmendem Alter können dann komplexere Dinge dazukommen.
Was für Programmierungen können die Kinder beispielsweise machen?
Sie können lernen, wie man eine LED-Matrix programmiert, etwa mit einem Blinker für ihr Fahrrad, der anzeigt, ob man rechts oder links abbiegen will. Oder sie programmieren ein digitales Stein-Schere-Papier-Spiel, bei dem sie einen Zufallsfaktor generieren– etwas, das man auch im Informatik-Studium an der Uni lernt, nur einfacher zugängig. Ein digitales Freundschaftsband könnte eine weitere Idee sein, bei dem man seinem besten Freund oder seiner Freundin über das Internet vorher programmierte Symbole schicken kann.
Das klingt toll. Planen Sie auch, das Kniwwelino im Schulunterricht zu verwenden?
Wir wollen mit Schulen zusammenarbeiten, um so viele Kinder wie möglich zu erreichen, damit sie keine Angst vor Technologie und Wissenschaft entwickeln. Aber das Lernen soll außerschulisch stattfinden. Hierfür arbeiten wir eng mit dem Service National de la Jeunesse zusammen, der staatlichen Organisation, die in Luxemburg für die nonformale Bildung zuständig ist.
Wann ist das Kniwwelino einsatzbereit? Kann man es bereits kaufen?
Beim Science Festival, das gerade stattgefunden hat, haben wir bereits erste Workshops angeboten, bei denen die Kinder etwas programmieren konnten und auch die Eltern lernten, Hilfestellung zu geben. Auf dem »Maker-Fest«, das am 11. und 12. Dezember im Rahmen der FNR-geförderten Initiative »Bee Creative for Kids« stattfindet (http://bee-creative.lu/makerfest), werden wir es nochmal vorstellen. Parallel soll es dann auch in den Handel kommen. Ausserdem kommt es in den BEE CREATIVE "Makerspaces", einer Art ausserschulischen Kreativwerkstätte, zum Einsatz.
Wie geht es danach weiter?
Unser dreijähriges Projekt befindet sich nun am Ende des ersten Jahres. Wir werden das Kniwwelino verbessern, mit Zusatzsteilen erweitern und Projektideen herausbringen, die die Kinder in ihrer Kreativität und Spass am elektronischen Basteln möglichst gut fördern. Es gibt auch bereits Interesse aus dem Ausland und von Makerspaces, die es verwenden wollen: Das sind öffentliche Räume, wo möglichst viele Werkzeuge, Materialien oder auch 3D-Drucker stehen, mit denen jede(r) Interessierte eigene Projekte ausprobieren und realisieren kann. Die Arbeit geht auf jeden Fall weiter. Wo genau die Reise allerdings hingeht, kann man jetzt noch nicht sagen.

Was bedeutet nochmals Darm auf Französisch, oder auf Englisch? Oder "febre dos fenos" auf Luxemburgisch?
Wenn es um die medizinische Sprache geht, stoßen sowohl Patienten als auch die Menschen die im Gesundheitswesen arbeiten regelmäßig auf Schwierigkeiten.
Daher wurde ein online Wörterbuch verfasst. Dies, um eine bessere Kommunikation in unserer mehrsprachigen Gesellschaft zu ermöglichen. Medizinische Begriffe werden hier an Beispielen illustriert und können vom Luxemburgischen ins Deutsche, Französische, Englische und Portugiesische übersetzt werden und umgekehrt.

We intend to stimulate projects in particular in the vertical field of “FinTech meets Telecom”. Please come and see the keynote presentations and the project ideas that will be presented in this domain.

Les responsables du portail européen des données ouvertes (European Data Portal: www.europeandataportal.eu), exploité par la Commission européenne, viennent de publier les résultats de leur analyse 2017 sur l’état d’avancement des pays de l’Union européenne dans le domaine de l’open data.
Le Luxembourg a obtenu un excellent résultat. Son score le classe à la 6e place et lui permet de figurer dorénavant parmi les trendsetters européens dans ce domaine.
Dans cette évaluation, de nombreux facteurs ont été pris en compte, notamment l’existence d’une coordination au niveau national, l’application du principe de licences attribuées, la multitude thématique des jeux de données publiés ainsi que leur qualité, la transposition des directives européennes y afférentes et la mise en œuvre d’une stratégie nationale.
Les experts ont relevé comme un des points forts le portail national luxembourgeois www.data.public.lu qui, en dépit de sa mise en ligne encore récente – il n’a été lancé qu’en 2016 –, a déjà réussi à s’imposer comme une plate-forme centrale générale des données ouvertes pour le Grand-Duché. The Luxembourg Ministry of the Economy, Chamber of Trade, Chamber of Commerce and Luxinnovation today presented a digitalisation programme for SMEs.
On 18 January 2018, the Ministry of the Economy, the Chambers of Trade and Commerce and the national innovation promotion agency Luxinnovation presented a digitalisation programme to advance the digital transition of small and medium-sized enterprises and to enable them to make the best use of the possibilities offered by digital technology.
Within this programme, the Chamber of Trade with its "eHandwierk" service and the Chamber of Commerce with its "Go Digital" team each propose an initiative to make companies aware of the challenges of digitalisation and to inform, guide and advise them in their efforts to this end. The expert diagnostic phase and the subsequent implementation phase are proposed in collaboration with Luxinnovation. In these two stages, the professional chambers rely on the "Fit 4 Digital" service offer developed by Luxinnovation to help SMEs take advantage of digital technologies.
During their digitisation process, companies can benefit from various financial assistance from the Ministry of the Economy, including the assumption of diagnostic costs up to €5,000. Luxembourg is ahead of its neighbours in terms of high-speed and very high-speed Internet.
The Luxembourg Regulatory Institute has published its annual progress report on Internet connectivity in the Grand Duchy, and on the extension of its network, particularly its fibre-optic network.
Luxembourg is ahead of other European countries in terms of Internet coverage, with no digital divide between rural and urban regions. On 30 June 2017, the number of FTTH very high-speed fibre-optic connections in homes and other premises reached a total of 165,600 units, in other words some 57% of homes and other premises in the Grand Duchy. The majority of current investments are being carried out by the Entreprise des postes et télécommunications (EPT) as fibre-optic connections (Fibre To The Home - FTTH).
A considerable increase in the number of households connected
Access to very high-speed Internet (THD) increased by 14.6% in one year. Now that DSL has been implemented for over a decade, most subscriptions taken out use the copper infrastructure (ADSL and VDSL).
New technologies are appearing
New technologies like Vectoring and Pair Bonding enable speeds of 100 Mbps and more over a distance of around 100 metres of copper infrastructure to the final customer. These technologies now provide an additional or alternative option to fibre-optic, particularly in areas where it has not yet been rolled out.
DSL technology on copper infrastructure (ADSL and VDSL) dropped slightly on an annual basis from 70.2% to 65.8% of the total number of commercial fixed Internet access connections. However to a large extent it is the dominant technology for the supply of high-speed and very high-speed Internet access.
It's also important to note that according to a recent study by the International Telecommunication Union (ITU) published in November, which measures the implementation of Information and Communication Technologies (ICT) in 192 countries, Luxembourg comes 1st place worldwide for access to ICT, and 4th place within the EU regarding their usage. As for the development of the sector, Luxembourg comes 9th in the world ranking.

Disposant d’une excellente couverture internet, le Luxembourg est en avance sur ses voisins européens et ne connaît surtout pas de fracture numérique entre zones rurales et zones urbaines, relève un rapport de l’ILR.
L’Institut luxembourgeois de régulation (ILR) vient de publier sa fiche statistique annuelle internet concernant l’évolution du déploiement des infrastructures fixes et la commercialisation de l’accès internet à haut débit et surtout désormais à très haut débit à travers le pays.
Selon ce document, au 30 juin dernier, le taux de couverture du pays en très haut débit était élevé. En l’espace d’un an, 22.200 nouveaux raccordements à la fibre optique ont été dénombrés, portant à 165.600 le nombre de raccordements.
Cela représente une hausse de 6%, faisant qu’à la fin juin, 57% des logements et locaux du pays étaient raccordés à la fibre optique. Un sondage sur la manière dont les résidents utilisent internet démontre l’importance qu’a pris aujourd’hui le commerce électronique, mais également la progression du e-banking et un intérêt croissant de Monsieur et Madame Tout-le-monde pour les services administratifs en ligne.
Le Statec a publié ce mercredi les résultats d’une enquête sur les activités en ligne des particuliers. Menée par TNS ILReS, elle a été réalisée au cours des trois premiers mois de cette année auprès de 1.500 résidents âgés de 16 à 74 ans.
L’un des principaux enseignements de ce sondage réside dans l’augmentation substantielle de l’administration en ligne pour laquelle les contacts ou les interactions — hors échanges d’emails directs — ont progressé de près de 30% en 5 ans.
En 2017, 54% des résidents ont consulté des sites ou des applications d’autorités publiques pour obtenir des informations, alors qu’ils n’étaient que 41% en 2013. Cette année toujours, 67% ont téléchargé des formulaires officiels (contre 54% en 2013) et 37% ont soumis en ligne des formulaires remplis (contre 29% en 2013). Wie lange können Sie sich gegen Cyberangriffe wehren? Diesen realistischen Test bietet das Cybersecurity Competence Center (C3) derzeit an. Unternehmen können ihre Mitarbeiter im extra eingerichteten «Raum 42» schulen lassen. Dort gibt es drei Stunden lang verschiedene virtuelle Attacken mit Erklärungen, Simulationen und Nachbesprechungen.
Das C3 bietet dieses Seminar für zwei Monate an. Es kostet die Firmen 1500 Euro und kann von fünf bis acht Mitarbeitern absolviert werden. Es soll dem Personal zeigen, wie sie Angriffe aus den Tiefen des Internets erkennen und sich davor schützen können. «Eine Cyberattacke kann viel zerstören und die Opfer eine Stange Geld kosten», sagt Jérôme Jacob, Leiter der Seminare des C3.
Cyberattacken werden nicht öffentlich
Jacob erzählt, dass in Luxemburg viele Unternehmen Opfer solcher Attacken sind. «Aber so etwas wird nicht nach außen kommuniziert, da es natürlich dem Image und der Vertrauenswürdigkeit des Unternehmens schadet», sagt er. C3 bringt den Mitarbeitern das Einmaleins gegen Cyberattacken bei, damit sie im Falle eines Angriffs adäquat reagieren können.
Im «Raum 42» herrscht eine schwer greifbare Stimmung. Trotz der Frustration, von allen Seiten angegriffen worden zu sein, zeigt sich kein Gefühl des Versagens. «Es gibt keine Verlierer», sagt Jacob, «wir sind hier, um die Teilnehmer aus ihren Fehlern lernen zu lassen. Luxemburg entwirft eine Alarmierungs-App für Notfälle. Das geht aus der Antwort auf eine parlamentarische Anfrage der Grünen hervor.
Die “kostenlose mobile öffentliche Alarmierungsanwendung auf dem Smartphone mit dem Namen GouvAlert.lu wird in Zusammenarbeit mit der Administration des Services de Secours (ASS) und dem Hohen Kommissar für nationalen Schutz (HCPN) entwickelt”, erklärt der Innenminister Dan Kersch.
Die Anwendung ermögliche es zunächst, die Notrufnummer 112 zu erreichen. Hat sich der Nutzer bei der Installation oder später für die angebotenen Geolokalisierung entschieden, werden gleichzeitig nützliche Informationen zur schnellen Positionsbestimmung übertragen – wie etwa GPS-Daten.
Kommunikation in beide Richtungen
“Auf diese Weise können die Rettungsdienste den Anrufer lokalisieren und so schnell und präzise eingreifen”, erklärt Kersch auf Anfrage von Roberto Traversini (Déi Gréng).
Die App wird aber auch als Kommunikationskanal in die andere Richtung dienen und soll “die Bevölkerung im Falle größerer Vorkommnisse informieren”. Workshop4Me in collaboration with Microsoft Luxembourg is pleased to invite you to celebrate Computer Science Education Week being celebrated all over the world this year between Dec 4 - 10th.
This event is meant for children 6 - 13 year olds who would like to try out coding in a fun way with characters whom they love : Steve and Alex from Minecraft & Moana.
They can be complete beginners who have never tried coding before OR those who love coding and want to challenge themselves to see if they can complete the entire session within an hour.
The event includes a tour around the Microsoft offices in order to see how cool a technology company is, meet with the people who work here and listen to their stories.
The event will be held in ENGLISH. Participants are requested to bring their own tablet/laptop that can connect to the internet. Wifi will be available.

Network operators should aim to migrate their customers to their 4G networks by offering attractive data-centric plans in order to capitalise on the current data growth and offer better value-for-money services to their subscribers. In addition, the faster the tech migration to 4G for the customer base the quicker the shutdown of older generation networks will be and, hence, the higher the focus of resources and spectrum to newer technologies and 5G.
