Security Made in Luxembourg has announced five measures that will help with protecting and securing our computers and digital devices in 2017.

It may be a new year, but the same cyber-threats are present as always. Such threats include password hacking, Ransomwares, increasing attacks using mobile interfaces to gain entry, the boom of the internet of things which tend to pass under CSO radars, and finally the delay between an attack and its discovery, which is not likely to decrease.

To help protect ourselves from such threats, Security Made in Luxembourg has recommended the following steps to take in the new year:

1. Create a strong and unique password comprised of at least 12 characters, including numbers and special characters. There should also be two-factor authentication activated when possible for added security.

2. Prevent Ransomewares by backing up regularly.

3. Prevent mobile malwares on smartphones and tablets by only connecting to trusted networks or using particular professional applications.

4. Use extra security measures for the internet of things, which can be attacked by undetected malwares.

5. Be aware of cyber-attacks and cyber-attack attempts and share any you may find with others rather than ignoring them, so as to best face this type of threat.

Finally, do not forget that personal data is exactly that: personal. As such, new European regulation is introducing the “privacy by design” initiative, to come into effect on 25 May 2018, to better protect personal information.

Nach Rügen der Europäischen Union hat Luxemburg ein mögliches Steuerschlupfloch für Großkonzerne gestopft. Somit könnten Gewinne aus internen Finanzdienstleistungen künftig höher besteuert werden. Die Änderung sei Ergebnis eines konstruktiven Dialogs mit Brüssel, teilte Luxemburgs Finanzminister Pierre Gramegna am Dienstag mit. EU-Wettbewerbskommissarin Margrethe Vestager lobte die Korrektur, die ab 1. Januar 2017 gelten soll.

Vestager hatte Luxemburg nach dem Luxleaks-Skandal um lukrative Steuerdeals für Unternehmen im Großherzogtum mehrfach ins Visier genommen. Im Oktober 2015 prangerte sie Steuervorteile für die Fiat-Tochter Finance and Trade an, mit denen der italienische Konzern seit 2012 bis zu 30 Millionen Euro gespart haben soll. Diese Vergünstigung wäre nach den nun geänderten Regeln nicht mehr möglich, hieß es.

Bisher wurde angenommen, dass es zwischen Menschen mit und ohne Typ-1-Diabetes Unterschiede in der DNA der Darmbakterien gäbe. Ein luxemburgisches Forscherteam hat nun herausgefunden: Das ist nicht so. Es gibt jedoch Unterschiede, was die Bakterien tun. Dies konnte mit einem neuen Analyseverfahren entdeckt werden.

Der menschliche Darm ist ein komplexes Ökosystem: Zahllose Bakterien besiedeln ihn und helfen dabei, die Nahrung zu verdauen. Eine zentrale Frage, die Forscher beschäftigt, ist ob die Zusammensetzung der Bakterien im Darm – das sogenannte Mikrobiom – bei gesunden oder kranken Menschen unterschiedlich ist. Denn dies könnte helfen, Krankheiten wie z.B. Diabetes früher zu erkennen und auch gezielter zu behandelt, z.B. durch Zugabe von Probiotika.

Ein Wissenschaftlerteam aus Luxemburg stellte jetzt anhand von menschlichen Stuhlproben fest, dass sich sich die bakterielle Artenzusammensetzung zwischen Menschen mit und ohne Typ-1-Diabetes gar nicht so dramatisch unterscheidet, wie bisher angenommen wurde. „Es gibt aber deutliche Unterschiede was die Bakterien tun,“ sagt Anna Heintz-Buschart vom Luxembourg Centre for Systems Biomedicine (LCSB) der Uni Luxemburg.

Sie ist Erstautorin der wissenschaftlichen Publikation der Ergebnisse, die heute im renommierten Fachblatt Nature Microbiology erschien.

Quels sont les salariés considérés comme qualifiés et non-qualifiés ? Peut-on passer d'un salaire minimum non-qualifié à qualifié en cours de contrat ?
Au Luxembourg, le salaire social minimum (SSM) s'élève à 1.922,96 € bruts pour les travailleurs de plus de 18 ans non-qualifiés et à 2.307,56 € bruts pour les travailleurs qualifiés.

Le salarié est considéré comme étant qualifié, s'il exerce une profession comportant une qualification professionnelle acquise par un enseignement ou une formation sanctionnée par un certificat officiel.

Guichet.lu précise que pour être considéré comme qualifié, "le salarié doit :

soit disposer, pour la profession exercée, d’un certificat officiel reconnu au moins équivalent au certificat d'aptitude technique et professionnelle (CATP) ou d'un diplôme d'aptitude professionnelle (DAP) de l'enseignement technique luxembourgeois ;
soit disposer d’un certificat de capacité manuelle (CCM) ou d'un certificat de capacité professionnelle (CCP) et justifier d'une pratique d'au moins 2 années dans le métier concerné ;
soit disposer d’un certificat d’initiation technique et professionnelle (CITP) et justifie d’une pratique d’au moins 5 années dans le métier ou la profession concernés ;
soit, s'il ne dispose pas de certificat, justifier d'une pratique professionnelle minimale de 10 ans (lorsqu’il existe un certificat sanctionnant la qualification requise) ;
soit justifier d'une pratique minimale de 6 années dans un métier exigeant une certaine capacité technique et pour lequel la formation n'est pas sanctionnée par la délivrance d'un certificat officiel".

Um den Bürgern die informierte Entscheidung zu erleichtern, veröffentlichen die Europäische Umweltagentur (EUA) und die Europäische Kommission den jährlichen Bericht über die Qualität der Badegewässer in Europa.

Der Bericht bewertet die Badegewässerqualität des Jahres 2015 in den EU-Mitgliedstaaten sowie in Albanien und der Schweiz und gibt somit Hinweise darauf, wo die Badegewässer auch 2016 wahrscheinlich eine gute Qualität aufweisen.

As part of European Maker Week, Girls in Tech and Bee Creative will be holding a creative programming workshop and a tour of the Creative Studio of BASE 1, one of the 6 new maker spaces for youth available in Luxembourg.

From 18:00 to 20:30 on Tuesday 31 May 2016, participants will be able to discover the educational possibilities offered by a Maker Space and how it fosters creativity, particularly for children and teenagers. The event will be a family activity and participants are invited to bring their child with them (minimum age: 10).

The activity will include a tour of BASE 1's Creative Studio, followed by a Q&A session. A creative programming workshop will enable those registered to start designing and programming their own Sphere Ball, a small robot ball that will be able to avoid obstacles and look for light to charge its batteries.

Entry to the event is free but requires prior registration here. The event will take place at Forum Gesseknäppchen, 40 Boulevard Pierre Dupong, 1430 Luxembourg.

Luxembourg has the fourth highest average hourly wage in the the European Union, a study has found.

According to Eurostat, in Luxembourg the average hourly wage costs for someone employed outside of agriculture and the public sector was 36.2 euro.

In Luxembourg the average hourly wage cost did not rise between 2014 and 2015, largely because salaries were not indexed during this period as a result of sluggish inflation. In 2013, the hourly cost was 35.1 euro.

Dies gilt für Personen ab 18 Jahren ohne Qualifikation. Auch für minderjährige Arbeitnehmer wurde der Lohnwert angehoben, für sie bedeutet dies in Zahlen: 15 bis 17-Jährige erhalten 75 Prozent des Mindestlohnwertes, was 1.498,94 Euro im Monat ergibt; 17 bis 18-Jährige erhalten 1.598,87 Euro im Monat, also 80 Prozent des Mindestlohnwertes.

Auch der qualifizierte Mindestlohn wurde angehoben, hier liegt der Betrag jetzt bei 2.398,30 Euro im Monat, das entspricht 120 Prozent des unqualifizierten Mindestlohnwertes.

Programme de dépistage organisé du cancer colorectal (PDOCCR)

Lors d’une conférence de presse qui s’est tenue le 16 septembre 2016, la ministre de la Santé Lydia Mutsch a présenté le nouveau programme de dépistage organisé du cancer colorectal (PDOCCR). Avec ce programme, le Luxembourg a rejoint tous les autres pays européens dans la lutte contre le cancer colorectal.

« Grâce à ce nouveau programme, chaque citoyen âgé entre 55 et 74 ans aura droit à un dépistage de haute qualité, dont les indicateurs sont régulièrement enregistrés, évalués et publiés. De cette façon, une prise en charge cohérente et multidisciplinaire des personnes touchées pourra être garantie», a souligné la ministre.

Objectifs du programme de dépistage
Les objectifs du programme de dépistage sont les suivants:

Réduire la mortalité par cancer colorectal,
Détecter précocement le cancer colorectal afin d’épargner aux patients des traitements pénibles dans la mesure du possible,
Prévenir les cancers en enlevant les polypes.
« De plus, l’objectif est de maintenir le chiffre actuel de 30% de la population cible réalisant une coloscopie et de permettre aux personnes ne participant à aucun dépistage du cancer colorectal d’accéder à une détection grâce à un test simple », a encore expliqué la ministre.

Population concernée
Pour participer au programme de dépistage, il faut:

être âgé(e)s entre 55 et 74 ans inclus,
être assuré(e)s auprès de la Caisse Nationale de Santé,
résider au Luxembourg.
Si vous faites partie de cette population, vous recevrez par courrier en 2016 ou 2017 une lettre d’invitation et un test de dépistage.

Il s'agit du test OC Sensor®. Ce test est simple et efficace. Il permet de repérer un saignement intestinal et détecte une infime quantité de sang. Il consiste à faire 1 seul prélèvement de selles à domicile.

Luxembourg start-up Pingvalue announced on Thursday that it has received financial capital of €1.2 million from a Dutch-based private investment fund to support the growth of its community-based social marketing platform.

The funding, provided by InvestInFuture, will be dedicated to recruitment, software development and marketing of Pingvalue, which is headquartered in Luxembourg. These financial resources will faciliate sequential product launches in citires throughout the Grand Duchy, as well as the wider Benelux region and Europe.

Currently, Pingvalue is presenting its single-platform solution for developing and supporting "smart cities" to relevant candidates, such as Esch-sur-Alzette and Luxembourg in the Grand Duchy; Heerlen in the Netherlands; Ghent in Belgium and Aachen in Germany, with a view to contributing to a sustainable future economy.

"We invested in Pingvalue because of the innovative character of the company and we are convinced that it will have a major impact on our daily life," commented Edgard Creemers, General Manager, InvestInFuture.

"With this contribution from InvestInFuture, along with enthusiastic support from our international and local partners, we are well prepared to launch the Pingvalue platform in Luxembourg this summer," said Luciano Scatorchia, Pingvalue CEO and Founder. Population density: 207.6 inhabitants per square kilometre (2013)

Demographic growth: 0.23%

Life expectancy: 80.2 for men, 84.8 for women (2013)

Number of private households: 208,565 (2011 population census)

Population census: every ten years, the last census having taken place in February 2011

Religion: most of the population is Roman Catholic. The Grand Duchy has been a diocese since 1870 and an archbishopric since 1988. The most important pilgrimages are the 'Oktav', the hopping procession of Echternach (on the UNESCO Intangible Cultural Heritage List), and the pilgrimage to Our Lady of Fatima in Wiltz. An agreement between the Luxembourgish government and the religious communities signed in January 2015 is going to reform the relationship between the state and these communities.

Proportion of foreigners: 46.7% (1 January 2016) Foreigners of more than 170 nationalities live in the Grand Duchy.
