On Wednesday 14 February 2018, Luxembourg's Deputy Prime Minister and Minister of the Economy, Étienne Schneider, led a Luxembourg delegation to Moscow to attend the 11th session of the Joint Economic Cooperation Commission between the Belgo-Luxembourg Economic Union (BLEU) and the Russian Federation.
Minister Schneider was accompanied by a commercial delegation led by representatives of the Chamber of Commerce. Acting as co-ordinating institution, the Commission is composed of representatives of the Russian, Belgian and Luxembourg authorities in charge of economic and trade relations in their respective countries.

TAt their meeting, Minister Schneider and Dmitry Rogozin agreed on scientific cooperation in the field of space, including aspects related to the extraction and use of natural resources of celestial bodies that subscribe to the SpaceResources.lu initiative.

In order to promote exchanges between the two countries, Minister Schneider and Dmitry Rogozin also discussed the possibility of restoring a direct air link between Luxembourg and Moscow. A direct flight would not only meet the needs of many Luxembourgish companies active in Russia and vice versa, but would also have a positive impact on tourism in both directions.

On the sidelines of the BLEU-Russia Joint Commission, a Memorandum of Understanding was signed between the Luxembourg National Agency for Research and Innovation (Luxinnovation) and the Russian Innovation Centre, the Skolkovo Foundation, with the aim of strengthen cooperation in the field of innovation and new technologies.

„Wir wollten Luxemburg auf die Weltkarte setzen“, so erklärte Premierminister Xavier Bettel (DP) das Ziel seines Besuchs mit Wirtschaftsminister Etienne Schneider beim Innovationsforum in Skolkowo bei Moskau.

Am stärksten dürfte die russische Seite Luxemburgs Space-Mining-Projekt interessiert haben. Moskau habe zum Forum eingeladen, um Genaueres darüber zu hören, so Wirtschaftsminister Etienne Schneider (LSAP). Eine Diskussionsrunde war ausschließlich Luxemburgs Weltraumplänen gewidmet. Schneider stellt ein stark zunehmendes Interesse für Space Mining fest. In wenigen Tagen geht es weiter nach Houston zu einer Konferenz zum selben Thema. Rund 70 Firmen, vor allem Start-ups, hätten sich bereits beim Wirtschaftsministerium gemeldet.

Den Forumsdiskussionen in Skolkowo und einem anschließenden Arbeitstreffen mit Russlands Premierminister Dmitri Medwedew könnte bald eine Vereinbarung mit Russland folgen, sagte Schneider. Luxemburg wolle bei seinem Projekt alle mit ins Boot nehmen.

Gemeinsam müsse man prüfen, wie die friedliche Nutzung des Weltraums angegangen und wie die dafür notwendigen enormen Investitionen gestemmt werden können. Es gehe um Arbeitsteilung zwischen den Ländern, wobei jede Seite sein Puzzle-Teil einbringen soll. Russland verfüge u.a. über großes technisches Know-how.

Schneider denkt auch über einen Austausch von Fachkräften zwischen Luxemburg und Russland nach. Und beim nächsten Innovationsforum in Skolkowo 2019 könnte man mit einem nationalen Pavillon vertreten sein.

The Luxembourg government has agreed to create a "Council for Scientific and Technical Cooperation" researching environmental technologies, mining technologies in extreme conditions and space technologies with Russia.

After agreements with Japan, China and the United Arab Emirates, this is yet another cooperation agreement in Luxembourg’s space portfolio.

The minister for the economy, Etienne Schneider, who met with deputy prime minister Dmitry Rogozin, agreed on scientific cooperation in the space sector, including aspects related to the extraction and use of natural resources of celestial bodies that subscribe to the SpaceResources.lu initiative.

En date du 14 février 2018, le Vice-Premier ministre, ministre de l’Économie, Étienne Schneider, a mené à Moscou la délégation luxembourgeoise présente lors de la 11e session de la Commission mixte de coopération économique entre l’Union économique belgo-luxembourgeoise (UEBL) et la Fédération de Russie. Étienne Schneider était accompagné d’une délégation commerciale encadrée par des représentants de la Chambre de Commerce. Agissant en tant qu’institution coordinatrice, la Commission mixte est composée de représentants des autorités russe, belge et luxembourgeoise en charge des relations économiques et commerciales dans leurs pays respectifs. 

Les discussions au sein de la Commission mixte ont notamment porté sur le renforcement de la coopération dans le domaine de l’innovation et sur l’identification de synergies dans une multitude de secteurs économiques. Afin de consolider la recherche et le développement communs de nouvelles technologies, Etienne Schneider et son homologue russe, le Vice-Premier ministre Dmitry Rogozin ont convenu de créer un "Conseil de la coopération scientifique et technique" au sein duquel seront abordés les écotechnologies, les technologies minières dans des conditions extrêmes et les technologies de l’espace.

Lors de leur réunion, Étienne Schneider et Dmitry Rogozin se sont mis d’accord sur une coopération scientifique dans le domaine de l’espace, y compris les aspects liés à l’extraction et l’utilisation des ressources naturelles des corps célestes qui s’inscrivent dans l’initiative SpaceResources.lu.
