The Governors of Kajiado, Kiambu, Nairobi and Muranga counties on Tuesday signed a Memorandum of Understanding to pave way for the formation of a Nairobi Metropolitan Transport Authority. The authority is meant to oversee the implementation of the mass rapid transit system within the city and its surroundings.

Trade Mark East Africa (TMEA) has come up in support for the big result now (BRN) to increase Dar es Salaam Port efficiency in the next three years. TMEA has set aside over 60 million US dollars (102bn/-) to increase efficiency that would see, among other things, reduction by almost half from nine to four days of container dwelling time.

A new mapping tool makes preparing for natural disasters and responding to their aftermath easier than ever. Researchers from the A*STAR Institute of High Performance Computing in Singapore have developed a computer model that analyzes networks of interconnected roads to predict the speediest routes for rescuers to take using real-time data uploaded by aid workers on the ground.

The East African Community has prioritised the harmonisation of taxation regimes of its member states; this is to promote coordination of the taxation systems of member states for the purpose of preventing any national tax measures that could have a negative effect on the functioning of the customs union and common market protocols. There are huge differences among EAC member countries' tax systems including definitions of tax bases that lead to unfair competition and unequal treatment of tax payers, goods and services in the region. The episode will look at the effects of the different tax regimes and the impact this has on growth of trade, unemployment, poverty and competitiveness of the EAC Productive sectors and will star revenue authorities, manufacturing representative.

Africa’s sugar rush is over. For much of the past decade, African and foreign sugar companies have pumped billions of dollars into projects in an attempt to tap the sweet tooth of the continent’s new middle class. Today, mills in many countries are grappling with unsustainable stockpiles. The glut has forced companies to reduce output, put on hold new sugar projects and shutter mills. The culprit: cheap imports. African nations import about 5 million metric tons of sugar every year, from countries such as Brazil, China and India. The imports—generally heavily subsidized—are sold at prices lower than the cost of producing sugar locally, prompting African countries to shun sugar from their neighbors....

With World Bank funding to the Government of Sierra Leone, the United Nations World Food Programme (WFP) has airlifted 20 ambulances and 10 mortuary pickup trucks to scale up the Government logistical capacity in response to Ebola. This delivery constitutes the first set of 74 vehicles worth US$4 million to be brought in by WFP from its logistical hub in Dubai to Freetown. The remaining 44 vehicles are expected in Freetown by sea in the forthcoming weeks.

The Kenyan county of Mombasa’s plan to levy additional charges on users of East Africa’s biggest port threatens the viability of the regional transport and logistics business, the Shippers Council of Eastern Africa said. Cargo shipped via the port of Mombasa will attract an additional levy of $2 per metric ton, or $10 per consignment, under new measures proposed in a bill introduced by the Mombasa County Assembly last week. New fees for export and import permits, vessel fumigation and ship inspections are also planned, according to the draft legislation....

Despite a challenging global economic environment, import and export trade volumes for DHL Express Sub Saharan Africa remain strong and are forecast to grow. This is according to Charles Brewer, Managing Director for DHL Express Sub-Saharan Africa, who adds, “The first half of 2014, revealed strong continuing growth for DHL Express Sub Saharan Africa’s top three import trade lanes: the United States, France and China while the top three Sub Saharan Africa’s export trade lanes were to Great Britain, the United States and France.”...

This paper sets out some historical background on South Sudan and the Sudan, gives a sketch of the changing style of international aid efforts over the last fifty years and then looks at diplomacy and development in South Sudan since 1989, when Operation Lifeline Sudan started. It then suggests that the UK’s aid effort has not taken sufficient account of the political and diplomatic challenges presented by South Sudan’s particular circumstances and repeats past warnings of the possibility of the aid cart driving the diplomatic and political horses. It notes the declining influence of the west and its development prescriptions but goes on nonetheless to outline key areas for any future aid intervention, such as public security, agriculture, education, roads and river transport, should the situation allow a renewed international aid effort, as opposed to a mostly humanitarian response. It concludes with a brief examination of the role of the UN Mission, the part played by China and a plea for more humility on all sides, with, on the part of the donor and aid community, a greater effort to understand the nature of the place in which they operate....

A fire engulfed a United Nations warehouse in Guinea today that contained medicines and laboratory materials used for the fight against Ebola, causing no casualties but “a regrettable loss” in supplies, which the UN mission there vowed to quickly replace. An investigation into the fire was underway. "This is a regrettable loss, but no one was hurt and we will move quickly together with our partners to replace the lost supplies", said Anthony Banbury, Head of the UN Mission for Emergency Ebola Response (UNMEER).

[Southern Africa] In 2011, the SADC Secretariat in collaboration with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) initiated a research and dialogue project to identify the most significant constraints to doing business in the SADC region. ...Transporters involved in transit operations (where goods are brought into a country for the sole purpose of transporting to another country) are required to purchase a customs bond at least equal to the duty payable on the cargo, for each border crossed. This case considers the work done by various regional economic communities, including SADC and COMESA, on the development of a regional transit bond which allows for multiple entries into intended countries - but which needs to take into account the various stakeholders currently involved in operating and receiving revenue from the current model. It is estimated that over 400 trucks cross the Beit Bridge border post every day. These trucks experience a delay of approximately 3 days crossing the border, although the delays can extend up to a week. Truck drivers have reported being delayed for up to two weeks at times... ...Improved transport and logistics infrastructure can lead to greater trade facilitation which means that private sector companies conducting cross-border trade can achieve economies of scale and become increasingly competitive in the global economy. While the development of roads, railways, seaports and airports are a longer-term endeavour, ensuring sufficient storage capacity for goods in transit; network linkages between sea- or airports and corridors; management oversight and professionalism at ports; and efficiency in operating existing infrastructure assets may go a long way towards benefiting trade - across all sectors....

The 15th of November 2014 marked the official end to the Ebola virus epidemic in the Democratic Republic of Congo (DRC). It suffered 49 deaths (21 confirmed and 28 probable). The country can be proud of the work it has undertaken in the fight against the epidemic in Boende health district, in the Province of Equateur. UNICEF knew how to confront the emergency: more than 40 tonnes of equipment were sent (medical and hygiene equipment, vehicles, school kits, water purifying and hand-washing systems, awareness raising support, and logistical elements); human resources were mobilised (6 to 10 members permanently on the ground); and financial resources were committed.

The U.S. Agency for International Development (USAID) is spending more on the transportation of its food aid than the food itself, according to an investigative report from USA Today and graduate students at Northwestern’s Medill School of Journalism. For their report, entitled “Hunger Pains: U.S. Food Aid Program Struggles To Move Forward,” they found that the agency spent $7.4 billion on food between 2003 and 2012 while shelling out $9 billion on transportation and logistics. Experts said it was the most “inefficient humanitarian aid program in the world.”... ....Among other things, the reporters found that the average shipment of food from the United States takes 147 days to reach its target, more than double the 35 to 41 days it takes to send food purchased locally, according to data from a 2009 report from the Government Accountability Office, the Congressional watchdog agency that has long criticized Food for Peace....
