Début septembre, Jean-Baptiste Menguy, conseiller de Paris et du 15e arrondissement (Les Républicains), estimait au contraire dans le JDD qu'il y avait "urgence démocratique".

Fifteen years ago, Zaragoza - the historic Spanish city situated between Madrid and Barcelona - pioneered a vision of a future digital district and knowledge-based society. Since then, the city has developed an impressive portfolio of smart city projects and new urban services. According to Daniel Sarasa, Urban Innovation Planner in Zaragoza and internationally recognized smart city innovator, one of Zaragoza's unique strengths is its culture of citizen involvement and participation. This culture has its roots in the reawakening of democracy. In the late 1970s, the city of Zaragoza (like other cities in Spain) looked back on thirty five years of dictatorship – and looked ahead to an uncertain future. During the years of dictatorship, Zaragoza had grown in population from approximately 235,000 to more than 500,000, but the civic infrastructure and public services needed to support this urban growth were inhibited by an autocratic national government which maintained severe austerity measures.

Here is a story about a city which began involving its citizens in setting and passing the city budget, educated them about how the local government functions, and consequently built mutual trust between the citizens and their local government. It is a story about participatory budgeting, a process of democratic discussion and decision-making, which is a kind of participatory democracy where the citizens decide on the allocations of a part of the public budget. This enables the citizens to identify, discuss and prioritise publicly funded projects and gives them the power to make real decisions on how the money is being spent.

Nous sommes persuadés que toute personne est capable de penser l’espace dans lequel elle vit, puisqu’elle en est le premier usager. C’est un droit culturel, de laisser à chacun la possibilité d’être créateur, de faire connaître sa pensée, de réfléchir à son environnement et d’échanger à ce sujet. Nous sommes plus intelligents à plusieurs et cette démarche mérite d’être connue pour pouvoir transmettre une expérience sur le sujet. Enfin, nous pourrons créer une expertise qui ne doit pas être dupliquée, puisqu’elle dépend du contexte urbain, mais qui doit en tous cas inspirer l’ensemble des acteurs d’autres villes. Les artistes apportent un imaginaire et une poésie, et sont les médiateurs qui permettent l’implication de citoyens dans l’aménagement de leur ville.

Today, solidarity is under pressure from nationalist and populist movements that may prevent urgently needed action on climate change. Populists threaten the recognition of global scientific knowledge and undermine the potential for sustainability-driven modernisation vital for continued economic and social progress. The challenge of citizen participation
One of the things that city authorities continue to most struggle with is citizen participation. More than ten years after the Leipzig Charter, which set out the goal of participative integrated urban regeneration, the picture across Europe remains highly uneven. Happily though, there are many beacons of excellence, and as a programme committed to participative principles, URBACT has supported many of them. Cities like Amersfoort (NL), Gdansk (PL) and Aarhus (DK) are amongst them, whilst networks like CHANGE! have championed approaches that place citizens at the centre of service design and delivery.

Pris dans des problématiques de développement durable, de lutte contre le changement climatique, d’aménagement pour le bien-être des habitants, certaines villes sont aujourd’hui des lieux propices pour le redéveloppement de la nature. Le territoire de Lyon, particulièrement engagé dans ces thématiques, s’appuie sur une diversité d’initiatives citoyennes, qui ramènent la nature au centre de la ville, par des pratiques de compostages, mais aussi de jardinage collectif. Cet article présente les résultats d’une étude portant sur ces initiatives et la manière dont elles impactent le territoire urbain, grâce à la nature. Ce terrain est l’occasion de qualifier la notion de capital environnemental, et notamment la manière dont il est produit sur ce territoire.

A new form of citizen participation arises in Barcelona, combining participatory budgets and crowdfunding. It is a co-responsibility model called Matchfunding and it allowes citizens to start and support initiatives for the improvement of Barcelona by connecting participation and democracy with public budgets.
