Small, coal-fired district heating systems are a major source of air pollution in Poland. Applying EU regulations would go some way towards solving this problem, write Edith Bayer and Richard Cowart of global energy policy advisors Regulatory Assistance Project (RAP), but more needs to be done. Bayer and Cowart draw four lessons from a new study that looked at practical ways to modernize two small district heating systems in Poland.

The environmental organisation Urgewald has recorded more than 770 coal companies in an extensive database. “Adherence to the Paris climate target of 1.5 degrees global warming is only possible if banks and investors quickly and completely abandon coal investments," explains Heffa Schücking, Managing Director of Urgewald. The so-called Global Coal Exit List provides key figures and activities of companies ranging from coal exploration and extraction, to coal trading and transport, through to coal-fired power generation and the construction of coal-fired power plants. The aim of the database is to create transparency. It enables banks, other investors and municipalities to find out which companies earn their money with coal.

This ERDF-funded project will attempt to transform the ruins of an old coal mining site by reusing the original building materials to construct a new administrative centre for the region. The aim of the project is to make use of the resources left in the ruins and old buildings of a coal mine in Hainaut, Belgium to feed into the construction of a new administrative block on the same site. Materials will either be reused in their original function or in other ways so as to give them a new lease of life rather than waste them.

NGO network CEE Bankwatch claimed in a recent study that no climate impact assessment has been carried out on the Gas Corridor by any of its investors and warned that the project could be as climate-damaging as coal power, due to methane-leakage and carbon emissions. Friends of the Earth Europe’s Colin Roche warned that the EIB was “shamelessly locking Europe into decades of fossil fuel dependency even as the window for fossil fuel use is slamming shut.” GUE/NGL MEP Xabier Benito tweeted that the decision is “bad news for the climate” and pledged to use the ongoing Strasbourg plenary session to address the EIB’s president and urge the institution not to invest any more money in fossil fuels.

Governments are urgently seeking ways to foster sustainable economic growth and deliver on their commitments to the Paris climate agreement. The financial system and financial players have a key role to play in mobilising the capital to achieve these goals. Circa €180 billion a year will be required for Europe to invest in renovating and building energy efficient buildings, for renewable energy to achieve a low-carbon economy. Mobilising private capital is the only way to rapidly scale up these investments and achieve the twin goals of sustainable growth while mitigating climate change.
