The European Commission has approved an investment worth over €55 million from the European Regional Development Fund to replace more than 68 km of Zagreb's heating pipes with a more reliable and efficient network. This major EU project for the capital of Croatia will reduce heat and water losses and will make the system compatible with renewable heating sources.

Local authorities in Bulgaria are renewing street lighting systems in projects worth almost EUR 9.2 million in total, of which just one tenth is own contribution while 8.3 million was secured through EEA Grants. Under a program called Renewable Energy, Energy Efficiency, Energy Security, funded by the EEA Grants segment of the European Economic Area Financial Mechanism 2014-2020, twenty best-ranked Bulgarian municipalities will receive between EUR 200,000 and EUR 600,000 each to replace street lighting with smart and energy efficient systems.

In July 2020, Christine Lagarde, the President of the European Central Bank (ECB), promised to explore every avenue for greening the ECB’s operations, including the asset purchase scheme undertaken to help stimulate the Eurozone economy. Indeed, the rapid and profound economic devastation brought on by the coronavirus pandemic illustrates the vulnerability of our economies to catastrophic shocks and should prompt central banks to hasten progress towards a low-carbon transition. The ECB simply cannot afford to address one crisis whilst neglecting – if not worsening – another.

This report offers guidance on how to prepare regions and cities for the transition towards a climate-neutral and circular economy by 2050 and is directed to all policymakers seeking to identify and implement concrete and ambitious transition pathways. It describes how cities, regions, and rural areas can manage the transition in a range of policy domains, including energy supply, conversion, and use, the transformation of mobility systems, and land use practices. It takes stock of discussions between academic and policy experts emanating from a series of high-level expert workshops organised in 2019 by the OECD and the European Commission. Bringing together frontier thinking and practical examples regarding the transition to a climate-neutral economy, the transition to a circular economy, the transition in cities, the transition in rural areas, and financing and scale-up of transition action, this report identifies cross-cutting lessons to support urban, regional, and rural decision makers in managing trade-offs and in promoting, facilitating and enabling environmental and energy transitions.

Ukraine will increase the energy efficiency of some 1 000 public buildings and reduce energy consumption with a €300 million loan from the EIB. The loan will save 1 250 000 tonnes of CO2 and benefit 2.5 million people. Substantial grant contributions from the E5P and the EU are expected to complement the loan. The EU bank’s investment will improve the medium and long-term resilience to COVID-19 of the country’s public buildings, especially hospitals.

Solar parks proliferate in Europe and boost development of renewables, but the issue of land use is often raised.A new trend is to produce energy and cultivate crops at the same time, in other words use agrivoltaic systems. One example is the Torreilles solar park, in the South West of France. The plant’s total power capacity is 9.6MWand stretches for 43 hectares along the so-called “Route du soleil”, near Perpignan. It can produce 14,000,000kWh per year, enough to supply 5,200 families or allow 1,400 electric cars to travel around the world, saving1,100 tons of CO2.The system consists of 96 greenhouses equipped with solar panels. It hosts an “organic” poultry farm, which isfree-range, with the animals fed on grains grown on site. Fruit plants are also grown, with a section for exoticspecies. The Torreilles park is innovative not only for its structure, but also for its financing system linked to a Europeancross-border campaign to crowdfund renewables. Platforms Lumo, based in France, and Oneplanetcrowd, in theNetherlands, co-financed the project collecting 800 thousand euros in two rounds, coming from 350 Frenchinvestors, and 130 Dutch investors.en energy.

A survey aimed at encouraging private entities to participate in the renewable energy financing mechanism has been launched by the European Commission. Open until 15 February, the seven-point questionnaire aims at providing the Commission with indicative feedback on potential participants to the mechanism, in preparation for the first call for proposals. Adopted in September 2020, the EU renewable energy financing mechanism is now in its implementation phase. At the end of last year the Commission invited EU countries to express their interest in participating in the mechanism as a host or contributor.

Après un mandat municipal qui a vu fleurir les démarches de budgets participatifs en France, celui qui s'ouvre sera-t-il celui de la consolidation de ce processus dans les collectivités concernées ? Réunis virtuellement à Clermont-Ferrand les 2 et 3 décembre pour les cinquièmes rencontres nationales des budgets participatifs, des élus ont en tout cas exprimé leur ambition en la matière. Celle notamment d'impliquer des habitants à toutes les phases de la démarche, dans un esprit à la fois de pédagogie et de transparence.

The City of Ghent will be providing low-interest long-term loans to its citizens. The advantageous funding amounts to 13 million euros and is meant to facilitate the energy transition of households and the city as a whole. The new system is expected to start operating from next spring. The residents of the Flemish city are in great need of energy loans as half of them lack the financial means to invest in climate renovations. This is what a study by Professor Johan Albrecht from the University of Ghent and the Agoria Industry Federation have concluded. Based on their findings and on the need to improve the quality of life of local residents, the city administration decided to launch a rolling fund with advantageous loans, open to everyone who needs them.
