The transition to a carbon-neutral economy is bound to make us worse off before it makes us better off, and the most vulnerable segments of society will be hit especially hard. Unless we acknowledge and address this reality, support for greening the economy will remain shallow and eventually wane.

At the end of this month, two important meetings will be taking place, at opposite ends of the world: as G20 heads of state meet in Argentina, their representatives will be gathering in Katowice, Poland for the next round of climate negotiations. What happens in Argentina is crucial for the climate. The economies of the G20 account for 80% of global greenhouse gas emissions – and if these countries don’t move on climate change, we can expect warming of up to 4C by 2100, a catastrophic proposition for our planet and its inhabitants.

The Finnish Government has today submitted to Parliament a legislative proposal to ban the use of coal in energy production. According to the proposal, coal will be phased out in energy production during the 2020s. Helen already started to phase out coal in 2015 by deciding to close the Hanasaari power plant by the end of 2024. As a result of the closure of Hanasaari, 400 MW of heat production capacity will be removed. All in all, Helen's district heat capacity will fall by 870 MW and electricity generation capacity by 380 MW as the use of coal is discontinued.

A national taskforce to advise on how Scotland achieves a carbon-neutral economy has been launched. The Just Transition Commission, a commitment under the Programme for Government, will look at how to maximise opportunities of decarbonisation, in terms of fair work and tackling inequalities, while delivering a sustainable and inclusive labour market.

Friends of the Earth Scotland has launched a new website for the campaign to divest Scotland from fossil fuels. The website includes new data on councils’ investments as well as advice on financial and legal issues surrounding the campaign. Elsewhere on the site you can find out about divestment of faith groups, universities and other investors.

The Mayor of London, Sadiq Khan, is today calling on local authorities from across the capital to join him in fighting climate change by divesting their pension funds from fossil fuel companies. Last year the London Pension Fund Authority agreed a climate change policy. This committed it to no longer consider new active investments in fossil fuel companies that are directly engaged in the extraction of coal, oil and natural gas as sources of energy, which are ignoring the risks of climate change and unable to demonstrate planning for the global transition to a low-carbon economy and for future emissions reduction targets under the Paris Agreement.
Sadiq is now calling on London boroughs to follow his lead in working with pension fund managers to recognise the risk of climate change to their investments and starting to divest from fossil fuels and invest in more clean projects.
A number of London’s boroughs, including Waltham Forest, Southwark, Hackney and Hammersmith & Fulham, have already made commitments to work with their pension funds on divestment and investments in clean projects, and the Mayor wants to see more boroughs sign up to the commitment and share best practice.

Norway took a partial step in divesting oil and gas stocks in its massive $1 trillion wealth fund, approving the sale of smaller exploration companies while sparing the biggest producers such as Royal Dutch Shell Plc and Exxon Mobil Corp.

This year the European Investment Bank is expected to review its 2013 ‘Screening and Assessment Criteria for Energy Projects’, also known as its Energy Lending Criteria, which governs the types of projects the bank can finance in the energy sector. The review will provide an opportunity to align the policy with recent European and global policy developments like the Paris Agreement, the accord under the United Nations Framework Convention on Climate Change.

Les maires de douze communes [1], appellent dans une lettre commune la multinationale française à agir pour limiter le réchauffement climatique à 1,5°C. The Republic of Ireland will become the world’s first country to sell off its investments in fossil fuel companies, after a bill was passed with all-party support in the lower house of parliament. The state’s €8bn national investment fund will be required to sell all investments in coal, oil, gas and peat “as soon as is practicable”, which is expected to mean within five years. Norway’s huge $1tn sovereign wealth fund has only partially divested from fossil fuels, targeting some coal companies, and is still considering its oil and gas holdings.

Last year, Uppsala University’s Zennström Professor in Climate Change Leadership, Kevin Anderson along with colleagues Isak Stoddard and Jesse Schrage at CEMUS, calculated a carbon budget and associated emission reduction for the Swedish Municipality of Järfälla. Despite significant progress in the power sector, renewables are lagging behind for heating and cooling and transport applications, with fewer countries implementing regulatory measures for those end-uses. As renewable technologies mature, policy makers are confronted with new challenges. The rapid expansion of variable renewables, such as solar photovoltaics and wind power, requires more flexible energy systems to ensure reliable and cost-effective system integration. In general moving forward, renewable energy policy approaches will have to be more holistic and sophisticated to reflect the transformative changes induced by the energy transition on the energy sector, society and economy.

The City Government has launched climate budgets for 2017-2020 as a part of the Financial Budget. “We’ll count carbon dioxide the same way we count money”. The City of Oslo will reduce greenhouse gas emissions by 50% compared to 1990 levels by 2020, and by 95 % in 2030. The emissions have increased since 1990, and reaching the ambitious targets implies a 836,000 tons reduction of greenhouse gas emissions in.

Global investment in renewable energy boomed in 2017, far outstripping investment in fossil fuels, the UN reported, although Europe lagged behind the move to green power. China was by far the largest investor in renewable energy last year, accounting for nearly half of the new infrastructure commissioned. Beijing’s support for solar power alone globally attracted nearly a fifth more investment than in 2017. Sweden, Australia and Mexico, meanwhile, more than doubled renewable investment. In the Netherlands, an almost 4.7-gigawatt (GW) rise in installed capacity and strong winds in October and December pushed up generation levels last year, reported Dutch grid operator Tennet. And wind production in Germany overtook hard coal and nuclear last year, it reported. Meanwhile, generation from hard coal decreased “significantly”. This was caused by the “phasing out of hard-coal-fire plants” in 2017, Tennet added. “Yet again, this was a record year for new renewable power capacity being financed,” said Francoise d’Estais from UN Environment’s energy and climate department.
