The editors of Metropolitics seek submissions for a special series on progressive mayors and urban social movements. We are interested, among other issues, in: - case studies on left-wing mayors and their administrations that are developing new ways to address obstacles and opportunities for reversing urban social inequities; - how the devolution of American federalism has transformed US mayoral strength across recent administrations; - whether or how urban social movements scale up to the national level; - case studies on urban social and political movements that have mobilized with or against progressive mayors; and the impact of right-wing nationalist movements on mayoral priorities and policies in the EU and beyond.

Si le futur se construit aujourd’hui, alors il faut changer la donne, changer les comportements et les manières de consommer. Consommer durablement et localement fait partie des objectifs que la société française veut atteindre. Le concept de villes autonomes émerge et devient de plus en plus une évidence pour les nouvelles constructions : chauffage, électricité, gaz… Les territoires français veulent retrouver une indépendance énergétique et une consommation responsable pour leurs villes et les habitants. Plusieurs parties du territoire français s’organisent pour accéder à des démarches 100% énergies renouvelables ! Introduits en 2015 dans la loi de transition énergétique, les territoires à énergie positive ont fait du chemin depuis.

In its 10 year-existence, the European Covenant of Mayors has mobilised thousands of local governments to voluntarily implement and exceed EU climate and energy objectives. In order to further embed the initiative in EU policies, it has to become a key instrument for the future EU budget, write the local and regional leaders of the European Covenant of Mayors board.

The president of KEDE, Georgios Patoulis, said that the Greek local and regional authorities intended to participate actively, by taking positions and making proposals, but also by establishing political alliances, in the project to build a new Europe. This is an agreement which aims to send out a clear message to institutional stakeholders and policy makers on the importance of ensuring a strong and effective cohesion policy for all regions after 2020. Referring to the shocks experienced by the European project in the wake of the economic crisis, not to mention the effect of populist policies, Mr Patoulis stressed that it was more necessary than ever to ensure a strong and efficient policy on cohesion post 2020, covering all the regions of Europe.

"The EU needs to listen more and engage more with its citizens. It can take inspiration from and use its cities for this purpose to find ways to create societies where people come first, argues Daniël Termont. The future of Europe depends on the future of our cities. Cities can be partners towards a stronger, more positive EU, which will deliver better results for citizens. The EU is sitting at a cross roads. Ahead of the 2019 European Parliament elections, the impact of Brexit, political upheaval in Catalonia, and national elections in several member states have yet to become clear. Ongoing discussions about the next long term EU budget, and specifically funding for our cities, risk undermining the EU’s raison d’être to benefit the lives of all people. Local authorities are responsible for the implementation of more than 70% of EU rules. From finding housing for refugees to meeting climate change targets, we make the EU a reality for people every day. As the level of government closest to citizens, we can bridge the gap and help the EU regain the trust of its people." Daniël Termont, is president of EUROCITIES and mayor of Ghent (Belgium).

Cities are increasingly becoming the real game changers when it comes to addressing climate change and energy issues, and are now leading the transition to a low-carbon future. By acting at the local level to solve unsustainable energy crises and climate change causes, cities can bypass national political discord to create partnerships full of opportunities that accelerate climate action as well as facilitate access to climate finance for mitigation and resilience. Cities are teaming up, creating coalitions and sharing knowledge on the most advanced and innovative solutions to tackle climate-related risks. These strategic partnerships are rooted in strong projects and initiatives that reflect cities’ ambitions, priorities and interests.

Les deux rapporteurs du Conseil économique, social et environnemental (CESE), Guillaume Duval et Madeleine Charru, ont présenté l’avis du Conseil sur la mise en œuvre de la loi relative à la transition énergétique pour la croissance verte (LTECV).
Le CESE regrette que le pilotage du Conseil national de la transition écologique (CNTE) n’ait pas permis de suivre la mise en œuvre de la Stratégie nationale bas-carbone (SNBC) et de la Programmation pluriannuelle de l’énergie (PPE). Il pointe les moyens insuffisants des territoires pour établir leurs documents de référence, comme les Schémas régionaux d’aménagement et de développement durable et d’égalité des territoires (SRADDET) et les bilans d’émission de gaz à effet de serre (BEGES). Pour mener à bien les chantiers prioritaires de la rénovation du bâti et du déploiement des énergies renouvelables, le CESE préconise en particulier l’installation d’un Service public de la performance énergétique de l’habitat (SPPEH).
