Vienna has been steadily rolling out blockchain use to validate and secure the city’s Open Government Data, including public transport routes, train schedules and voting results, according to a recent announcement. The city has been working with EY since December 2017 on a pilot to simplify and automate administrative processes as part of the city’s digitalisation initiative, DigitalCity.Wien. Until now, 350 datasets have been secured on the blockchain networks. One of the first to be launched in Europe, the networks secure official documents by storing hashes of the data sets on public blockchains, allowing city employees as well as citizens to review the documents’ authenticity, when they were created, and when and if the data was modified.

Mais dans le secteur énergétique, cette technologie suscite autant d’espoirs que de craintes. D’un côté, elle pourrait faciliter la mise en place de réseaux décentralisés d’électricité renouvelable. De l’autre, la consommation d’énergie nécessaire au fonctionnement de la blockchain motive la recherche d’alternatives plus sobres.

La demande croissante de Bitcoin, – monnaie virtuelle – en électricité retient de plus en plus l’attention, presque plus que la valeur extrêmement fluctuante de la cryptomonnaie. Toutefois, l’estimation exacte de la quantité d’électricité utilisée par le réseau Bitcoin, nécessaire à la compréhension de son impact et à la mise en œuvre de la politique, reste encore un défi.

The Institute for Sustainable Development and International Relations (IDDRI), the Next generation internet foundation (FING), GreenIT.fr and WWF France have collaborated to contribute to the discussion around the possible types of action that public authorities—at the national as well as local levels—could undertake in order to leverage the digital transition to drive the ecological transition. We have also benefited from the contribution of several other actors, foremost among which are the French Digital Council (Conseil national du numérique) and the Transitions2 network (réseau Transitions2).

Underscores that DLT can transform and democratise the energy markets by allowing households to produce environment-friendly energy and exchange it on a peer-to-peer basis; stresses that such technologies provide scalability and flexibility for plant operators, suppliers and consumers; 5. Underlines that DLT can support the production and consumption of green energy and could improve the efficiency of energy exchanges; notes that DLT can transform the grid operation and allow communities and individuals to provide grid services as well as to integrate renewable resources more efficiently; also stresses that DLT can create alternatives to state-sponsored renewable investment schemes; 6. Notes that DLT can facilitate the energy transmission and distribution infrastructure and create a new transaction ecosystem surrounding electric vehicles; stresses that DLT improves energy reporting and enables accurate tracking of renewable or carbon certificates; 7. Stresses that DLT can support the electrification of poor rural communities through alternative payment and donation mechanisms; 8. Underlines the need to promote technical solutions that are less energy-consuming and are generally as environment-friendly as possible; stresses that several consensus mechanisms, among them ‘proof-of-work’, ‘proof-of-stake’, ‘proof-of-authority’ and ‘proof-of-elapsed-time’, have different energy consumption needs; calls on the Commission to add an energy efficiency dimension in its activities related to DLT and to explore through research initiatives the energy impact and energy efficiency of the various consensus mechanisms; 9. Blockchain, the peer-to-peer (P2P) network software underlying the Bitcoin “cryptocurrency,” and a growing roster of variants are now being assessed as a means of exchanging and distributing the emissions-free electricity produced by solar, wind and other environmentally friendly forms of renewable energy generation assets much more efficiently and at much lower cost. That’s particularly valuable as solar energy generation and battery-based energy storage systems (BESS) capacity continue to reach new heights and costs fall to, and in a growing number of instances below, the level of competing fossil fuel power generation worldwide.
